NARRATIVE:
The Weld County Area Agency on Aging does not have any programs that offer any assistance
to Mr. Stewart's tax problem. At this time Colorado does not have any programs that assist
people on fixed or low incomes with their tax responsibility. We are aware of a few counties in
Colorado that have a Tax Work-Off Program designed especially for seniors on fixed or low
incomes. These seniors are allowed to work off the county portion of their tax by working for
various county departments. At this time Weld County does not have this type of program.
There is at least one county in Colorado that will allow seniors to work off a portion of their
district school tax as well.
There are a few states that offer seniors on fixed or low incomes the opportunity to register with
the county in which they live at the time of retirement. Their income is then assessed aid in
some cases, if their income is low enough, their property tax is frozen.
Another alternative for Mr. Stewart is to investigate a Reverse Mortgage on his property. This
would allow Mr. Stewart to use his home as a means of increasing his monthly income. With
the additional income from his home, Mr. Stewart hopefully would be able to meet his growing
tax responsibility.
Increasing Property Taxes is only one of many issues seniors on fix or low incomes are having
to deal with. As a senior advocacy agency, we encounter these types of problems more often
then we care to mention. We believe that eventually some sort of relief program will have to be
offered to allow senior home owners an opportunity to remain in their homes. We have heard
of seniors that will go without other essentials to pay their taxes. We would be willing to offer
our assistance in trying to develop a workable tax relief program for seniors who live in Weld
County.

Sirs:
Have a heart!
I'm referring to property taxation. While some say
that the economy is going great and that unemployment is at
the lowest it's been for years, this is hardly a reason to
pile on the taxes. Why shouldn't they be leveled off or
possibly lowered slightly? In view of the housing boom and the enormous
taxes raised.
-- The U.S. economy is decelerating. Since 1997,
personal income for more people than not has
been standing still or increasingly very little.
(Greeley Tribune A.P. story, June 2, 1997)
-- There was a slowdown in consumer spending.
(Greeley Tribune A.P. story, June 3, 1997)
-- The federal government continues to spend our
money at alarming rates, while the public debt
continues to grow out of reason.
-- Inflation generally has been on the decline
since 1990, taking away one reason for increasing
taxes. ("U.S. Inflation Developments,"
Economic Review magazine, 1996)

(Bankrupties, according to the news, rose 29% from
1995 to 1996, and 26% from 1996 to 1997 . And it's
the same old story in intervening years. )
And we as a family of two -- retired in the late 70s --have
difficulty meeting the tax requirements of the county, state and federal
governments who continue to spend and intend to spend even more. Please
look at the accompanying sheet which shows how your taxation program
has risen since 1994. From $649.64 to $822.46 (when there havem-c-
additions to or improvements on the property during this time) . This
hike amounts to more than 26%! 26% in 6 years! Unjustified! Would
you please rein in the assessor and the county government?
