RiverDance is approximately 486 acres in size of which 227 acres will be dedicated as open space. The development provides a range of residential densities and a commercial area. The FEMA FIRM for Weld County, Colorado, Unincorporated Area(Community Panel 080266 0850 C, and 0855 C), dated September 1982, depicts an approximate Zone A floodplain along the St. Vrain in the vicinity of RiverDance. Through research, a 1977 Corps of Engineers "unpublished" study(only hydraulic modeling no report) was discovered. The Corps model represents a starting point; however, due to extensive mining in the area the model does not accurately portray St. Vrain Creek. Obtaining details about the model has proved difficult since it was never published and a report was not written. Therefore we have not used it as an existing condition model. Hydrologic Analysis The hydrology for this study was based on the discharges reported in the City of Longmont, Colorado FIS text dated September 18, 1987. As reported in the FIS the frequency discharge data for St. Vrain Creek was based on information published in the Corps of Engineers, Omaha District, Flood Plain Information, Lower St. Vrain, Volume III, Boulder County, Colorado, June 1972. The 100-year flood discharge is 16,520cfs. This is based on a log-Pearson type II analysis of peak runoff data recorded at gages on St. Vrain Creek near Lyons, and near Platteville, Colorado. The years of record vary from 79 years at the Lyons gage to 47 years at the Platteville gage. The related pages from the City of Longmont FIS text are included in Appendix A. Hydraulic Analysis The site is characterized by the fact that it is an old gravel-mining site. There are three pits and piles of product currently on the site. The pits have been reclaimed as lakes. As a result the hydraulic analysis of the area becomes extremely complicated because of lateral flow from the river to the lakes. To the north of St. Vrain Creek are two large lakes. A dirt road was built upon the berm separating the lakes and the river during the mining process. The road acts as a berm, however, we have modeled the river in a way that assumes the berm is not flood protection and could breach or overtop. There are low-lying areas where water flows from the river to the lakes and vice versa. This allows the lake areas and the river to have similar water surface elevations. Because the landscape has changed so drastically, it was desirable to reestablish the historic flow patterns observed in the overbanks. The Corps model was used as reference. The maximum flow in the left overbank in the area of the RiverDance site was selected. Once the maximum historic overbank flow was established, it was conservative to assume this flow would need to be conveyed through the overbank on the site. Encroachments were set so as to provide a somewhat constant conveyance on the left (north) overbank without raising the water surface elevation above what may have been observed historically. Because encroachments were set throughout the site, the sections provide extra carrying capacity should the overbank experience greater flood flows. IN this way the model represents a conservative, but accurate, water surface elevation throughout the site. Consequently, the flow in the main channel was representative of actual flow conditions. PROPOSED CONSTRUCTION The proposed construction for this site is on the left(north) bank of the lakes with the finished floors being above the base flood elevation. The left (north)bank of the lakes will be graded so it has a 4:1 slope up to the base flood elevation. The grading will be performed to complete the mining reclamation plan. The table below shows the effect of the proposed construction. These improvements are inadequate to contain even the 10- year flood discharge. No flood protection measures have been taken on Dry Creek, No. 1 or in Loomiller Basin, except for using Loomiller Pond as a flood- storage facility. Various properties along the streets in Loomillet Basin have low retaining walls along the street frontage to prevent yard flooding. In addition to the physical flood prevention measures mentioned, the City of Longmont initiated an ordinance in May of 1973 for flood plain regulation and has followed with flood plain manage- ment policies outlined in the St. Vrain Comprehensive Plan (Refer- 1 ence 5) . 3.0 ENGINEERING METHODS For the flooding sources studied in detail in the community, standard hydrologic and hydraulic study methods were used to determine the flood hazard data required for this study. Flood events of a magnitude which • are expected to be equaled or exceeded once on the average during any 10-, 50-, 100-, or 500-year period (recurrence interval) have been selec- ted as having special significance for flood plain management and for flood insurance rates. These events, commonly termed the 10-, 50-, 100-, and 500-year floods, have a 10, 2, 1, and 0.2 percent chance, re-spec- tively, of being equaled or exceeded during any year. Although the re- currence interval represents the long-term average period between floods of a specific magnitude, rare floods could occur at short intervals or even within the same year. The risk of experiencing a rare flood increa- ses when periods greater than 1 year are considered. For example, the risk of having a flood which equals or exceeds the 100-year flood (1 percent chance of annual exceedence) in any 50-year period is approxi- mately 40 percent (4 in 10) , and, for any 90-year period, the risk in- creases to approximately 60 percent (6 in 10) . The analyses reported herein reflect flooding potentials based on conditions existing in the community at the time of completion of this study. Maps and flood eleva- tions will be amended periodically to reflect future changes. 