Concurrent with this Application, HS Resources is asking to amend USR# 1067 to exclude the Property from USR#1067. 1.6 EXISTING LAND USES OF ALL PROPERTIES ADJACENT TO THE PROPERTY: The Property is surrounded on the east, south and west by the Landfarm and the north by rangeland owned by the Department of Transportation. Land that adjoins the Landfarm is used for grazing, limited agricultural development, oil and gas production and light density residential development. The Landfarm is bounded: to the north by undeveloped range and grazing land, with oil and gas wells and tank batteries; to the west by cultivated agriculture range/grazing land, oil and gas development, and several houses; to the south by WCR 32, with range land, oil and gas development, and a single residence, beyond; and to the east by range/grazing land, oil and gas wells and a tank battery, and a house. See Vicinity Map attached. 1.7 PRESENT ZONE AND OVERLAY ZONES: The Property is located in the Agricultural Zone and is currently included in the Use by Special Review for the Landfarm. Pasque Attorney-in-Fact (1 Attorney-in-Fact -2- SECTION 2 FINDINGS TO BE MADE BY THE PLANNING COMMISSION AND THE BOARD OF COUNTY COMMISSIONERS Weld County Ordinance 24.7.1 2.1 The proposed Use by Special Review is consistent with the Weld County Comprehensive Plan and other applicable Weld County Ordinances. The proposed compressor station is to be located on forty acres of property which s currently included in a Landfarm for oil and gas wastes that is operated by HS Resources Inc. ("Resources"). The inlet and outlet pipelines are proposed to be lot ated in portions of Sections 13, 19, 30 and 31, Township 3 North, Range 66 West as identified on the attached USGS map. The compressor station and pipeline are hereinafter referred to together as the "Compressor Station." The Compressor Station is consistent with the goals and policies in the Weld County Comprehensive Plan in that is will not impact currently productive agricultural areas, and it will enhance the recovery and use of natural gas resources in the County. The proposed location for the Compressor Station minimizes interference with exiting surface uses and mitigates impact on future land uses in that the parcel for the location of the Compressor Station is within a larger parcel of property owned by Resources which is being used for a Landfarm. The proposed Compressor Station and the existing Landfarm are both oil and gas support activities and mutually compatible adjacent land uses. 2.2 The proposed Use by Special Review is consistent with the intent of the Agricultural Zone District in which it is proposed to be located. The location for the Compressor Station is in the Agricultural Zone District; however, the Compressor Station is to be located adjacent and generally within property to the east, west and south that is included in a current use by special review for a Landfarm where nonhazardous oil and gas wastes are treated so that no currently productive agricultural lands will be impacted. Oil and gas wells and associated tank batterie-: are also located within the Landfarm. 2.3 The uses which will be permitted under the proposed Use by Special Review will be compatible with the existing surrounding land uses. The Compressor Station will be located on forty acres approximately 5 miles east of Platteville. Colorado (See vicinity map). The Property is bounded on three sides by the existing Landfarm and by rangeland owned by the Department of Transportation to the north. The pipelines that are included in this Use by Special Review will be located partially within the Landfarm and along the boundaries of four sections of land.. (See USGS map). Land that adjoins the Landfarm is used for grazing, limited agricultural development, oil and gas production and light density residential development.' Because the Property is located in an area that has extensive existing oil and gas production and facilities and open rangeland and where surrounding residential development is low density and rural and agricultural in character, the Property is an ideal location for the proposed use. 2.4 The uses which will be permitted will be compatible with future development of the surrounding area in the Agricultural Zone and future development as projected by the Comprehensive Plan and other Weld County Ordinances. The Compressor Station is proposed to be located in a remote, rural area within property upon which there is an existing Landfarm for oil and gas operations. The Property is not located within the urban growth boundary of any city or town within Weld County The major equipment within the Compressor Station will be enclosed in steel buildings which are similar in appearance to buildings used to store hay and agriculture equipment. A radar station that is owned by the Federal Aviation Administration i located almost 3/4 mile directly north of the Property. 