RE: Amendment to Special Review Permit#1172—Hall Irwin Company
Effect on the Flood Hazard Development Permit
This letter is to serve as documentation that the amended use of the Baseline Resource property
will not require an amendment to the Flood Hazard Development Permit. A Flood Hazard
Development Permit was submitted and approved for the Baseline Resource property. The
analysis and results of the permit are still valid. The amendment to the Special Review permit
#1172 is to add a Landscape Materials sales yard.
The temporary landscape material stockpiles are small spaced piles. Therefore flow is not fully
obstructed as it passes through the area. Consequently the overall flow area is not reduced from
the original anticipated flow area with the prior approved use. Thus the water surface elevation
will not be increased.
The scale house finish floor elevation and leach field design and elevation were subject to
specific, detailed study and design in a Weld County Health Department permit application by
McRae& Short, dated January 16, 1998, and are not affected by this amendment.
Therefore it is our determination that the amended use does not alter the Flood Hazard in this
area.

RE: INDIVIDUAL SEWAGE DISPOSAL SYSTEM - HALL IRWIN CONSTRUCTION CO.
BASELINE RESOURCE OFFICE/SCALE HOUSE, 11723 WCR No. 2, WELD
COUNTY, COLORADO
LOCATION: Part of the Southeast Quarter, Section 36, Township I North, Range
67 West of the 6th P.M. , Weld County, Colorado.
GENERAL: Hall- Irwin is opening a new gravel resource pit at this location.
A new Scale House/ Office will be built to serve the gravel pit op-
eration. A Use By Special Review, and Flood Hazard Permits are
being processed through Weld County Department of Planning. Based
on these permits and prior topographic surveys, and soils boring,
we know the soil to be sand and gravel .
To extract the sand and gravel from the pit areas, the groundwater
will be lowered and stabilized by pumping to 15 to 20 feet below
the surface. This procedure will also lower the water table under
the leach field to at least 8 feet below the surface.
Due to the site conditions and commercial operation, this engineered
design system is proposed. Ground elevation at site is 4946.6±.
SYSTEM ANALYSIS:
The leach field area is to be replaced with a minimum of 4 feet of
suitable soil below the field. The top of the leach field area is
to be at a minimum elevation of 4952.5, the Regulatory Elevation
for protection from the 100-Year Flood Level . *See note.
