HomeMy WebLinkAbout20003242.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING TO JOIN NORTHERN CONSORTIUM OF COUNTIES AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding to join Northern Consortium of Counties between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Social Services, and the Northern Consortium of Counties, with terms and conditions being as stated in said Memorandum of Understanding, and WHEREAS, after review, the Board deems it advisable to approve said Memorandum of Understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services, that the Memorandum of Understanding to join Northern Consortium of Counties between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Social Services, and the Northern Consortium of Counties be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said Memorandum of Understanding. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 27th day of December, A.D., 2000. Griego, Director, Social Services LULL/y(1 /JI (,) RE: Northern Consortium of Counties - Memorandum of Understanding Enclosed for Board approval is a Memorandum of Understanding to join the Northern Consortium of Counties. Currently, the consortium consists of Adams, Arapahoe, Denver, Douglas, Elbert, Jefferson and Lincoln Counties. In joining the Consortium, Weld County will agree to negotiate Child Placement Rates through the use of a level of care process. The other counties use this process. It is estimated that our estimated savings will be $26,878 per month or $322,547 per year in out-of-home placement costs. If you have any questions,please telephone me at extension 6510. 2000-3242 MEMORANDUM OF UNDERSTANDING WHEREAS,The Undersigned County Department of Social Services, hereinafter referred to as "the County", is committed to the provision of quality services to the children and families requiring out of home placement; and WHEREAS, The County has determined that a common supportive approach to rate setting and rate negotiations is in the best interests of the clients, providers and the county; and WHEREAS, The County shares a common desire to create an equitable schedule of rates for providers and a methodology to determine the needs-based care of the client; NOW THEREFORE the County agrees to the following: I. To provide a more effective and efficient system of care through shared information and service technologies. This will be accomplished through the establishment of a utilization review process which will draw on shared information and service innovation. 2. To use a common Needs-based Care Instrument in order to establish levels of need and service for all levels of out-of-home care. 3. To use the Needs-based Care Instrument as a basis for rate negotiation with care providers. 4. To use a common Rate Schedule as the method for establishing the base rate for provider services. This schedule may be modified due to special handicapping conditions and other special circumstances as set forth in State rule. 5. To establish a process to review rates as deemed necessary.