3.1 Hydrologic Analyses Hydrologic analyses were carried out to establish the peak dis- charge-frequency relationships for floods of the selected recurr- ence intervals for each stream studied in detail in the community. Frequency-discharge data for two of the streams studied in detail in the City of Longmont are based on information published in COE Flood Plain Information reports for Lefthand and St. Vrain Creeks 12 r (References 7 and 8, respectively) . The 100-year flood discharges on Lefthand Creek and St. Vrain Creek are 4,250 cfs and 10,200 cfs, respectively. The 500-year flood discharges for these two streams equal the discharges for the standard project floods as published in the Flood Plain Information reports (References 7 and 8) . These relationships are based on a log-Pearson Type III analysis of peak runoff data recorded at gages on St. Vrain Creek near Lyons and near Platteville, Colorado (Reference 13) . The years of record_vary from 79 years at the Lyons gage to 47 years r at the Platteville gage. Discharge-frequency relationships for Dry Creek No. 1 and Spring Gulch were computed using the COE HEC-1 Flood Hydrograph Package (Reference 14) . Synthetic flood hydrographs computed by this method reflect the effects of characteristics of the basin: pre- cipitation, ground cover, slope, drainage area, and other physical characteristics of the drainage basin. Where available, hydro- logic data were compared with other studies completed in the area (References 15 and 16) . The effects of detention storage near State Highway 66 and at Long Peak Dam on Spring Gulch were studied (Reference 15) and found to be insignificant for the magnitude of the floods considered in this study. That portion of the Spring Gulch Basin located north and east of Terry Lake is considered to be contained completely by Terry Lake. The major portion of the Dry Creek No. 1 Basin is located outside the limits of the study area. Runoff from this area contributing to peak discharges within the study reach is limited by the Colo- rado and Southern Railroad, which diverts most of the upstream runoff north to St. Vrain Creek. Rainfall data for the synthetic hydrologic analysis were taken from a rainfall/runoff information report (Reference 17) . The discharges computed using the HEC-1 program were verified using the Plains Region equations developed by the USGS (Reference 18) . Peak discharges were also verified by the U.S. Soil Conservation Service (SCS) runoff prediction method (Reference 19) . Discharges for the 500-year floods of all streams were checked by straight-line extrapolation of frequencies previously determined using the procedure of the USGS (References 9 and 10) , and com- pared to the COE Standard Project Flood data when available. The hydrologic analyses for this study were revised to include information presented in flood plain information reports for Left- hand Creek, Dry Creek No. 1, and St. Vrain Creek (References 1-4) . Peak discharge-drainage area relationships for Dry Creek No. 1, St. Vrain Creek, Lefthand Creek, and Spring Gulch are shown in Table 1. 13 Table 1. In the area where updated topography was not available we used the information from the 1977 Corps of Engineers unpublished study of the St. Vrain River. This was primarily the south overbank area. The mannings a throughout the model is 0.07 in the overbanks and 0.04 in the channel. Colorado State Department of Transportation (CDOT)is rebuilding and enlarging the I- 25 and frontage road bridges over the St. Vrain River. The data related to these bridges and associated drop structure was not incorporated into our model due to a lack of available information regarding the details of the project. Additionally the CDOT project datum was unclear as well as the project being in metric units. After numerous attempts to include the partial CDOT data in our model it was determined that it was better to leave the CDOT project out. Significantly, CDOT reported no increases in the water surface elevation. This seems reasonable with the bridge enlargements proposed. Additionally, the CDOT improvements are in effect upstream of our subject site on a subcritical, or downstream control, river reach. These factors led us to the conclusions that the CDOT bridge and drop structure improvements did not pose adverse impacts to the BFE's and were therefore not significant to modeling of our subject site. The geometric files in this model are complicated by the fact that we are trying to model two-dimensional flow in a one-dimensional model. The river and the lakes are separated by an access road that was put in during the mining operation. This road acts as a berm however; it has not been certified as a flood-protecting levee. Therefore, we modeled the berm so it could be breached or overtopped. Low-lying areas between the river and the lakes allow flow to travel between the two. Flow Data The discharge was taken from the City of Longmont Flood Insurance Study which showed the 100-year discharge of the St. Vrain Creek 16,520 cfs. The peak flow is reduced downstream as per the Corps 1977 model, which is in conformance with the cited hydrologic reference. Boundary Conditions The starting water surface elevation was calculated using the slope area method with normal depth at the downstream end having a slope of 0.001.
