The proposed use of the same structures will be to house a family owned and operated excavating business. Two of the existing houses will continue to be used for single family dwellings and be occupied by either family of the business or direct employees of the business. We feel the appearance and the overall operation of the site will be enhanced by eliminating the hog operation and utilizing the site for storing and operating an excavation company. Explain how this proposal is consistent with the intent of the Weld County Comprehensive Plan: This application is consistent with the intent of the Weld County Comprehensive plan. This facility and it's use will not adversely impact the agricultural district by uncontrolled or undirected industrial use. There will be no earth work or major construction of any type on the subject property. Explain how this proposal is consistent with the intent of the Weld County Ordinance and the zone district in which it is located: This application is consistent with the intent of the Weld County Zoning Ordinance and the Agricultural District. The proposal does not affect or alter the agricultural activities of any of the surrounding parcels. Previous owners used the parcel for a hog operation. The existing buildings will continue to be used for the use of storing excavating equipment and supplies. The existing improvements have not and will not be utilized for storage or processing of crops. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses: Lying North ,East. and South of the property is existing farmland. Lying West is a single family residence situated on a 5 acre tract, this particular parcel was created by a recorded exemption process. The general area of the site contains residential sites and farmyards, as well as agricultural ground. The operation is similar to the agriculture industry; comparing size of machinery and maintenance activities. However, unlike firming,business hours will be enforced with this site ensuring no late night or early morning activities or noise. We feel that this proposed use will be compatible with surrounding uses. Describe,in detail,the following: How many people will use this site: For excavation company purposes and including the number of family members that will reside on the property,there will be as many as five(5)people using this site daily, however, during the day a mojority of these people will be out on job sites. How many employees are to be employed at this site: There will be one(I)or possibly two(2)employees working from this site daily. There may be a total of five(5)employees, including family members working from this site daily. What are the hours of operation: There will be no excavating operations taking place on site. Employees will arrive on the site at approximately 7:00 O'clock A.M. and depart the site at approximately 8:00 O'clock A.M. to travel to the current excavating job. Employees will return to the site most days approximately between the hours of 5:00 and 6:00 O'clock P.M. What type and how many structures will be erected: No new structures will be built on this site. Existing buildings will be modified to accommodate the owners needs. Decrepit buildings will be removed to ensure safety of employees. What type and how many animals,if any,will he on this site: There will be no animals kept on site other than a few domestic pets such as cats or dogs What kind (type,size,weight)of vehicles will access this site and how often: Excavation equipment including dump trucks and a truckhoe weighing aproximately 18,000 to 75,000 pounds will access this site an average of once a day. Once excavation equipment leaves the site it will be left at the excavation site until project completion. Who will provide fire protection: Fire protection to the site will be provided by Berthoud Fire District. What is the water source on the property (domestic& irrigation) Little Thompson Water District has provided domestic water to the property in the past and shall continue to do so in the future. There is no existing irrigation and there is no need for irrigation on this property. What is the sewage disposal system on the property: No new sewage disposal systems arc proposed. All employees of the excavation company will utilize the existing residential on-lot septic systems. If storage or warehousing is proposed,what type of items will be stored: Excavation equipment that is not in use will be stored temporarily in an existing building.(See attached Waste Handling Plan) Explain the proposed landscaping for the site. The landscaping shall he separately submitted as a landscape plan map as part of the application submittal: No new landscaping is proposed with this application. The portion of this site that will be utilized by the excavation company is surfaced with concrete and existing buildings. There are miscelaneous plantings around the residence and entrance area of the property,which will remain. Explain any proposed reclamation procedures when termination of Use by Special Review activity occurs: There are no proposed reclamation procedures when tennination of the Use by Special Review activity occurs. No mining or miss use of waste will occur on this site. Explain how the storm water drainage will be handled on this site: Storm drainage patterns exists on the property and are currently in working order. Water runs to a retention pond in the Southeast portion of the property. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin: Nothing on this property requires to be constructed. The new owners shall utilize existing structures. Explain where storage and/or stockpile of wastes will occur on this site: Wastes will not be stored or stockpiled on this property. All waste generated by this property will be household and or office waste and will be hauled off of the property twice weekly by a commercial waste disposal service.(See also Waste Handling Plan) WASTE HANDLING PLAN FOR USE BY SPECIAL REVIEW (PITTINGTON CONSTRUCTION, INC.) 1. Motor Oil: Used motor oil shall be stored in a storage tank located outdoors near the fuel tanks in the North central portion of the site. The used motor oil shall be recycled and used for burner fuel to heat the shop during the winter months. Excess oil shall be contained and properly disposed of at American Pride on a monthly basis. 2. Transmission Fluid: Used transmission fluid shall be contained and properly disposed of at American Pride on a monthly basis. 3. Anti-Freeze: Used anti-freeze shall be contained and properly disposed of at American Pride on a monthly basis. 4. Hydraulic Fluid: Used hydraulic fluid shall be contained and properly disposed of at American Pride on a monthly basis. Type of Chemicals, and Supplies to be Stored on site: 1. Fuel:One type of fuel will be stored on site: a. Dyed Diesel Fuel: 1000 gallon tank The storage tanks will be located within a containment basin having a capacity of 115% of the storage tank capacity. The storage area will be located generally in the North central portion of the site. 2. Motor Oil,Transmission Fluid,Anti-Freeze and Hydraulic Fluid: Approximately 50 gallons of each shall be stored inside the shop and in the containers in the containers in which the product was purchased. 3. Starting Fluid: Approximately One(1)case of starting fluid shall be stored inside the shop and in the containers in which the product was purchased. 4. Lubricants for Machinery(Grease): Approximately One(1)case of Lubricants and or grease will be stored inside the shop and in the containers in which the product was purchased. 5. Cutting Torch (Oxygen and Acetylene): Two(2)tanks of each shall be stored inside the shop and in the containers in which the products were purchased. 6. Propane: Approximately 100 pounds shall be stored outside the shop and in the containers in which the product was purchased. 7. Miscellaneous Items: Touch-up paint for equipment,pipe soap and cleaning fluids shall be stored inside the shop and in the containers in which the products were purchased. Quantity of these items shall be minimal and purchased on an as needed basis. All personnel are to be instructed in the following spill and countermeasure plans: 1. No tasks or compartments to be filled without prior checking of reserves. 2. No pumps are to operate unless attended continuously. 3. Instructions will be held on oil spill prevention,containment and retrieval methods. 4. Instructions and phone numbers arc to be publicized and posted at office regarding a spill. Hello
