Dear Weld County Board of Commissioners:
Please find enclosed a copy of the Gandy Annexation Impact Report. This document fulfills the
statutory requirement pursuant to C.R.S. 31-12-108.5 of filing a one copy with the board of
county commissioners governing the area proposed to be annexed.
This is a property owner initiated annexation request. The following is the City of Greeley
schedule for processing this request.
February 15, 2000 City Council considers resolution
February 22, 2000 Planning Commission Public Hearing
March 21, 2000 City Council Ordinance Introduction
April 4, 2000 City Council Public Hearing/Final Reading of Ordinance

LOCATION: Southwest of the corner of 59th Avenue and
10*h Street
ACREAGE: 13.435 Acres
EXISTING USES: Residential
AVAILABLE UTILITIES: City of Greeley Water and Sewer, Greeley
Gas Company, U.S. West, Public Service of
Colorado, AT&T Cable service
TAXING DISTRICTS: Weld County, Aims Community College,
West Greeley Soil Conservation District,
Weld County Library District, Northern
Colorado Water Conservancy District,
Union Colony Fire Rescue Authority, Weld
County School District RE-6
INTENDED/PROPOSED USES: The representative has indicated that a
combination of Commercial High Intensity,
Commercial Low Intensity and Residential
High Density zoning and uses are
anticipated for this property.
COMPREHENSIVE PLAN: The site is within the City's Mid Range
Expected Service Area(MRESA), within
the Long-Range Expected Growth Area
(LREGA)and within the Municipal Services
Suitability Area(MSSA).
The anticipated zoning and land use appears
to be compatible with existing surrounding
land uses both within the city limits and in
unincorporated Weld County. Further
analysis will occur with the establishment of
zoning for the property. The area to be
annexed will not affect any area of
ecological significance.
The Comprehensive Plan encourages
commercial development to locate near
arterial intersections and be as deep as
practical along major thoroughfares. The
Plan also encourages the use of professional
offices as a buffer between residential areas
and major thoroughfares.
SURROUNDING LAND USES: North - Commercial and Residential
South- Agriculture (Proposed to develop as
residential)
East- Commercial
West- Commercial and Agriculture
SURROUNDING ZONING: North - Weld County C-3 and C-H
(Commercial High Intensity)
South- R-H (Residential High Density) and
R-L (Residential Low Density)
East-C-H (Commercial High Intensity)
West- Weld County C-3 and R-1
ANALYSIS: The site consists of 12.342 acres. The
annexation contains 13.435 acres with the
existing right-of-way. The property is
• located south of 10th Street and west of 59th
Avenue. 13'h Street will eventually be
developed along the southern property line
of this annexation. The property has
approximately 300-feet of frontage on 10`h
Street, approximately 1246-feet of frontage
on 59th Avenue and will eventually have
approximately 551-feet of frontage on 13th
Street.
The property is contiguous with the
municipal boundaries of the City of Greeley
with the parcel's south and east property
boundaries. The property is an
unincorporated enclave of the City of
Greeley.
The developer will be responsible for
extending City of Greeley water and sewer
services to this property. All other utilities
are available.
If the property is zoned and developed as
anticipated, C-H (Commercial Low
Intensity), C-L (Commercial Low Intensity),
and R-H (Residential High Density) the site
will generate some additional demand on the
school system. The impact for additional
capital construction to educate students can
not be determined at this time.
The annexation of this site into the City
would be consistent with present growth
patterns and Comprehensive Plan policies.
There is a clear evidence that this site shares
a common interest with the City's future.
The requirements of State statutes and City
of Greeley guidelines for annexation appear
to have been met by this annexation request.

PROPERTY DESCRIPTION
Gandy Annexation
A parcel of land being part of the Southeast Quarter(SE1/4)of Section Four(4), and part of the
Northeast Quarter of the Northeast Quarter(NEI/4 NEI/4) of Section Nine(9), all in Township Five
North (T.5N.), Range Sixty-six West(R.66W.) of the Sixth Principal Meridian (6th P.M.), County of
Weld, State of Colorado and being more particularly described as follows:
BEGINNING at the Northeast Corner of said Section 9 and assuming the North line of the Northeast
Quarter(NE1/4)as bearing North 89°54'34" West a distance of2658.3I feet with all other bearings
contained herein relative thereto:
THENCE North 89°54'34" West along said North line a distance of 30.00 feet to the intersection with the
Westerly Right-Of-Way (ROW) line of 59th Avenue. Said point being the TRUE POINT OF
BEGINNING:
THENCE South 00°53'03" East along said Westerly ROW line a distance of 1315.63 feet to the South
line said NE1/4 NEI/4 of said Section 9;
THENCE North 899830" West along said South line a distance of 551.09 feet;
THENCE North 00°53'03" West a distance of 658.13 feet to the South line of the North Half of the North
