Attached please find the application and materials associated with the PUD Final Plan
Application forthe Greeley-Weld County Airport PUD. These documents include 25 copies
each of the application materials and Final Plat, 10 copies each of the street and utility
maps, and 3 copies each of the drainage map.
Please note that the Final Plat does not include a Certificate of Dedication,Ownership, and
Maintenance. The absence of this block is consistent with the approved Change of Zone
for this project, and the information provided in this application, since it is a violation of
federal law for the Airport Authority to make such a dedication.

GREELEY-WELD COUNTY AIRPORT PUD
PUD FINAL PLAN SUBMITTAL
1. Final Plan Application Form and fee - The PUD Final Plan Application is
enclosed. The fee for this application is not included, as all such fees for this entity
were previously waived by the Weld County Board of Commissioners.
2. Recorded Change of Zone Plat-The Change of Zone Plat for this PUD has been
previously approved and recorded by Weld County.
3. Attorney's Opinion of Property Owner - At the time of submittal of this
application, the applicants attorney and title company were in the process of
compiling the necessary data to satisfy this requirement. Such information shall be
submitted under separate cover prior to the end of the referral period of this
application.
4. Public Dedications - A Certificate of Title or an Abstract of Title covering public
dedications is not included. All lands within the PUD are owned by the Greeley-
Weld County Airport Authority, and are subject to Federal Aviation Administration
Grant Assurances, making it illegal for the Airport Authority to dedicate any lands
for use by other than the owner, despite what such land's practical use may be.
5. Warranty Deed for Public Purposes -A Warranty Deed for use of land other than
streets which are to be held for or used for public purposes is not included. All
lands within the PUD are owned by the Greeley-Weld County Airport Authority, and
are subject to Federal Aviation Administration Grant Assurances, making it illegal
for the Airport Authority to dedicate any lands for use by other than the owner,
despite what such land's practical use may be.
6. Certificate of Taxes or Assessments - A Certificate from the County Treasurer
showing no delinquent taxes or special assessments exist is not included. The
applicant is a Political Subdivision of the State of Colorado, and is a tax exempt
governmental entity, making this requirement not applicable.
7. Engineer's Certificate for Utilities - Certification of the design standard by the
applicants engineer is enclosed with this application.
8. Copies of Deed Restrictions - There are no deed restrictions on any of the
property located within the PUD.
9. Improvement Agreement - An Improvement Agreement is not included. Capital
improvements by the applicant are sponsored by Weld County and the City of
Greeley, which does not require such agreements for its own development.
10. Certification of Streets/Highways - Certification as to compliance with Weld
County standards was provided in writing by the Weld County Department of Public
Works Director, a copy of which is enclosed with this application.
11. Off Site Road Improvements Agreement - Not included. Capital improvements
by the applicant are sponsored by Weld County and the City of Greeley,which does
not require such agreements for its own development.
12. PUD Construction Schedule - As noted in Sketch Plan and Change of Zone
applications, development on this site has existed since 1944. The airport is
already developed to a significant degree, and additional land available for
development and as identified on the Change of Zone map continues to be
developed on an infrequent schedule. Utilities and roadways not already existing
however are scheduled to be constructed in phases over the next three to five
years.
13. Development Financing - Financing for the continued development of the Airport
PUD will be provided in several manners. Aeronautical development is mainly
funded through Federal Aviation Administration Airport Improvement Program
grants, and State of Colorado Discretionary Aviation grants. Other projects are
funded jointly by Weld County, the City of Greeley and the Airport Authority.
Infrastructure projects presently scheduled over the next three to five years are
estimated to cost 5.5 million dollars, and include the expansion of water, sewer and
roadways. Funding for these projects will be sought by Weld County and the City
of Greeley jointly on behalf of the Airport Authority through community block
development grants and other sources.
14. Certified List of Property Owners Within 500 Feet - A Certified List of Property
Owners within 500 Feet of the subject PUD property is enclosed with this
application.
15. Certified List of Mineral Owners and Lessees-A Certified List of Mineral Owners
and Lessees is enclosed with this application.
16. Compliance Statement - The PUD Final Plan and map is consistent with and in
compliance with the criteria set forth in the Change of Zone. New development is
being required to comply with the provisions of the Development Guide, which is
monitored and enforced by the Greeley-Weld County Airport Authority, through
incorporations by reference in each new tenants lease agreement. For pre-existing
leases, each tenant is being required to come into compliance with 24 months of the
renewal date of its lease. Uses on site include mainly commercial and industrial
aviation, with a small mix of non-aeronautical commercial where permitted by
Federal Aviation Regulations. Commercial and industrial aviation uses existing or
proposed include aircraft fueling and ground handling facilities, airframe and
powerplant repair stations, propeller service, corporate flight departments, aerial
applications, and general storage and maintenance of aircraft.
17. Final Plan Plat Map - Enclosed with this application.
18. Landscape Map - A Landscape Map is not included. As provided for in the
Development Guide submitted and approved with the Change of Zone, an alternate
landscaping requirement is in use, as typical PUD landscaping requirements pose
an operational hazard to aircraft and their occupants. The applicant is presently
enforcing the alternate landscape requirements as provided for in the Development
Guide. A Landscape Improvements Agreement was waived by the Weld County
Attorney's Office during the Change of Zone process.
19. Utility Map - Utility maps containing layout of water, sewer and roadways are
enclosed with this application. Layout of other utilities, included telephone, gas and
electric are not included on the maps, as the jurisdictional utility companies
providing the associated service do not typically provide for this information in this
type of application.
20. Grading & Drainage Map - A Drainage Map is enclosed with this exhibit. Other
drainage information typically required with such application was waived by the
Weld County Director of Public Works during the Change of Zone phase of this PUD
process.

RE: Street Names and Other for PUD Approval
Per our discussion, attached find a diagram of the existing airport roads. The printed
names are the new names for the roads, and I have written in the old names. As noted,
each of the new names is already identified on the PUD Final Plat Map. As I understand
it from Monica,the approval from the Commissioners needs to include specifics as to these
changes.
Additionally, Monica noted that the Commissioners approval also needs to detail that site
plan approval authority is being granted to the Airport Authority.
