WELD COUNTY COUNCIL
May 1, 1980

The Weld County Council met in regular session in full conformity
with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, CO,
May 1, 1980, at the hour of 1:30 p.m.
ROLL CALL
The following members were present:
Councilman Cedric Hallock, Vice President
Councilwoman Patricia Anderson
Councilman Robert Martin
Councilman Floyd Oliver
Also present were four members of the press and Council secretary,
Susan Elton. (Investigator from Stanley Smith Securities, Inc. , was
present for executive session only.)
COUNCILMAN RESIGNATION
Mr. Cedric Hallock, Vice President and acting President in the
absence of Mr. Waldo, read to the Council his letter of resignation,
to be effective immediately. Mr. Hallock is resigning from County
Council in order to seek the nomination for the office of County Com-
missioner for District I.
Robert Martin made a motion to accept, relunctly, the resignation
of Cedric Hallock. Patricia Anderson seconded the motion. A roll call
vote was taken to accept the resignation. All members voted aye. Motion
carried unanimously.
Mr. Hallock excused himself from the remainder of the meeting.
Floyd Oliver made a motion that Robert Martin serve as Vice President
until the next meeting, May 15, 1980. Motion seconded by Patricia
Anderson. Motion Carried unanimously with all three members present
voting aye.
APPROVAL OF MINUTES
Councilwoman Patricia Anderson made a motion to approve the minutes
from the April 17, 1980 meeting of the Weld County Council as written.
Councilman Floyd Oliver seconded the motion and it carried unanimously.

ADDITIONS AND DELETIONS TO THE AGENDA
The.only addition was Mr. Hallock's resignation from Council.
No deletions.
REPORTS
Follow-up on ditch company use of county roads. Patricia Anderson
told Council members that she had spoken to Mr. Olson regarding the FRICO
ditch building and destruction of county roads. He assured her that he
would attend to the matter.
Health. Robert Martin read a letter to the Council that he had
received from an anonymous taxpayer of Weld County who was in attendance
at the Town Meeting on April 23, 1980, Centennial Center. This person
aired his concerns over the Weld County Health Department and stated,
..I believe the health department is in desperate need of an advocate
in order to maintain and achieve a suitable rapport with community and
client and to raise the level of morale among Weld County Health De-
partment employees."

UNFINISHED BUSINESS
Suggested Report to the People Concerning the Roads of Weld County.
It was the unanimous consensus of the members present that more research
was needed before this report could be sent to the people. The secre-
tary was asked to get information from both the personnel office and the
engineering office regarding personnel data, goals and accomplishments,
etc. since 1976.
The next Council meeting is scheduled for May 15, 1980, 1:30 p.m.
There being no further business, upon motion made and seconded,
the meeting was adjourned. The time of adjournment was 2:10 p.m. ,
May 1, 1980.
Following adjournment Council held executive session with the in-
vestigator from Stanley Smith Securities, Inc.

Ladies and Gentle en:
The report to the people by the Weld County Council dated May 15, 1980
concerning the Road and Bridge Department was, it appears, made without
an evaluation of facts and without proper investigation of the Department
of Engineering and the problems facing that Department at this time.
Accordingly, we would suggest that all members of the Weld County Council
take a tour of the Weld County Department of Engineering and various
roads within Weld County including sources of gravel and other pertinent
facilities so that the entire structure of the Engineering Department and
the various problems now faced by the Department can be explained in detail
first-hand by the Department of Engineering Services.
We would appreciate the opportunity to go over the problems we face with
each of you in the hopes that we may clear up any misunderstandings that
you may now have concerning the operation of the Department of Engineering
Services.

REPORT TO THE PEOPLE
May 15, 1980
Pursuant to provision of the Home Rule Charter the Weld County Council reports
to the people of Weld County.
The Weld County Council conducted a discussion of the problem of
deteriorating roads of Weld County at it's meetings on April 17, May 1, and
May 15, 1980.
The County Council members' suggestions in this report are the
cummulative information gained first hand by traveling on the roads of Weld
County and by hearing many, many complaints from citizens of Weld County.
There is no denying that the hard surfaced roads as well as the
gravel roads of the county are deteriorating rapidly. A large part of the
deterioration is caused by the extremely wet and long winter; however, it is
the collective opinion of the members of the County Council the problem is
longer term and goes deeper than strictly the maintenance of the roads.
A study and plan of the operation was made by Augustine and Associates
last year which provided for a substantial savings to the tax payers of Weld
County. The County Council feels those savings to the tax payers are
justified and should be retained. The projected savings can be retained and
the roads can be improved at the same time. The road problem has existed
for a longer term than the Augustine study.
In the opinion of the County Council the problem is an administrative
problem and can only be solved by major administrative changes with new
leadership in the Department of Engineering and in the chief administrative
position with the road department.
With that premise in mind the County Council makes the following
suggestion in its report to the people:
New leadership should be provided to the Department
of Engineering and to the head of the road department which
will supply common sense as well as constructive and sound
road maintenance principals to the department.
It is the opinion of the County Council that the policies of the
Augustine report are not being followed in a common sense and wise manner;
and there is a communication gap in the present system which prevents those
maintaining the roads from using good judgment in their work. It is the
opinion of the County Council that the continued patching of the roads as

presently conducted can only contribute to the further deterioration of our
roads.
The problem is major. County Council recommends the County
Commissioners take prompt action and make key administrative changes to
correct the problem of road maintenance. c7 / /J