2.5 The Use by Special Review complies with the Weld County Zoning Ordinance, Section 50, Overlay District Retulations. The Property is not located within an Airport Overlay District, Geologic Hazard O' erla� District, Flood Hazard Overlay District, or Planned Unit Development Overlay District. 2.6 The Applicant has made a diligent effort to conserve prime agricultural land in its decision to locate the Compressor Station on the Property. The Property was chosen for the Compressor Station by the Applicant because it is within a larger parcel of property that is owned by Resources, its parent company, and because the location of the Property is within an area that is currently being used for oil and gas related activities so that no additional land will be taken out of use for agricultural purposes. See General Information Section 1.6 -2- The soil for the Property is composed of Valent sand with limited potential for agricultural development due to its sandy texture and high permeability. The Property has not been used for active waste treatment operations at the Landfarm. 2.7 There are adequate provisions in the Use by Special Review for the protection of the health, safety and welfare of the inhabitants of the neighborhood and the County. The Property is located in a remote, rural area so that the use of the Property for the Compressor Station will not pose a significant risk to public health, safety and welfare. The Applicant intends to incorporate several design features in the Compressor Station to mitigate any impact on the neighborhood as follows: • The Applicant will install a six foot chain link fence with three strand barbed wire around the facilities for the compressor station building to insure that only authorized persons will enter the Property. • The compressor station building will be equipped with combustible gas monitor, and fire detectors that will automatically shut down the station and close inlet and outlet block valves as necessary. • The Compressor Station will be located on the Property to maximize the use of the natural topography to mitigate visual impacts. The compressors will be located in a steel building, the upper portion of which will be visible only Irom the north, east and west. The steel building will be painted Desert Tan consistent with existing adjacent tank batteries. • Noise levels will not exceed the State statutory requirements for light industrial uses [70db(A)] found at C.R.S. § 25-12-102. Engines will be equipped with hospital grade silencers with engine exhaust dispersing north using the natural site topography. The inside of the compressor building will be insulated w ith soundproof materials. -3- SECTION 3 DETAILED DESCRIPTION OF PROPOSED OPERATION AND USE IN QUESTIONNAIRE FORM Weld County Ordinance 24.7.3 3.1 What will the Property be used for? The Property will be the location of a natural gas compressor station which will compress and dehydrate a maximum of 80,000,000 cubic feet of natural gas per clay (80 MMCFD) which is currently being gathered in the Wattenberg Gathering System. 3.2 How close will the Property he to residential structures? The nearest residential structures to the proposed compressor station are located approximately 1500 feet northwest and 2500 feet southeast of the boundary of the forty acre parcel included in the Application. 3.3 How many people will be employed at the Property and what hours will they work? The compressor station will operate 365 days per year, 7 days per week, 24 hours per day. The station will be designed to operate unattended. Personnel will check the station daily, but will generally not he present at the station throughout the day. 3.4 How many persons is the Property designed to accommodate at any one time? A maximum of 10 HSG personnel and subcontractors may use the facility at various times for operation and maintenance activities. 3.5 What type and how many animals, if any, will be on the Property? None. 3.6 What type and how many operating and processing equipment will be utilized on the Property? The compressor station equipment will include: (l) Three Caterpillar 3612 Natural Gas Engines with Ariel JGD-6 Compressors (2) Three air coolers driven by the Caterpillar 2612 engine (3) Two Glycol Dehydration Unit skids approximately 12 feet wide by 30 feet long including two contractor towers approximately 30 feet high (4) Two buried 36" x 80'inlet slug bottles (part of the inlet pipeline) (5) One 60' x 120' x 27' steel building to house the compressors (6) One 30' x 40' combination shop and office building complete with ADA restroom (7) Standby electrical generator (8) Water well with pump Two Caterpillar 3612 compressors will be installed in 2000. A third compressor will be installed in the future if needed. One Tryethylene Glycol Dehydration Unit will be installed in 2000, and a second unit will be installed at the same time and in the event that a third compressor is installed. Two buried 36" x 80' parallel slug bottles will be installed at the terminus of the inlet pipeline to remove hydrocarbon liquids and water. The hydrocarbon