RE: APPROVAL OF RECORDED EXEMPTION NO. 507 - EDMOND P.
MOREHOUSE AND PHYLLIS R. MOREHOUSE
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, it has been determined by the Board of County
Commissioners of Weld County, Colorado, at a public meeting
held on the 10th day of June, 1981 in the Chambers of the
Board of County Commissioners of Weld County, Colorado, that
the division into two parcels of land, as shown on the plat
known as Recorded Exemption No. 507, being the property of
Edmond P. Morehouse and Phyllis R. Morehouse, described as
part of the NE4, Section 17, Township 3 North, Range 68 West
of the 6th P.M. , Weld County, Colorado, being more particularly
described as follows:
All that portion of land in the Northeast
Quarter (NE4) of Section 17, Township 3
North, Range 68 West of the 6th P.M. ,
which lies North and West of the Highland
Ditch and North and West of the Mead
Lateral Ditch in said Northeast Quarter
(NE4) , except three (3) acres, more
or less, lying in the Northwest Corner
of said Northeast Quarter (NE4) of said
section heretofore conveyed by deed
recorded in Book 35 at page 101 of Weld
County, Colorado records; together with
all ditch and water rights appertaining
to said premises including three (3)
shares of the capital stock of The Supply
Irrigating Ditch Company and seventy (70)
acre foot units of water as allotted to
said premises by the Northern Colorado
Water Conservancy District;
does not come within the purview of the definition of the terms,
"subdivision" and "subdivided land" , pursuant to its authority
under Section 30-28-101 (10) (d) , CRS 1973, as amended, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado finds that this particular division of land is not
within the purposes of the Weld County Subdivision Regulations
and the Board desires to exempt this particular division of
land from the definitions of "subdivision" and "subdivided
land" pursuant to its authority under Section 30-28-101 (10) (d) ,

NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado that the hereinabove
described parcel of land owned by Edmond P. Morehouse and
Phyllis R. Morehouse be, and hereby is, exempt from the
definition of the terms "subdivision" and "subdivided land"
pursuant to its authority under Section 30-28-101 (10) (d) ,
CRS 1973, as amended.
The above and foregoing Resolution was, on motion duly
made and seconded, adopted by the following vote on the 10th

Dear Commissioners:
The attached letter and related materials are in reference to a request
for a recorded exemption by Mr. and Mrs. Edmond Morehouse. The property
is described as part of the NE4, Section 17, T3N, R68W of the 6th P.M.
Weld County, Colorado. This property is located one mile west of the
town of Mead.
On May 13, 1981 the Board of County Commissioners approved a request
by Mr. and Mrs. Morehouse for a lot size variance so that they could
made application for this recorded exemption. At the time they made
the decision on that request, the Department of Planning Service's
staff submitted a letter of recommendation for approval to the Board.
A copy of the letter for approval is inc ed in the attached packet.

Tfie were asked to write a letter on why we wanted and should have
a building permit to build a house on our property. The following
lines tell our reasons and feeling nn this .
As we look into the past and think of the challenges we
accepted when we bought our far-n and now in the present and we can
look at what we have acco'_lished we are happy we took on that challenge .
:/e feel we have improved our farm considerably by remodeling completely
the house that is on the far. It is much improved as far as being 'ore
liveable , modern and yet we have kept that "little farm house" look
we wanted that goes with country living . ' le have improved the lawn and

a new house. It will raise tne value or not only our land but that of
the surrounding areas . 3eln=, only a mite or so from the town ot Yead ,
we have access to all public utilities and services - namely city water ,
natural zas , fire protection and public schools . The Town of Yearn is
growing and spreading out to the west so any improvements we make on our
farm can only add to the value of Yead ana its surroundin? areas .
The lot size of the present house and buildings and the lot size
or the " intended" new house and any future buildings are large enough
so as not to be too close to the neighbors and yet small enough to use
a minimum amount ot agriculture land and to keep tnat country Living
atmosphere.
Farm Li7e doesn' t appeal to everyone and so to keep people on the
farms and to care for the land You have to have the new and modern

facilities that people want in this day and are; living, teat wiLL
be cortortabie and modern buildings to work in. That is what we
want for our farm.
We have worked 1on and hard to improve our farm and its en-
vironment and hoberuliy we can continue to do so.

