SUBJECT: FORT ST. DRAIN NUCLEAR GENERATING STATION, PROPOSED CHANGES TO THE
ELECTRICAL SYSTEM REQUIREMENTS OF THE TECHNICAL SPECIFICATIONS
In a letter from R. Tedesco (NRC) to D. Warembourg (PSC) dated August 25, 1980,
NRC provided five pages of model Technical Specifications concerning requirements
for (a) setpoints and surveillance of loss of power undervoltage relays on
4160V emergency buses, and (b) testing of diesel generators. These model
Technical Specifications were to be incorporated into all facility operating
licenses. In accordance with that letter, PSC was required to propose
comparable Technical Specification changes to the Fort St. Vrain (FSV)
operating license within 45 days.
In reply to NRC' s new requirements, D. Warembourg letters to R. Tedesco
dated October 15, 1980, and December 5, 1980, stated that additional time
was necessary to prepare the submittal and obtain approvals from the Plant
Operations Review Committee and the Nuclear Facility Safety Committee. A
subsequent letter from D. Warembourg to R. Tedesco dated February 17, 1981 ,
requested that the submittal be deferred until such time that PSC could provide
a response to and resolution of an NRC consultant' s questions on upcoming FSV
electrical system modifications. In D. Warembourg' s letter to G. Kuzmycz dated
September 16, 1982, PSC requested that the submittal again be deferred until
FSV' s third refueling shutdown when modifications to the electrical system were
planned, thus insuring that the proposal reflects as-installed conditions.
Finally, in your letter to J. Collins (NRC) dated December 30, 1983, PSC
responded to the aforementioned NRC letter of 1980 and proposed changes to the
FSV Technical Specifications. The PSC proposal was also designed to increase
the consistency between the overall electrical system requirements at FSV and
those in the standard Technical Specifications (i .e. , NUREG-0452, Revision 4) ,
and it also reflected requirements for previously approved design changes to
the 480V Class 1E buses and the 4160/480V transformers.

The newly proposed Technical Specifications in PSC' s letter of December 30, 1983,
did not address the required model Technical Specifications given in our letter
of August 25, 1980. Our reviewer (D. Powers) inquired about this omission
during discussions with PSC personnel at the FSV site on March 8, 1984, and -was
told that these model Technical Specifications may be included in the Plant
Protective System Technical Specifications that are to be submitted by January 31,
1985. We believe that such a delay will serve no useful purpose and that this
issue can and should be resolved as soon as possible. Accordingly, we again
request that PSC submit the required Technical Specifications that remain
outstanding. We furthermore request that PSC respond to this concern within
30 days of receipt of this letter.
Since this reporting requirement relates solely to the FSV facility, fewer
than ten respondents are affected, therefore, clearance from the Office of
Management and Budget as required by the Paperwork Reduction Act of 1980,
P. L. 96-511, is not required.