liquids and water will be piped to new atmospheric tanks to be installed adjacent to existing tanks at the well facilities south of the station site. 3.7 What type and how many structures will be erected (built) on the Property and for what uses? (1) One 60' x 120' x 27' steel building to house the compressors (2) One 30' x 40' combination shop and office building complete with ADA restroom (3) Two Glycol Dehydration Unit skids approximately 12 feet wide by 30 feet long including two contractor towers approximately 30 feet high 3.8 What kind (type, size, weight) of vehicles will access the Property and how often? What access routes will be used? The station operator will generally use a pickup truck to access the Property and will check the station daily. A backhoe or small crane(24T) or similar equipment may be used for station repairs on an as-needed basis. Access to the Property is identified on the USR plat attached. 3.9 Will this Property use a septic tank with leach field in accordance with County regulations? HSG intends to install a septic tank with leach field in accordance with County regulations. 3.10 Are you providing for the storage or stockpile of wastes on the Property. If so, what size and type are proposed? No. -2- 3.11 How often will debris,junk or waste associated with the proposed use be disposed of and by what means? General debris,junk and waste will be disposed of by commercial dumpster services. Other waste from the station will include used compressor lube oil and lube oil or hydrocarbon liquid contaminated rags. Used lube oil will be transported from the Property using certified transporters. Spill reporting and remedial actions will be the responsibility of HS Resources, Inc.'s Environmental Affairs Manager. Applicant will incinerate contaminated rags on sic in a small incinerator manufactured specifically for such purposes, provided it obtains an air emission permit for the incinerator. If Applicant fails to obtain a permit, contaminated rags will be transported off site to an approved disposal facility. 3.12 How long will it take to construct and install buildings and equipment at the Property and when will construction begin? Station construction is expected to begin within two weeks from the time Applicant obtains building permits from the County. The station will be operational approximately 4 months after construction begins. Pipeline installation will commence approximately one month after County permits are obtained and will he completed within 6 weeks. 3.13 Describe proposed landscaping, if any, and erosion control measures for the Property? Applicant will utilize approximately 10 acres of the forty acre parcel for the station house and equipment. The remaining land will be left in its natural condition. Applicant will utilize collection ponds and silt fences as necessary to control erosion both during construction and compressor operations. 3.14 Describe any proposed interim reclamation and final reclamation when the Special Use terminates? Applicant will remove all above ground equipment and any concrete structures within 18 inches of the land surface when the special use terminates. 3.15 Describe the need for the proposed use (activity) in Weld County? See Section 5.0 of the Special Review Memorandum. -3- 3.16 Describe the proposed fire protection measures for the Property? The compressor station will be located within the Platteville Fire Protection District. The station will be equipped with combustible gas monitors and fire detectors. The combustible gas detectors will detect combustible gas levels before they reach explosive levels and will shut down the station and close inlet and outlet block valves when necessary. The firc detectors will shut down the station and close inlet and outlet block valves. 3.17 How will water be provided to the Property? The compressor station will not utilize water in its operations. Applicant intends to apply for a state permit to drill a water well on the Property when it obtains approl,al for the USR. Water from the well will be utilized to service the restroom in the compressor station building and for intermittent cleaning of equipment at the station. 3.18 How will storm water be handled for the Property? Applicant will prepare a Stormwater Management Plan in accordance with the Colorado Department of Public Health and Environmental regulations and obtain a permit prior to the start of construction. The Compressor Station ,vif he utilized to compress gas from the Kinder Morgan Wattenberg Gathering System. The station will be located approximately 5 miles east of Platteville, Colorado. The station and pipelines will he owned by Applicant and will be integrated into the Kinder Morgan Wattenberg Gathering System. HS Resources, Inc. ("Resources") owns the 160 acre quarter section in the SE/4 where tle Compressor Station is proposed to be located. Resources operates a Landfann on the quarter section pursuant to USR No. 1067 dated February 22, 1995. Concurrent with this