GENERAL PROJECT INFORMATION A. PROJECT LOCATION - The project is located in Weld County,Colorado, on the southern shore of a lake,which is a part of Lot B of RE-2330, in the North % of the Northeast ''A of Section 16, Township 2 North, Range 68 West of the 6th Principal Meridian. The entrance to the project site is - located approximately 1 mile south of State Highway 119 on Weld County Road 7. B. PROPERTY DESCRIPTION The total area of the project site is 75 acres more or less, of which approximately 61% is a recreational lake and storm water storage facility. The area to be developed as Lighthouse - Cove Phase II is approximately 10.85 acres,and will consist of 8 residential lots(R-1)with a minimum lot size of approximately 0.72 acres. - The project site is a reclaimed sand and gravel pit. The site is currently bordered on the south by agricultural land; on the east by Weld County Road 7; on the west by active gravel mines and on the north by a mix of agricultural and light industrial land uses and an active gravel pit. Idaho Creek runs northeasterly across the project site near the south boundary. Castle Rock Design Group,Inc has completed a detailed subsurface investigation of the site. The soils on the site are described as follows: isolated areas of man-made fill,gravelly,silty sand, natural gravelly, silty sand, and very sandy clay. The soil has been classified in the - hydrologic soils Class D according to the USDA SCS, Soil Survey of Weld County, Colorado, Southern Part. The soils exhibit low to moderate runoff potential and are moderate in susceptibility to erosion. The topography of the site is slightly sloping to the - north—northeast. - II. FLOOD PLAIN ANALYSIS Details on the Idaho Creek flood plain area are contained in the Weld County Flood Hazard — Development Permit FHDP-350. - III. DRAINAGE BASINS AND SUB-BASINS A. MAJOR OFF-SITE BASIN DESCRIPTIONS The project site is located in an area that is tributary to Idaho Creek and St.Vrain Creek. The - site is part of a large historic basin,which is bounded by Idaho Creek and Boulder Creek(See enclosed Basin Delineation Map). Boulder Creek converges with St. Vrain Creek approximately 1 mile north of the site. In general,the historic drainage flows northeasterly — towards Barbour Ponds and into St. Vrain Creek. 3 Tributary flows to the site include both overland runoff from the area to the south as well as flows in Idaho Creek from areas further to the west. It is apparent that portions of the off-site runoff associated with the Idaho Creek basin are historically transported through the southeast portion of the site and exit the site to the east via Idaho Creek. B. HISTORIC ON-SITE BASIN DESCRIPTIONS There are four historic on-site basins that have been identified for this study as Basins A through D. A runoff curve number of 69 was used for the historic on-site basins. This curve number is representative of undeveloped land with a light to moderate grass cover. On-site basins A,B,and C are 0.68 acres, 1.07 acres,and 1.27 acres in size respectively. All three of these basins are located along the southern and eastern shores of the on-site lake and - historically drain into the lake. Basin D is 7.83 acres in size and is located along Idaho Creek as it passes through the southern portion of the site. - A fifth basin, Basin E, is adjacent to but off of the site to the south and east on a piece of property that was previously exempted from the site is 4.67 acres in size. This basin has historically drained onto the site and immediately into Idaho Creek where the runoff is - carried off site to the east. (For complete information regarding areas, concentration times, travel times, etc., see APPENDIX "A" "Historic Sub-Basins", and Sheet 1 of the attached maps) IV. DRAINAGE DESIGN CRITERIA A. DRAINAGE CRITERIA Requirements of the Weld County Subdivision Ordinance(latest edition)have been followed in preparing the design of the storm water management system for Lighthouse Cove Phase B. B. DEVELOPMENT CRITERIA - The storm water management system for this site has been designed so that all runoff from the proposed developed areas of the site would be returned to the respective historic points of discharge. In so doing,any potential impacts that developed storm water runoff might have on either the on-site as well as off-site on surrounding downstream properties will be minimized. C. HYDROLOGIC CRITERIA - The design rainfall events for this project are the 5-year 24-hour and the 100-year 24-hour events. Rainfall depths of 2.8 inches and 5.0 inches have been used for the respective storm events. Technical Release 55 (TR-55) from the United States Department of Agriculture - (USDA), Soils Conservation Service (SCS) has been used to determine all runoff hydrographs for developed and historic land use conditions. 4 D. DEVELOPED SUB-BASINS The site has been subdivided into 12 developed basins designated as Developed Sub-Basins A through L. A curve number of 84 was used for the developed on-site basin area containing residential lots of%2 to 1 acre in size. A curve number of 98 was applied to the proposed paved roadway areas. See Sheet 2 of the attached maps for specific basin locations. The runoff from developed sub-basins will be returned on site to either the lake or to that portion of Idaho Creek, which runs through the property. (For complete information regarding areas, concentration times, travel times, etc., see APPENDIX "B" "Developed Sub-Basins and Sheet 2 of the attached maps) V. DRAINAGE FACILITY DESIGN A. GENERAL CONCEPTS All runoff from developed on-site basins A through C will be retained on site in the existing - lake as is historically done. These three basins account for approximately 18.6% of the developed area and contribute a 100-year developed runoff rate to the lake of approximately 15.5 cfs (see Developed Runoff Table on page 6). If determined necessary, it may be - required that on-site detention facilities be designed as a part of each individual lot's landscape and grading plan in order to detain runoff from each of the lots as they are developed. Basin L runs along an existing irrigation ditch off of Idaho Creek along the east property line of the site. This basin will remain undisturbed during the development of this site,and will continue discharge into the irrigation ditch. _ Developed basins D through K are located along and adjacent to Idaho Creek. Runoff from these basins will be appropriately detained if necessary and subsequently returned to the creek. Developed basins J and K are comprised of the proposed roadway into the site and the proposed shared private driveways to serve the residential lots. The roadway, Shoreline - Drive, will have two different cross-sections; one that consists of two 12-foot driving lanes and one 8-foot parking lane in areas where the road abuts building lots; and a second that consists only of two 12-foot driving lanes where there is no adjacent lot frontage. Both cross - sections will convey storm water runoff to collection points via drivable curb and gutter pans. The shared private driveways should have a cross-section consisting of one 12-foot driving lane with vertical curb and gutter and runoff will be conveyed to Shoreline Drive or to - building site detention areas. Along the length of Idaho Creek, four common driveways are proposed that will cross the creek to provide access from Shoreline Drive to the eight proposed building lots on the south shore of the lake. The existing culvert crossing of Idaho Creek (located in Sub-Basin "I") 5 will be removed upon completion of these four proposed crossings. Idaho Creek flows will - be conveyed through these crossings via a system of culverts. (Details ofthe creek crossings, culvert sizes, and Idaho Creek bank wetland disturbance may be found in FHDP-350 on file with Weld County.) These crossings have been designed as basin boundaries for developed — basins D,F,G, H, and I. Runoff from the 5 and 100-year rainfall events for these sub-basins as well as from sub-basin K have been routed through these crossings along Idaho Creek. The runoff rates are 9.7 cfs and 25.6 cfs, respectively. Based on information contained in - Weld County FHDP-350, the 5-year and 100-year event flow rates on Idaho Creek are 117 cfs and 736 cfs, respectively. The discharge point is at the downstream end of developed basin I at the bridge on Weld County Road 7 over Idaho Creek near the eastern property line of the site. CONCLUSIONS This Final Drainage Report was prepared in accordance with the guidelines set forth in - Section 10: Design Standards of the Weld County Design Criteria in order to insure that the runoff from the proposed development should have no adverse impacts on properties downstream or adjacent to the Lighthouse Cove South Phase H development.