'Je bought our 55 acre farm about nine years ago and took
possession at the end of the year. The first time my wife and I seen
the inside of the house, there was a young couple living in it. As we a
walked in and through the kitchen into the living room the man pointed
to one section of the floor and wall and said it was unsafe, that the
floor might go in. The house was lathe and plaster and one night some
sections of the ceiling fell. The condition of the whole house was about
the same way. The person we bought the farm from never had any insurance on
any of the buildings believing they were not worth the money.
After we eot possession I replaced needed sill timbers , replaced
needed floor joists , put new flooring down , removed the lathe and plaster
and replaced with sheetrock, put new modern windows in , removed the old
siding and shingles and put new on. Also replaced the kitchen cupboards
and c - . .. Outside I cleaned up around the buildings , tore down some
buildings and built a new 2,' ( 3) garage-workshop. ?"y wife and I did all
the work ourselves , not hiring anyone else to do the work.
The farm ground in the spring was badly covered with thistle and
over a good nurrber of years using 2-4-D - Atrazine and corn two years be-
fore rotating, we got rid of most of the thistle. The man wp bought the
farm from lived in 3oulder and he put on turkey manure, which is Rood
fertilizer , only every load there was a good 1/8 of rock. Some rock as
large as P inches - also pieces of cement . I have picked up 9p': as of
this spring but I don' t remen5er or even tried to count how many pick-up
loads I picked up over the last nine years . I have been told by people that
farmed the ground years ago that there was not a rock on the place.• 810593

The farce: ground has a slope away from the head gate and right down the
center of the farm. :e had a very fast irrigation ditch that was 3 to
31 deep. You could not trust a dam to stay no matter how well you put
it in and it would erode every year . We put in 700 feet of cement ditch
to end the problem.
The farm today is very clean and a good producer . It will match
any ground in Wield County acre for acre. I 'm asking for a 125' by 200'
piece of ground to build a house on because I believe we have earned it.
e are not trying to bust up the farm or even asking to build on a more
desirable place on the farm.
Also 13 years ago I told my wife I would try to build a new house

RESOLUTION
FE : APPROVAL OF LOT SIZE VARIANCE NO . 127 : 81: 5 - EDMOND MOREHOUSE
WHEREAS, the Board of County Commissioners of Weld County ,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the Board of County Commissioners has determined,
at a public meeting held on the 13th day of May, 1981 in the
Chambers of the Board of County Commissioners of Weld County,
Colorado, that a certain tract of land is owned by Edmond More-
house, which land is more particularly described as follows :
Part of the Northwest Quarter of Section
17 , Township 3 North, Range 68 West of
the 6th P.M. , Weld County , Colorado
WHEREAS, the owner of said tract of land desires to obtain
a variance from the minimum lot size requirement so that he may
apply to the Board of County Commissioners for a recorded exemp-
tion, as set forth in Section 9-4 .A. (6) of the Subdivision
Regulations , and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado feels that the applicant has shown good cause for
granting a lot size variance under Section 9-4 .A. (6) of the Weld
County Subdivision Regulations.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that a variance from lot size
requirements be , and hereby is , granted to Edmond Morehouse for
the above described parcel of land.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 13th day of
May , A.D. , 1981 .

RE: Lot Size Variance P127:81:5
The attached letter and related materials are in reference to a request
for a lot size variance from Edmond Morehouse. The property on which
this request has been made is described as part of the NEa of Section
17, T3N, R68W of the 6th p.m. , Weld County, Colorado. Ms property
is located 3/4 miles west of Mead.
The property under consideration contains approximately 55 acres of
irrigated agricultural land. The request is to obtain a variance from
the minimum lot size requirement, Section 9-4.A. (6) of the Weld County
Subdivison Regulations, so that the applicant may make application for
a recorded exemption.
Based upon the information submitted and the adopted policies in the
County, the Department of Planning Services Staff the
request be approved for the following reasons:
1. The request conforms to the intent clause of the Recorded
Exemption Procedure (Section 9-2 of the Weld -County Subdivision
Regulation), the intent clause of the Agricultural Zone District
(Section 3.3.A. of the Weld County Zoning Resolution) , and
the Weld County Comprehensive Plan in that the uses will be
compatible with the surrounding agricultural uses. The request i
will allow agricultural and related uses to be the predominant
land uses. There will be no reduction in the amount of land
currently being used for agricultural production.
2. The Town of Mead has no objections.
3. This request complies with the provisions of Section 9-4 A. of
the Weld County Subdivision Regulations.
The Department of Planning Services Staff is concerned with the number
of small lots in Section 17. There are nine lots of ten acres or less
in Section 17 and eight of these lots are in the Northeast quarter of
R1 (1S4_'2 K