Application, Resources has applied to the County to amend USR No. 1067 to revise the boundaries of the property in the USR to delete the Compressor Parcel. A copy of the Agreement by Resources .o transfer the Compressor Parcel to Applicant is included in Appendix F. Compressor Station The Compressor Station will compress and dehydrate a maximum of 80,000,000 cubic feet of natural gas per day(80 MMCF)which is gathered in the Wattenberg Gathering System. The total current volume gathered in the Wattenberg Gathering System is approximately 215 MMCFD. Pipelines Applicant proposes to install a 20" inlet steel gas pipeline to connect to the existing 2)" low pressure mainline pipeline in the NE/4 Section 23 T3N R66W to deliver low pressure gas to the Compressor Station and a 12" outlet steel gas pipeline to deliver compressed and dehydra-ed gas to a high pressure line in the Wattenberg System in the NW/4 Section 6 T2N R65 W. The locations of the proposed inlet and outlet pipelines are identified on the USGS map attached. The Compressor Station will provide additional, needed gas compression in the Wattenberg Gathering System resulting in faster and more economic gas recovery and longer economic lives for wells. This permit application has been compiled in accordance with the Weld County Zoning Ordinance dated December 1, 1999, and the Weld County Comprehensive Plan dated March 25, 1999. The PAGE I or 14 proposed Compressor Station plan conforms with many of the goals and policies outlined in Ak eid County's Comprehensive Plan as follows: No net loss of productive agricultural land No impact on irrigated agricultural land Enhanced recovery of the County's oil and gas natural resources Installation of facilities consistent with the adjoining oil and gas activities PAGE 2of 14 2.0 BACKGROUND INFORMATION HS Resources, Inc. ("Resources") has been operating a Landfarm to treat nonhazardous oil and gas exploration and production wastes in accordance with USR No. 1067 since 1995 in the SE/4 Secton 13 T3N R66W ("Landfarm Parcel"). The surface area currently being used fir the Landfarm is shown on the enclosed plat. Resources has agreed to give a deed to Applicant for forty (40) acres in the north half of the quarter section to install a Compressor Station. 'Eh( Landfarm Parcel, including the Compressor Parcel, is undeveloped range and grazing land Thu Landfarm Parcel has oil and gas production facilities on it including four oil and gas wells. three crude oil storage tank batteries and several pipeline system manifolds. Seven natural gas gathering systems and associated right-of-ways also cross the Landfarm Parcel. 2.1 KINDER MORGAN WATTENBERG GATHERING SYSTEM Applicant operates the Kinder Morgan Wattenberg Gathering System which collect gas from over 2800 wells and has over 1500 miles of pipeline. The system includes nine (9) Cornpressot Stations that compress low pressure gas from 70— 130 psig and discharge the gas at pressures ranging from 1000 psig and 1200 psig. The high pressure gas is delivered to third party gas processing plants that include Amoco's Wattenberg Plant, North American Resources Company's Ft. Lupton plant and Duke Energy's Spindle Plant. The proposed Compressor Station will provide additional compression for the expanding gas production and development in the DJ Basin and will enhance Applicant's ability to provide low pressure gas gathering to oil and gas producers. A system map is included in the attachments. 2.2 COMPRESSOR STATION LOCATION The Compressor Station will be located on 40 acres approximately 5 miles east of Platteville, Colorado. The Compressor Parcel is currently included in the Landfarm Parcel land was previously undeveloped range and grazing land. The Landfarm Parcel, including the Compression Parcel, is zoned Agricultural; however, the land has not been cultivated since at least 1979 and the station therefore, will have no impact on irrigated agricultural land. The land that adjoins the Landfarm Parcel is used for grazing, limited agricultural development, oil and gas production and light density residential development. The Landfarm Parcel is bounded: PAGE 3 of 14 to the north by undeveloped range and grazing land with an FAA radar station and oil and gas wells and tank batteries; to the south by WCR 32 and range/grazing land, oil and gas development and a single residence beyond; to the west by cultivated agricultural, range/grazing land, oil and gas development and several houses; to the east by range/grazing land, oil and gas wells, a tank battery and a house. Access to the Compression Parcel will be from the west off Weld County Road 37 near the access to the HS Landfarm as shown on the enclosed plat. WCR.37 is a light duty dirt road which Applicant will upgrade by adding 3/4" roadbase for that portion of WCR 37 north from where it intersects with WCR 32 to the entrance to the Compressor Station. In addition, Applicant will upgrade the existing oil tank battery lease road with '/" roadbase to provide access to the Compression Parcel. Applicant will restrict access to the Compression Parcel by installing chain link fencing w.th 3 strands of barbed wire around the perimeter of the Compressor Station. The nearest residential structures to the proposed Compressor Station are located approximately 1500 feet northwest and 2500 feet southeast from the boundary of the Compression Parcel. 