Environmental Services CASE NO.: USR-1260 NAME: Wolfrum, Jimmie L & Sharon Environmental Health Services has reviewed this proposal for an automotive shop. The following conditions are recommended to he part of any approval: 1) All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act 30- 20-101, C.R.S., as amended) shall be stored and removed fro final disposal in a manner that protects against surface and groundwater contamination. 2) No permanent disposal of wastes shall be permitted at this site. 3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive duet. blowing debris, and other potential nuisance conditions. 4) Fugitive dust shall be controlled on this site. 5) The maximum permissible noise level shall not exceed the residential limit of 55 db(A) as measured according to 25-12-102, Colorado Revised Statutes. 6) Adequate toilet facilities shall be provided for the customers. 7) An individual sewage disposal system is required for the proposed residence/shop and shall he installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according 10 the Weld County Individual Sewage Disposal Regulations. 8) All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof. 9) The facility shall utilize the proposed well. 10) If applicable,the applicant shall obtain a storm water discharge permit from the Colorado Department of Public Health & Environment, Water Quality Control Division. 11) Prior to recording the plat, the applicant shall submit a waste handling plan to the Environmental Health Services Division of the Weld County Department of Public Health & Environment the plan shall include at a minimum,the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). This project falls primarily under the purview of the Weld County Zoning Ordinance Use by Special Review Standards. Our comments and requirements are as follows COMMENTS: WCR 57 is designated on the Weld County Transportation Plan Map as a local gravel road. The last average daily traffic count, at this location, was performed in 1997 and reflected 86 vehicles in a 24-hour period at that time. REQUIREMENTS: AccessNehicle Circulation: The applicant is indicating a 24-foot wide access with an adequate turning radius. If a culvert is required, a 15-inch CMP is the County minimum size. The plat drawing shall reflect customer parking, loading zones. outdoor storage areas for vehicles to be repaired, and a circulation pattern. The access drive and parking area shall have adequate gravel. These areas shall be graded and drained to provide an all- weather surface. Storm Water Drainage: Waste water and used oil from the proposed auto mechanic shop shall be addressed by the Health Department. Proper building permits shall be obtained prior to any construction, remodel, demolition, or excavation. 2. Building permits are required for any accessory buildings being constructed or moved onto the property. 3. Engineered foundation drawings are required for the residence and the shop. Foundation drawings shall be based on a site-specific geotechnical report or an "open hole" inspection. 4. A full one-hour occupancy separation with one-hour rated openings is required between the house (R-3) and the shop (F-1). 5. Storage and use of flammable and combustible liquids shall be in accordance with the Fire Code. 6. All buildings or structures shall maintain distances from property lines and adjacent buildings as outlined in Table 5-A of the 1997 Uniform Building Code. 7. A complete set of drawings should be presented to the appropriate fire district for their approval. 8. Additional requirements or changes may be required when the building application or plans are reviewed by the Weld County Building Inspection Department or the Fire District.
