Dear Sirs:
I am writing in response to a letter dated 12/29/99 concerning a Special Use Application filed by
L. G. Everist, Inc., in order to promote and facilitate the development of a Gravel Mining
Operation and Processing Batch Plant in Weld County, Colorado. This planned enterprise, known
as the F1:. Lupton Sand & Gravel Mine, is to be located at or near Section 30, Township 2 North,
Range 66 West of the 6th Prime Meridian. As a surrounding property owner (with acreage within
500 feet of the proposed mining operation), I am frankly troubled by the accelerated pace of
development (with a proposed commencement date of May 2000), and naturally view this
endeavor with some apprehension. In brief, major questions and issues that need to be addressed
and resolved prior to aggregate production include not only the local environmental effects of
mining and excavation (e.g., the effects on soils, surface and ground water, vegetation, wildlife,
etc.), but also the short- and long-term economic implications as they may apply to adjoining and
nearby farm and property values. Moreover, various site remediation alternatives need to be
explored in order to expedite the most effective and feasible remedial design.
The character and severity of direct, indirect, and cumulative impacts of mining and excavation
activities can be determined in a comprehensive Environmental Impact Statement (EIS). If a study
of this nature has been completed, the written results need to be forwarded to the appropriate
concerned parties. If in fact, a thorough environmental assessment has not been carried out or is
lacking in pertinent information, steps must be initiated to acquire and disseminate this data.
