Environmental Health Services has reviewed this proposal for a kennel and veterinary office.
The following conditions are recommended to be part of any approval:
1) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects surface and grouncwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that.
controls fugitive dust, blowing debris, and other potential nuisance conditions.
4) Fugitive dust shall be controlled on this site.
5) The maximum permissible noise level shall not exceed the residential limit of •
55 db(A) as measured according to 25-12-102, Colorado Revised Statutes.
6) If applicable, a NPDES Permit shall be obtained from the Water Quality Contro ,
Division of the Colorado Department of Health for any proposed discharge into
State Waterways.
• , 7) The facility shall utilize the existing water supply. (Mountain View Water ) -
8) An individual sewage disposal system is required for the proposed kennel and
axillary building. The septic system is required to be designed by a Colorado
Registered Professional Engineer according to the Weld County Individual
Sewage Disposal Regulations.
9) The facility shall receive a permit from and comply wi:h the United States
Department of Agriculture Rules & Regulations Pertaining to the Administration
and Enforcement of the Pet and Animal Care and Facilities Act.
10) Animal and food wastes, bedding, debris and other organic wastes shall be
disposed of so that vermin infestation, odors, disease hazards and nuisances
are minimized. Such wastes shall be removed at least weekly, or more
frequently,-from the facility and hauled by a commercial Hauler.
11) If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Zoning Ordinance Use By Special Review Standards. Cur comments and
requirements are as follows:
COMMENTS:
WCR.6 is designated on the Southwest Study Area Map as a collector status road which requires 80 feet of right-
of-way at full build out. There is presently 60 feet of right-of-way. This road is maintained by Weld County.
REQUIREMENTS:
WCR 6 is designated as a collector status road which requires 80 feet of right-of-way at full build out. The
applicant shall reserve an additional 10 feet of right-of-way adjacent to their property.
If the veterinary operation is not just for small animals, additional vehicle circulation will be needed to
accommodate horse trailers and larger vehicles.
Access: Limited access shall be granted to collector status roads. Weld County Public Works shall recommend
that one access be granted to the residential and commercial areas. 'Utilize the existing access or upgrade and
improve a new access point, but no more than one. The access shall be placed in such a location to have 124
adequate site distance in both directions and shall accommodate two-way traffic. The culvert shall be properly
sized to accommodate the Bull Irrigation Ditch.
Parking Lot: The parking lot shall be an all-weather gravel or paved surface. The northern portion of the parking
lot shall have a block-out or hammerhead configuration to allow backing in the last two designated parking areas.
Storm Water Drainage: The low point of the property is the southeast corner. The applicant is indicating that the
storm water runoff will be directed toward the Bull Irrigation Ditch. The applicant shal obtain permission from the
Ditch Company to take storm water runoff from the facility. The Health Department should address animal waste
and disposal.

Dear Ms. Chester:
Thank you for the submittal of plans for the above referenced special review permit. The proposal is to
boarding kennel and veterinary office in the future. The site slopes to the east at gradients of approximately
2 to 6 percent. An existing house is located on the western portion of the site of the five-acre parcel. The
home and kennel will be served by public water and individual septic systems.
According to the Natural Resources Conservation Service Soil Survey of Weld County, Colorado Southern
Part the site is primarily underlain by clay loam soils. The soils are rated as having a moderate to severe
constraint for standard septic systems because of slow percolation rates. The soils also have a moderate to
severe shrink swell potential and can be of low strength. The soils overlie the Laramie Formation that
consists of sandstone, siltstone and claystone. The claystone can contain highly swelling clays. These
potential constraints may affect the performance of building,roads and septic systems.
Many areas within Weld County contain shallow ground water that affect below grade construction and
septic systems. The proposal did not include any site-specific geotechnical or ground water information
and it is difficult to accurately determine potential site constraints. It may be prudent for the county to
require site specific geotechnical testing, foundation design and percolation testing be done for the site
prior to issuance of buildings permits and/or construction of septic systems.

1. Proper building permits shall be obtained prior to any construction, demolition, repair, or
excavation.
2. Building permits are required for any accessory buildings being remodeled, constructed, or moved
onto the property.
3. Building permits are required for kennels. Buildings containing areas used for office, retail,
training, storage, etc., require building permits.
4. All buildings or structures shall maintain distances from property lines and adj.icent buildings as
outlined in Table 5-A of the 1997 Uniform Building Code(UBC). It is recommended that a specific
site/plot plan be submitted indicating all proposed buildings, whether they are ever built or not.
This will help determine any restrictions that may come into play down the road
5. Occupancy separations are required within buildings containing multiple uses as prescribed in
Chapter 3 of the UBC.
6. All structures resting on permanent foundations must have engineered Foundations. Foundation
drawings shall be based on a site-specific geotechnical report or an "open hole" inspection.
7. Office buildings and buildings used by the public and/or employees, shall be engineered.
8. An interceptor meeting the requirements of the 1997 International Plumbing
Code (IPC), shall be installed to trap any hair products before discharging into the septic system.

9. Electrical wiring shall meet the requirements of Article 547 of the 1999 National Electrical Code
(NEC). Wiring methods, lighting fixtures, and all electrical equipment shall ba suitable for damp
or wet environments and dust environments. Bonding and grounding shall be is required in the
same referenced article and Article 250.
10. Handicap accessibility shall be provided as required in Chapter 11 and Appendix Chapter 11 of the
UBC.
11. Project drawings shall be submitted to the appropriate fire district for review.
12. Additional requirements or changes may be required when building applications or plans are
reviewed by the Weld County Building Inspection Department or the Fire District.
