Environmental Health Services reviewed this proposal March 24th. In response to a change
that only a home business is allowed, the following changes are recommended to be part of
this approval:
1. The facility shall utilize the existing residential septic system for the residents of this
property. The applicant has stated he has plans for the residence to hook into Saint
Vrain Sanitation Sewer District when it becomes available (proposed Spring 2000).
2. If applicable, the applicant shall apply for a permit for fuel storage tanks (if greater than
1000 gallons) with the Department of Labor, Oil Inspection Section according to 7CCR
1101-14 Sec. 3-2-1.

Environmental Protection Services has reviewed this proposal; the following conditions are
recommended to be part of any approval:
1. All liquid and solid wastes shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
. 2. No permanent disposal of wastes shall be permitted at this site.
, 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. The maximum permissible noise level shall not exceed the commercial limit of 60 db(A), as
measured according to 25-12-102, Colorado Revised Statutes.
6. Adequate toilet facilities shall be provided for the employees. A bathroom is proposed in
the horse barn (office).
7. A porta potty may be utilized temporarily (6 months) until the facility hooks onto Saint Vrain
Sanitation.
8. The facility shall utilize Saint Vrain municipal sewage treatment system by Spring 2000.
9. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and
handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and
Rules and Regulations thereof.
10. The facility shall utilize the existing public water supply (Lefthand Water District).

11. Prior to recording the plat, the applicant shall submit a waste handling plan to the
Environmental Protection Services Division of the Weld County Health Department. The
plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should include
expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including the
facility name, address, and phone number).

Dear Ms. Lockman:
I have reviewed the submitted material pertaining to the Special Review Permit to allow
for the parking of vehicles in an Agricultural Zone District at 3019 Weld County Road
20.5 (Case Number: USR-1265). The site is within the boundaries of the Mountain View
•
Fire Protection District and receives service from the District. The Fire District has no
objections to the parking of vehicles but has the following comments regarding other uses
at the site:
• The applicant states the will use the pole barn for storage of tools, hay, and general
organization of the site. If the building is used solely by the home owners for their
own personal use as an accessory agricultural building, the Fire District has no
comment with regard to the pole barn. The Fire District would object to use of this
building for business type operations such as the heavy repair of vehicles, etc. This
could constitute a"change in use" for the structure and occupancy classification of the
building. If repair of trucks or other business operations is contemplated within this
building, the building must be approved for such use by the Weld County Building
Department and be in accordance with all applicable codes and standards of Weld
County and the Fire District.
• There shall be no fueling operations conducted at the site unless previously approved
by the Fire District. If fuel operations are contemplated, plans for the installation of
fuel tanks must be submitted to the Fire District for review and approval prior to
installation. Exception: Existing fuel tanks installed and used solely for the
agricultural operations.

• A minimum of a 10 pound, dry chemical, ABC extinguisher shall be located on the site
at an accessible location. The extinguisher shall be located in a weather-proof cabinet
and mounted 3 to 5 feet above the ground. The extinguisher shall be provided with
current inspection tags.

1. Proper building permits shall be obtained prior to any construction, remodeling, demolition,
relocation of buildings, or excavation.
2. A building permit is required for the proposed 40' X 50' pole structure. All utilities supplied to
this structure must also be permitted and inspected. As proposed, this building will be used
exclusively for the parking of trucks and some storage of tools and tires. Any repair work
performed inside of the structure will change the classification of this building leading to additional
restrictions and regulations as outlined in the 1997 Uniform Building Code (UBC).
3. The building shall maintain distances from property lines and adjacent buildings as outlined in
Table 5-A of the UBC.
4. Electrical permits will be required for any electrical work including, but not limited to, site
lighting, truck heaters, etc.
5. Additional requirements or changes may be required when building applications or plans are
reviewed by the Weld County Building Inspection Department.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 7 and WCR 20.5 are both identified in the 1-25 Mixed Use Development Area Comprehensive Plan Map 2.2,
Structural Transportation Network as four-lane undivided secondary roads requiring 100 feet of right-of-way.
There is presently a 60-foot right-of-way. Please refer to Figure 2.10 of the MUD for arterial four-lane roads with
painted median. WCR 20.5, at this location, was annexed in 1999 by the Town of Frederick through the Rinn
Ranch Annexation. The main accesses for both the existing residence and business are off of WCR 20.5 with
a secondary access onto WCR 7.
REQUIREMENTS:
The applicant shall reserve an additional 20-foot right-of-way for both WCR 7 and WCR 20.5 to accommodate
future build out within the Mixed Use Development Area.
All businesses within the MUD are required to provide paved parking. A parking detail and circulation system shall
be supplied to the Public Works Department Traffic Engineer for review and approval.
Documentation needs to be provided from the Town of Frederick indicating the town is aware of the proposed
business and any impact that may occur to road 20.5.
The applicant has supplied a statement describing how the storm water drainage will be handled on site.
The applicant shall close the secondary access point on to WCR 7, and utilize the existing residential and the
proposed commercial accesses on road 20.5.
