In consultation with the Natural Resources Conservation Service(NRCS),we have reviewed the above
referenced case and have the following comments.
The soil found at this site,number 72, Vona Loamy Sand,is considered to be erosive. The District would
like to recommend the use of a natural vegetative barrier to reduce possible wind erosion on this site and
surrounding sites. Several types of barriers can be used including native grasses,shrubs and trees. If the
landowner is interested in using such a natural barrier,please refer them to the Brighton NRCS office for
assistance.
Additionally, a Weed Management Plan needs to be implemented for this area. Please refer to Ron Broda,
Weld County Vegetative Management Specialist at 970-356-4000x3770 for assistance in developing this
plan.
The District welcomes the opportunity to review and comment on proposals such as this. Conservation
and wise use of our natural resources are foremost in our goals and objectives. We look forward to

The Weld County Public Works Department has reviewed this proposal. This project falls under the purview of
the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 22 is designed on the Weld County Transportation Plan Map as a collector status road, which requires an
80-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld
County.
Pursuant to the definition of set back in the Weld County Zoning Ordinance (Ordinance 89 as amended), the
required set back is measured from the future right-of-way line.
Our most current traffic count reflects 369 vehicles in a 24-hour period on WCR 22. This count was taken
September 30, 1998.
Access: The applicant is indicating that the access to the proposed Ft. Lupton gas processing site shall be from
the existing access from WCR 22 and not from the section line. The applicant is indicating a 20-foot primary road
will be installed on the property to provide access for fire department and other emergency services.
Storm Water Drainage: The applicant is indicating that collector ponds and silt fencing will be used as needed
to control erosion both during construction and the final operation. The Storm Water Discharge Plan and permit
shall be obtained from the Colorado Department of Health.
REQUIREMENTS:
The access road shall be a graded and drained road to provide an all-weather access to the facility.
The applicant needs to place on the plat the proposed roads, parking, and a traffic circulation pattern. All these
items shall have adequate road base to accommodate the proposed use at the facility.

Environmental Health Services has reviewed this proposal for a Natural Gas Processing Site and CO2
Removal. Our Department recommends approval. Prior to recording the plat,the applicant shall:
1. Submit an Air Pollution Emission Notice (A.P.E.N.)and Emissions Permit application to the Air
Pollution Control Division, Colorado Department of Health and Environment for emissions of
criteria,hazardous or odorous air pollutants. Sources of such emissions include but are not limited
to the following: sandblasting operations,mining,spray paint booths,dry cleaners,haul road traffic,
composting,boilers and incinerators.
2. Submit a waste handling plan to the Environmental Health Services Division of the Weld County
Department of Public Health& Environment. The plan shall include at a minimum,the following:
1) A list of wastes which are expected to be generated on site(this should include expected
volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed(including the facility name,
address, and phone number).
3. In the event that 5 or more acres are disturbed during the construction and development of this site,
the applicant shall obtain a stormwater discharge permit from the Water Quality Control Division
of the Colorado Department of Public Health and Environment.
The following conditions are recommended to be part of any approval:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act,
30-20-100, C.R.S, as amended) shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination. Weld County Planning Dept.

2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
4. This facility shall adhere to the maximum permissible noise levels allowed in the Industrial Zone
as delineated in 25-12-103 C.R.S.,as amended.
5. The facility shall comply with the Rules and Regulations of the Air Pollution Control Division of
the Colorado Department of Public Health and Environment.
6. The facility shall comply with the above Ground Storage Tank Regulations.
(7CCR1101-14).
7. The facility shall comply with the Rules and Regulations of the Oil&Gas Commission.
8. Bathroom facilities shall be available at the adjacent compressor site for the employees.
9. Bottled water shall be provided for the employees at the adjacent compressor site.
10. Portable toilets shall be used during construction of the site and removed upon completion.

1. Proper building permits shall be obtained prior to any construction, demolition, or excavation.
Part of the permit application process includes a complete plan review.
2. Electrical permits shall be obtained for site lighting, pumps, or other equipment located at the gas
processing site.
3. The steel building and foundation designed to house the porpane refrigeration compressor shall be
engineered. Engineered foundations shall be based on a site-specific geotechnical report or an
open hole inspection performed by a Colorado licensed engineer. Any fill material shall contain no
rock or similar irreducible material with a maximum dimension greater than 12 inches. All fills
shall be compacted to a minimum of 90 percent of maximum density. Engineering reports shall be
supplied for all fill material.
Any permanent pads or foundations used to house heavy equipment shall be engineered.
4. All buildings or structure shall maintain distances from property lines and adjacent buildings as
outlined in Section 503 and Table 5-A of the UBC.
5. Electrical work shall conform to the 1999 National Electrical Code (NEC). All wiring in
hazardous locations shall meet the wiring requirements of the NEC.
6. Complete drawings shall be submitted to the Ft. Lupton Fire District for review.

7. Additional requirements or changes may be required when building applications or plans are
reviewed by the Weld County Building Inspection Department or the Fire District.