2.3 SURFACE WATER FEATURES The nearest surface water feature in the area is the West Speer Canal which is located adjacent to the Landfarm Parcel in the SW/4 of Section 13. An abandoned section of the East Speer Canal crosses the eastern portion of the SE/4 of Section 13. Field observations and interviews with adjacent property owners indicate that the abandoned canal has not been used for irrigation or transportation purposes for at least 15 years. The flood plain maps maintained by the Weld County Department of Planning Services and maps published by the USGS (McCain and Hotchkiss, 1975), reflect that the Compression Parcel is not located in a flood hazard overlay district. The Applicant will prepare a Stormwatcr Management Plan and obtain a permit from the Colorado Department of Health prior to the start of construction. PAGE 4 of 14 2.3 AIR EMISSION PERMITS Applicant has applied for and has been granted an Air Emission Permit for the equipment to be installed at the Compressor Station. Copies of the permits are included in Appendix E. The permits provide approvals for three engines and one dehydration unit. This Application requests approval to install three engines, although the Applicant intends to install only two engines and the dehydration unit in the initial construction of the Compressor Station. Applicant may install the third engine in the future based on need and when Applicant has secured an Air Emission Permit for a second dehydration unit. PAGE 5 of 14 3.0 FACILITY DESCRIPTION The Compressor Station will have the capacity to compress 80,000,000 standard cubic feet per day of gas from approximately 100 psig to 1200 psig utilizing three Caterpillar 3612 natural gas driven engines with Ariel JGD-6, three-stage compressors. The total site rated horsepower at 100 degree ambient temperature for the station will be approximately 9500 HP. Low pressure gas will be delivered to the Compressor Station in a 20" pipeline lateral to be constructed io hook up to an existing 20" low pressure mainline. Compressed gas will be dehydrated using standard Triethylene Glycol dehydration and will be piped from the Compressor Station in a 12" pipeline to be constructed to an interconnect with an existing 12" high pressure pipeline. 3.1 INLET AND DISCHARGE PIPELINES The proposed inlet pipeline will be approximately 1 mile of 20" O.D. X 0.250" w.t. API 5 _ Gr X52 coated pipe installed in accordance with CFR §49 Part 192 regulations. The location of the proposed inlet pipeline is depicted on the vicinity map and the topographic map attached. The proposed inlet pipeline would begin at a valved interconnect with the existing 20" low pressure mainline in the NE/4 Section 23 T3N R66W and run east on the south side of Weld County Road 32 to the NW/4 SE/4 of Section 24 T3N R66W where it will cross to the north side of Weld County Road 32 into Section 13 T3N R66 and northeast to the proposed Compression Parcel. Applicant has acquired the easements for the proposed location of the inlet pipeline as reflected in Appendix H. The proposed outlet pipeline will be approximately 3.5 miles of 12" O.D. X 0.250" w.t. API 51 Gr X52 coated pipe installed in accordance with CFR §49 Part 192 regulations. The location for the proposed pipeline is shown on the vicinity map and the topographic map attached. The proposed outlet pipeline would cross WCR 32 on the east side of WCR 37 and run south in an existing pipeline corridor to an interconnect with an existing 12" high pressure pipeline in the NW/4 NW/4 Section 6 T2N R65W. Applicant has acquired the easements for the proposed location of the outlet pipeline as reflected in Appendix H. All pipelines will be buried. All above ground valving will be installed at existing above ground valve sites or on the Compression Parcel. 3.2 COMPRESSOR STATION EQUIPMENT The Compressor Station equipment will include: 1.) Three Caterpillar 3612 Natural Gas Engines with Ariel JGD-6 Compressors 2.) Three air coolers driven by the Caterpillar 3612 engine PAGE 60114 3.) Two Glycol Dehydration Unit skids approximately 12 feet wide by 30 feet long including two contactor towers approximately 30 feet high 4.) Two buried 36" x 80' inlet slug bottles (part of the inlet pipeline) 5.) One 60'x 120'x27' steel building to house the compressors 6.) One 30'x40' combination shop and office building complete with ADA restroom 7.) Standby electrical generator 8.) Water well with pump Two Caterpillar 3612 compressors will be installed in 2000. A third compressor will be installed in the future if needed. One Triethylene Glycol Dehydration Unit will be installed in 2000 and a second unit will be installed at