HomeMy WebLinkAbout841332.tiff e. 1'1 r1 MINUTES WELD COUNTY COUNCIL February 2, 1984 Tape 84/132 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, February 2, 1984, at 1 :45 p.m. ROLL CALL The following members were present in person: President Ralph Waldo, Patricia Anderson, Don Elliott, and Bill Rupp. Vice President DeAnn Emerson was absent. Also present for all or part of the meeting were Don Warden, Commissioners Gene Brantner, Chuck Carlson, and John Martin, two members of the press, and the council secretary. RESOLUTION/PRESENTATION OF PLAQUE A resolution expressing appreciation to past council president Don Elliott was read. Bill Rupp made a motion to approve the resolution. Patricia Anderson seconded the motion and it passed unanimously. A plaque honoring Mr. Elliott was presented. MINUTES APPROVED Don Elliott made a motion to approve the minutes of January 5, 1984, as written. Patricia Anderson seconded the motion and it carried unanimously. ADDITIONS AND/OR DELETIONS A Report to the People written by Don Elliott was presented to the council for approval . Added to the agenda was an additional bill for January: Ron Lambden, $375.00 for legal services. • APPOINTMENTS The President reminded the council of their upcoming appointments. Bill Rupp volunteered to try to be present for the Engineering Worksession "scheduled for February 27, 1984. CORRESPONDENCE The President made the Correspondence file available for the individual review of council members. REPORTS Don Elliott presented a Report to the People covering activities of the council during his presidency in 1983. He moved that the report be approved by the council . Bill Rupp seconded the motion and it passed unanimously. UNFINISHED BUSINESS The council questioned Don Warden regarding the contract between the council and Hyland Associates. Mr. Warden clarified the contract statement which reads, "The total amount of said agreement shall not exceed the sum of $10,000.00." This amount will be the maximum allowed for the year 1984. '3/v 450' 841332 MINUTES, WELD COUNTY COUNCIL PAGE TWO FEBRUARY 2, 1984 In gathering information for the purpose of setting 1987 and 1988 salaries for commissioners, the council asked Don Warden to supply details concerning expense accounts allowed the commissioners. Mr. Warden stated that the typical funding level for reimbusing travel expenses , etc. is $24,000.00. He gave the councilmen a chart comparing 1984 commissioner salaries of six similar counties. The council inquired of the commissioners as to approximately how many nights a week they spend on county business. The commissioners agreed that this is difficult to determine as it fluctuates , but that it would probably average more than two nights weekly. The council assured the commissioners that they would take all of this information into account when setting salaries, an assignment which must be completed by the end of April 1984. Final steps are being taken to implement council interviews of exiting employees. The council agreed to have the Personnel Department distribute a written survey to these people. The council will have no further involvement unless the terminating employee requests it. The President encouraged the councilmen to familiarize themselves with Attorney Ron Lambden's suggested Charter amendments regarding council audit authority. They should plan to take action •in the February 16, 1984, work- session regarding this matter. NEW BUSINESS Don Elliott moved that the January bills be paid. This motion was seconded by Bill Rupp and carried unanimously. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 3:00 p.m. , on February 2, 1984. Waldo, Jr. , r 'den Vi ky '•p ag , Se tary ate approved mEmoRAnDum All Elected Officials February 6, 1984 To Date COLORADO From Weld County Council Report to the People Subject: In accordance with the Home Rule Charter Section 13-8-6 and Section 13-8-7, the Weld County Council is sending you a copy of the enclosed. f/r Ff 6 r „ L a/3/y /.�� • = r 1 WELD COUNTY COUNCIL REPORT TO THE PEOPLE February 2, 1984 The Weld County Council , in compliance with the Home Rule Charter, is making the following report to the people of Weld County:: One of the tasks which the Council undertook during 1983 was to determine if any amendments to the Home Rule Charter were needed. The Council feels the following must be revised for clarification: Section 13-8-6 The Council shall review all aspects of county government and shall make such periodic reports to the people relating to expenditures, efficiency, responsiveness, adherance to statutes, laws and regulations, and other matters as the Council deems adviseable. Such report or reports shall be in such form as the Council shall determine and shall be filed with the Board of County Commissioners and copies furnished to all elected officers. Section 13-8-7 For the purposes of assisting the Council in carrying out the duties set forth in paragraph (6) above, the Council may appoint a performance auditor who shall be responsible solely to the Council . The Council shall determine his qualifications and compensation. He shall serve at the pleasure of the Council . The office of performance auditor need not be a permanent position, but the office may be filled by the Council as it deems necessary. There has been an ongoing debate as to how exactly these two paragraph of the Charter should be interpreted. In an effort to settle the matter, the Council is preparing an amendment to the Charter. The Council is planning their second worksession with the Board of Commissioners in an effort to have this issue ready for placement on the 1984 ballot. Also during 1983, the County Council requested a performance auditor to study the Weld County Purhcasing Department. The Council is pleased to report that the Purchasing Department was declared to be in good order. Records are being kept in a professional manner and proper procedures followed closely. /ms REPORT TO THE PEOPLE FEBRUARY 2, 1984 PAGE TWO In conclusion, Don A.
