Attached is the Annexation Impact Report prepared by the City of Dacono for The Lakes
Annexation, which proposes to annex 515.92 acres to the City of Dacono. This annexation
exceeds 10 acres in size and state statutes require that an Annexation Impact Report be provided
to the Board of County Commissioners at least 20 days prior to consideration of the Annexation
by the Dacono City Council.
The Dacono City Council will consider this annexation on May 8, 2000.

I. Project Description
The proposed The Lakes Annexation is shown on the attached maps. The area to be annexed in
The Lakes includes 515.92 acres of land currently zoned A-Agriculture in Weld County. The
subject property is located between I-25, WCR 10, WCR 11 and WCR 8. In conjunction with
the annexation, the zoning is proposed to change from Weld County A-Agriculture Zoning to
City of Dacono R-1 Residential and C-Commercial Zoning.
II. Municipal Services
Municipal services for The Lakes Annexation will be provided in the following manner:
Electricity: United Power
Natural Gas: K-N Energy
Telephone: U. S. West
Water: Central Weld County Water District
Sewer: St. Vrain Sanitation District
Fire: Mountain View Fire Protection District
Police: Dacono Police Department
School: Fort Lupton School District; St. Vrain Valley School District
Financing the municipal services within the area to be annexed is addressed in annexation
agreements between the applicant and the City of Dacono.
III. Special Districts
The area to be annexed will be included within the following special districts:
Central Weld County Water District
Northern Colorado Water Conservancy District
Fort Lupton School District
St. Vrain Valley School District
Tri-Area Ambulance District
Carbon Valley Recreation District
Mountain View Fire Protection District
IV. School District Impact
The proposed annexation consists of 515.912 acres. Approximately 384.64 acres are proposed
for residential zoning. While the majority of the area proposed for residential uses lies within the
Fort Lupton School District, there is a portion of the area planned for residential uses that is
within the St. Vrain Valley School District. The City of Dacono has a land dedication/cash-in-
lieu program with the St. Vrain Valley School District and is currently pursuing a similar

agreement with the Fort Lupton School District to address any potential impacts to the school
districts. A potential school site has been identified on the Fort Lupton District side of the
property and will be evaluated by the district as a future elementary school site. The size and
proposed residential zoning could result in a significant number of school-age students from this
future development which may trigger the need for a new elementary school in this area.