the same time and in the event that the third compressor is installed. Two buried 36" x 80' parallel slug bottles will be installed at the terminus of the inlet pipeline to remove hydrocarbon liquids and water. The hydrocarbon liquids and water will be piped to atmospheric tanks to be installed adjacent to existing tanks at the well facilities south of the station site. The slug bottles will be installed so that only one end of the bottles will be exposed to provide measurement and connections to remove liquids and utilizing the natural land contours to provide daylight exposure of one end of the bottles. Gas from the slug bottles will be piped to a buried 20" suction header for the compressors. The compressors will be housed in a steel building, approximately 60'x I 20'x 27' eve height. The building will help protect equipment and minimize noise and visual impacts. The compressor building will have a concrete floor and an open drain system to a double contained buried tank. The drain system will be used to contain water which is used to periodically wash the equipment. An insulated building, approximately 30'x40', will be installed for an office area, an ADA restroom and a utility/shop area. The shop area will be unfinished and will house electrical connections, phone line terminations, electrical switchgear, an instrument air compressor system and a standby electrical generator. The office and restroom area will be finished with drywall, drop ceiling and tile floor. Compressed gas will be dehydrated using standard glycol dehydration in a contactor approximately 48"O.D. X 30' tall. The contactor, glycol system pumps and regeneration equipment will be housed in a third, separate building which will be skid mounted and approximately 12'x30'x 10' tall and which will also contain the natural gas fired glycol reboiler This glycol regeneration skid will be located a minimum of 100 feet from other station equipment. PAGE 7 of 14 3.3 STATION UTILITIES Public Service Company of Colorado (PSCo) will provide fuel gas to the Compressor Station Applicant or PSCo will install a pipeline and measurement facilities from the PSCo distribution system approximately 1 mile east to the Compression Parcel. The Compressor Station will not utilize water in its operations. Applicant intends to apply for 2, state permit to drill a water well on the Compression Parcel when it obtains approval for this USR. Water from the well will be utilized to serve one restroom in the office./shop building and for intermittent cleaning of the equipment at the station. Applicant will install a septic system and leach field for its restroom. 3.4 STATION ENVIRONMENTAL IMPACTS The nearest residences to the Compressor Station are approximately 1500 feet northwest and 2500 feet southeast of the boundary of the Compression Parcel. The Compressor Station will be located approximately 1400 feet from WCR 32 and 900 feet from WCR 37. Site topography will partially restrict a view of the Compressor Station from the north, northeast and west so that it will only be visible from the south and southeast. The compressors will be enclosed in a steel 60'x120'x27' eve height building so that only the wiper portion of the compressor building will be visible from the north, northeast and west. The building exterior will he painted Desert Tan consistent with the well storage tanks that already exist near the site. A picture of a similar building is included in Appendix G. The 30'X40'X10' eve combination shop and office building will be painted the same color as the compressor building. Applicant has discussed the proposed Compressor Station with some of the owners of properties adjacent to the Landfarm Parcel. One owner expressed concern about lights at the Compressor Station at night. Applicant has agreed to install lights to be used only at night when employees are there. The Compressor Station will enhance the amount and timeliness of the recovery and prod action of natural gas from the Wattenberg Gathering System. There are no expected adverse impacts on historical, archaeological or scenic resources. PAGES of 14 3.5 STATION NOISE MITIGATION The main concern of some adjacent property owners was potential noise from the Compressor Station. Noise that is generated from the Compressor Station will originate from the 3167 hp, natural gas fueled Caterpillar engines and the fans used to cool the engine antifreeze and to cool the compressed gas. Applicant will equip the engines with hospital grade exhaust silencers, and will face the engine's exhaust to discharge to the north so that natural ground topography will act as a sound buffer to the north, northwest and northeast. The fans will also be located or the north side of the compressor building, and Applicant will install slow tip-speed fans. The elevation of both the fans and the engine exhaust will he below the peak of the compressor building which will buffer noise to the south and southeast. Applicant will also insulate the inside of the compressor