Please consider that there is a serious omission in
the Road Impact Fee Program, Ordinances 210 and 211,
fee schedules. Surface mining undertakings create
heavy traffic impacts from their operations.Above the
volume of traffic they create, is the effect they have
on the condition of the roads traveled by their
trucks. The typical loaded 40 ton gravel hauling
semi-truck Outs the same stress on pavement as does
8000 automobileso to quote a county engineer!
The only possible land use categories in the schedule
that might apply to gravel mining are building
materials/Hardware/Nursery at $5156/1000SgFt or
General Light Industrial at$1476/1000SgFt. The
problem with applying these categories to gravel
mining is that it requires minimal square footage of
structure improvements [a weigh house-office] on which
to base the fee. This fee would be insignificant in
relation to the extent of road impact of the traffic
generated by a gravel mining land use operation.
It is requested that staff investigate and correct the
omission from, or adjust the inadequate dollar/unit
square footage assessment of, the schedule to take
into account the road impacts resulting from surface
mining operations.
