Environmental Health Services has reviewed this proposal for the mixing, blending, storage and
wholesale of herbal products. The following conditions are recommended to be part of ary
approval:
1. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facili:ies Act,
30-20-101, C.R.S.,as amended)shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitve
dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in 25-12-103 C.R.S., as amended.
6. Adequate toilet facilities shall be provided for the employees.
7. The facility shall utilize the existing septic sewage treatment system. (SP-9800284)
8. The facility shall utilize the existing public water supply. (Little Thompson Water District )

COLORADO SUBJECT: USR-1277, Earth Balance, Inc.
The Weld County Public Works has reviewed this proposal. This project falls primarily under the purnew of the
Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 48.5 is designated on the Transportation Plan Map as a local gravel road, which requires a 60-loot
right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld
County.
Pursuant to the definition of setbacks in the Weld County Ordinance 89 (as amended) the required
setback is measured from the future right-of-way line.
This operation has been in existence for approximately two years. The access through the facility has
an adequate sight distance in both directions. A drainage culvert is not required at the entrance.
The site has been graded to accommodate run-off to the existing retention pond located in the northeast
corner of Lot B.
The applicant's site is well maintained and manicured. The grass and weeds are being maintained or
site.
REQUIREMENTS:
The circulation pattern appears to be adequate for the use of the facility. There is adequate parking to
accommodate the existing and future employees. I recommend two additional loads of base course to
be placed at the entrance to match the remaining portion of the parking lot.