building by the installation of soundproofing materials. Applicant requests that the County approve a maximum permissible noise level for the USR not to exceed the light industrial limit of 70 dB(A) under Colorado Revised Statutes, 25-12-102. The maximum permissible noise level that the Applicant requests is consistent with the maximum permissible noise level currently in place for the Landfarm Parcel, including the Compression Parcel, under USR 1067. PAGE 9 of 14 4.0 STATION OPERATIONS The Compressor Station will operate 365 days per year, 7 days per week, 24 hours per day The station will be designed to operate unattended. Personnel will check the station daily, but will not generally be present at the station throughout the day. 4.1 EMERGENCY SHUT DOWN AND FIRE SUPPRESSION SYSTEMS An automated emergency shut down system will monitor operating conditions at the Compressor Station and shut down the station in an emergency. The emergency shut down system will utilize automated block valves to shut off gas into and out of the compressor building and to vent the gas contained in the the piping. The gas will be vented to a vent pipe located a safe distance from the equipment. The compressor building will be equipped with fire detectors and combustible gas monitors which will automatically shutdown the station in applicable emergencies. A call--out system, operated on an uninterruptible power supply, will notify Applicant of station shutdowns and operation problems. A twenty (20) foot perimeter road will be installed on the property to provide access to the tire department and others. Portable, Purple K or equivalent fire extinguishers will be stationed around the Compressor Station. In the event of a major fire, the emergency shutdown system will shut off available fuel for the fire. Applicant has written emergency notification procedures for each of its Compressor Stations. A copy of the procedure that Applicant proposes for the Compressor Station is included in Appendix D. 4.2 WASTE DISPOSAL General debris,junk and waste will be disposed of by commercial dumpster services. Other waste from the station will include used compressor lube oil and lube oil or hydrocarbon liquid contaminated rags Used lube oil will be transported from the property using certified transporters. Spill reporting and remedial actions will be the responsibility of Resources' Environmental Affairs Manager. Contaminated rags will be transported off site to approved disposal facilities. PAGE 10 of 14 4.3 STATION SITE MAINTENANCE Applicant will apply 3/4" roadbase on all areas of the property where access is provided for vehicles or personnel in their routine operations. Applicant will control noxious weeds by mowing and the selected application of herbicides as necessary. PAGE I I of 14 5.0 SITE SELECTION Applicant undertook a study to determine the need for the Compressor Station and to identify the proposed site location. Applicant selected the proposed site location for reasons that include reasonable proximity to pipelines that gather the natural gas that requires compression. ownership of the property, compatibility with adjacent land uses, non disturbance of irrigt,texd agricultural land and impact on nearby rural residential properties. The Applicant also no!ed that the proposed site location was away from U.S. Highway 85 and the Platte River Corridor which is more heavily populated and has more infrastructure located around it than the area where the site was selected. 5.1 NEED FOR THE COMPRESSOR STATION The Wattenberg Gathering System (Gathering System) currently moves approximately 215 MMCF of gas per day to three primary receipt points for further processing. The receipt point include the Amoco Wattenberg Gas Processing Plant (155 MMCFD), the NARCO Gas Processing Plant(55 MMCFD) and the Duke Spindle Gas Processing Plant (5 MMCFD). Applicant, as operator of the Gathering System, has found that the Gathering System is experiencing constraints in being able to move gas to the various receipt points because more wells are being drilled and connected to the Gathering System, and the Gathering System is already operating at maximum compressor capacity. Applicant performed a study to determine the most economical way to get more gas through the Gathering System and to market- A conclusion from the study was that additional compression was necessary to move gas through the Gathering System. In addition, the Compressor Station will enable more gas reserves to be produced from the field by virtue of lowering the field pressure and thereby increasing production rates. Reservoir engineers who work for Applicant predict that the proposed Compressor Station will increase gas production 15 MMCF per day throughout the Gathering System. The study concluded also that the additional compression will increase the life of the field from three to five years and result in the recovery of an additional six to ten BCF of gas reserves. 