The Weld County Public Works Department had reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 52 (49") Street) is designated on the Transportation Plan Map as a collector status gravel road, which
requires an 80-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained
by Weld County.
Pursuant to the definition of set-back in the Weld County Zoning Ordinance (Ordinance 89, as amended), the
required set back is measured from the future right-of-way line.
REQUIREMENTS:
Access: The access appears to line up close to the Hill-N-Park Drive access. The access shall be placed in such
a location that there is adequate sight distance in both directions and not below the crest of any hill or physical
objects. This location appears to be adequate for the access point. The access and culvert shall be widened to
24 feet to accommodate two-way traffic at the entrance.
Parking: The off-street parking spaces including the access drive shall be surfaced with gravel, recycled asphalt,
asphalt, concrete, or equivalent and shall be graded to prevent drainage problems. Off-street parking areas for
vehicles shall be designed and constructed in cooperation with Section 41.1.2.1, Zoning Ordinance Standards.
The applicant identified that there will be approximately 60-80 vehicles being parked on the site. The applicant
shall place on the plat adequate parking spaces to accommodate different types of stored vehicles and shall
maintain an adequate circulation pattern for vehicles.
Storm Water Drainage: The applicant needs to submit additional information on storm water drainage indicating
how the run-off water will be handled on-site either retained or released as not to damage the adjacent properties.

Environmental Health Services has reviewed this proposal for a recreational vehicle storage. The
following conditions are recommended to be part of any approval:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act,
30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the Residential
Zone as delineated in 25-12-103 C.R.S., as amended.
6. Bathroom facilities shall be available at the applicant's residence. The septic system shall be
reviewed by a Colorado Registered Professional Engineer. The review shall consist of an
observation of the system and a technical review describing the systems ability to handle the
proposed hydraulic load. The review shall be submitted to the Environmental Health Services
Division of the Weld County Department of Public Health and Environment. In the event the
system is found to be inadequately sized or constructed the system shall be brought into
compliance with current Regulations.

7. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and
handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and
Rules and Regulations thereof.
8. The public water supply is available at the applicant's residence(Central Weld Water
District).
9. Prior to recording the plat, the applicant shall submit a waste handling plan to the
Environmental Health Services Division of the Weld County Department of Public Health&
Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should include expected
volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed(including the facility
name, address, and phone number).

This letter is in response to the request for a Site Specific Development Plan and Special Review Permit
for a Home Business, more specifically recreational vehicle storage at 4220 W. 49`° Street, Weld County.
Staff has reviewed the proposed request and finds that it does not comply with Evans Comprehensive
Plan. Per the Coordinated Planning Agreement adopted by Evans and Weld County on October 4, 1999,
Evans Future Land Use Map, Exhibit A, identifies this area as low density residential. Thus, commercial
activity would not be a permitted use for this area. To alleviate potential non-conforming uses in the
future,the City of Evans requests denial of this proposal.
Weld County's Zoning Ordinance defines Home Business as an incidental USE to the principal
permitted USE for gainful employment of the FAMILY residing on the property,where:
1. Such USE is conducted primarily within a DWELLING UNIT or ACCESSORY
STRUCTURE and principally carried on by the FAMILY resident therein;
2. Such USE is clearly incidental and secondary to the principal permitted USE and shall
not change the character thereof
The proposed R.V. Storage clearly does not meet both of the aforementioned requirements for a home
business. The proposed use will not occur within a dwelling or accessory structure, and the proposed
placement of 151 R.V's,pick-ups, cars and boats is clearly not incidental and secondary to the permitted
residential use. Since the use is intensive enough to locate within a commercial or industrial zoning
district,the proposed home business would not be compatible with the surrounding area.
Therefore, per the coordinated planning agreement, staff respectfully recommends denial of this
proposal, and requests that Weld County accept our recommendation. We appreciate the opportunity to

Dear Mr. Anderson:
This letter is in response to the request for a Site Specific Development Plan and Special Review Permit
for a Home Business,more specifically recreational vehicle storage at 4220 W. 49'h Street, Weld County.
On July 11, 2000, Evans Planning Commission reviewed the site specific development plan request and
recommended denial for a special review permit. The Planning Commission based their
recommendation on the following issues:
• The request does not comply with the Evans Comprehensive Plan. Per the Coordinated

zoning.
Therefore,per the coordinated planning agreement, Evans Planning Commission respectfully
recommends denial of this proposal, and requests that Weld County accept our recommendation.

The City of Greeley Planning Commission considered the Weld County Referral for the Site Specific
Development Plan and Special Review Permit for Recreational Vehicle Storage as a Home Business
(USR-1274) at its regularly scheduled meeting on July 11, 2000. While Planning staff recommended
denial of the proposal, the Planning Commission voted 6-0 to recommend"no objection"to the proposal
as submitted since the site is approximately 1.5 miles south of the City of Greeley's Long Range
Expected Growth Area and will never be incorporated into the City of Greeley. If you have any further
