December 27, 1999
Dear Mike.
This letter is in response to the abatement filed by Rocky Mountain Flour Milling for the tax year
1998.
We had a meeting on July 20, 1999 at 2:00pm, in attendance at this meeting was myself, Raelene
Anderson, Daina Bustillos, Chuck Jack, all from the assessor's office. Brad Hoffmeister, and
Jody Miner representing Rocky Mountain Flour Milling. We went through their listing that they
submitted to our office on April 15, 1999. We also did a physical audit of the site, including
both real and personal property.
Our finding revealed the following:
FHP DELETED
These were bogus figures that was provided by their builder when they had remolding
done to the building. The figures were actually double on their return. This was done on
three items, Flour Mill for $526,958, Cleaning House for$447,363, and Warehouse for
$441,681. We agreed upon and deleted this items for a total of$1,386,002 for 1999.
FORKLIFT DELETED
This item was for $19,055, and we were advised it was SMM Licensed so I also deleted
this for 1999.
FLOUR MILL BINS DELETED
We were advised at our meeting that only $54,000 was to be deleted for 1999, which we
allowed. In there abatement form they asked for $72,000. I don't believe we should
allow this for the entire amount for 1998, unless they can provide detailed information as
to the difference from 1998 to 1999
RECEIVING MILL
This item for $703,262 was never discussed at our meeting and was taxed in 1999. I
recommend that this remain on the tax roll for 1998, until such time as documentation is
provided to prove differently.
In conclusion we allowed $1,459,057 in reductions for 1998, based upon our physical audit of
both Real and Personal Property. Any other request such as the additional $18,000 in flour bins,
and the Receiving Mill for$703,263 should be declined until they provided further
documentation as to their validity, and our office has been given sufficient time to analyze the
information provided.
Real property erronously reported as personal property on the 1998 declaration.
Item numbers and figures came from 1998 Weld County personal property worksheets.
Item No. Item Installed Depreciated Rolled Back Assessed
43 Receiving Mill $703,263.00 $654,034.59 $640,953.90 $185,876.63