5.2 SITE EVALUATION Applicant identified four separate alternatives as site locations for facilities to increase compression for the Gathering System that included 1) the existing Fort Lupton Compressor Station site; 2) the existing Hambert Compressor site; 3) a location near the midpoint of a pipeline where the Gathering System was experiencing major constraint; and 4) the prop( sed site location. PAGE 12 of 14 Applicant evaluated each alternative to determine the optimum location for the installation of the compression station based on criteria that included 1) the hydraulics of existing pipelines; 21 the impact on adjacent land uses; 3) the time it would take to get a compression system on line, including obtaining air permits for the station; and 4) costs to install the station. Applicant determined based on the criteria it applied that the proposed compressor site was the most reasonable cost effective alternative. The proposed compressor site was the optimum location from a cost standpoint because the parent company of the Applicant owns the site and air permits for the site have been obtained and from a hydraulic standpoint because gas will be taken into the compression station generally from the center of the pipeline location where major constraint has occurred. In addition, the proposed compressor site is located adjacent to significant other oil and gas uses so that irrigated agricultural land is not taken out of production and the impact to other rural residential uses or rangeland will be minimal. 5.3 ALTERNATIVE PIPELINE ROUTES The Applicant has selected the proposed routes for the inlet and outlet pipelines because they are included in existing pipeline corridors along section line boundaries and because existing above ground valve sets can he used to interconnect the proposed pipelines to existing pipelines. PAGE 13(4.14 6.0 CONSTRUCTION Station construction is expected to begin within two weeks from the time Applicant obtains building permits from the County. The station will be operational approximately 4 months after construction begins. Pipeline installation will commence approximately one month after the County permits are obtained and will be completed within 6 weeks. A list of the names and addresses of companies that may have underground facilities underlying the proposed pipeline routes is included in Appendix B. 6.1 CONSTRUCTION COSTS Mechanical construction cost for the Compressor Station is estimated to be $500,000; electrical construction costs are estimated to be $125,000. Pipeline construction costs are estimated to be $400,000. 6.2 CONSTRUCTION WORKFORCE AND EQUIPMENT The estimated maximum number of persons in the workforce during construction at the Compressor Station will be thirty (30). Construction personnel will work 7:00 a.m. to 5:3.1p m. Monday through Saturday. Compressor Station construction equipment shall include backhoer and small (15T to 25T) cranes. Large cranes (80T to 110T) will be used for one day to set the compressors and coolers. The estimated maximum number of persons in the workforce during construction of the pipeline will be 30 personnel. Construction personnel will work 7:00 a.m. to 5:30 p.m Monday through Saturday. Pipeline construction equipment shall include pipeline trenchers, tackhoes. pipe sidebooms, welding trucks, backhoes, transport trucks and small (15T to 25T) cranes 6.3 STORMWATER Applicant will prepare a Stormwater Management Plan for construction activities and the Compressor Station and obtain a permit from the Colorado Department of Health. Construction will include the installation of silt fences and retention ponds for stormwater from the disturbed construction area as required. Applicant will insure its construction contractor minimizes construction dust by installing road base materials on roads and spraying them with water as required. This emission unit is designed with a control system which shall be capable of reducing the emissions of volatile organic compounds by at least 98%. Operating parameters of the control equipment shall be identified prior to final approval of this permit. The identified operating parameters will replace the control efficiency requirement on the final permit. An operating and maintenance plan for this control equipment and a proposed recordkeeping tarmac for demonstrating compliance on an ongoing basis shall be submitted for approved by the Division before final. The Compressor Station will not utilize water in its operations. Applicant intends to apply for a State permit to drill a water well on the Property when it obtains approval for the USR. Section 3.5 of the Special Review Memorandum in the Application documents that the Applicani requests the County approve a maximum permissible noise level for the USR not to exceed the light industrial limit of 70 dB(A) under Colorado Revised Statutes 25-12-l02. The maximum permissible noise level that the Applicant requests is consistent with the maximum permissible noise level currently in place for the Properly being used as a Landfarm under USR#1067.
