Rev: 1-27-97 ignature: Owner or Authonz 1 n f'1 Use by Special Review Questionnaire 1. Explain, in detail, the proposed use of the property. This proposal is to operate a kennel on the property. The proposal includes a maximum total of 40 kennels, which will be located within existing fenced areas and within an existing structure. The kennels will house a maximum of 35 dogs and 5 cats at any one time. The site will be maintained and managed by the applicants and the plan is to operate a kennel that will serve property owners in the area, including Longmont. Animals will be exercised twice a day and grooming will also be available upon request. Future expansion of the kennel will occur within the existing fenced areas and structures located on the property, at this time. 2. Explain how this proposal is consistent with the intent of the Weld County Comprehensive Plan. This proposal is consistent with the Weld County Comprehensive plan by taking advantage of the existing sites location and attributes to provide a service to the surrounding citizens of Weld County and the Town of ew,, Longmont. The proposal is consistent with efficient and orderly use of the property by using the existing structures and existing access to the site. This proposal is proposed to remain in harmony with the existing and proposed uses of the surrounding properties. 3. Explain how this proposal is consistent with the intent of the Weld County Zoning Ordinance and the zone district in which it is located. This proposal is consistent with the agricultural zone district by not taking any "prime" farmland out of production and by using existing buildings and fences for the proposed uses. This site is also located close enough to the population base it will serve while maintaining an adequate distance from any large urban developments that may be in opposition to this type of proposal. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The surrounding land uses include larger farms with residential structures and a Grange Hall to the southeast of the property. The existing and proposed uses of the site are very compatible with the surrounding land uses. The site will be managed similar to any good farming/animal operation in Weld C' County. fl 5. Describe, in detail, the following: a. How may people will use this site? The two applicants live on the site and will have up to 3 employees at different times of the week. Traffic to the site by clients of the kennel will remain at a minimum due to the nature of the business. b. How many employees are proposed to be employed at this site? The applicants do not plan on hiring employees at this time but would like to reserve the ability to hire 3 employees in the future for different shift work. c. What are the hours of operation? 5:00 a.m. - 12:00 noon $ 3:00p.m. - C:00 P.m.Monday through Friday 8:00 a.m. - l2:00 noon Saturday Closed Sunday d. What type and how many structures will be erected (built) on this site? The site has four existing structures that will be used for the kennel operation. At this time, no new structures are planned to be built on the property for the kennel use. This proposal does not preclude the ability to add any use by right structures in the future. e. What type and how many animals, if any, will be on this site? A total of 35 dogs and 5 cats associated with the kennel could be on the site at any one time. f. What kind (type, size, weight) of vehicles will access this site and how often? This proposal does not include the operation of large equipment. The number of vehicles accessing the site will be minimal due to the limited number of animals boarded at one time. g. Who will provide fie protection to the site? This proposal is located within the Mountain View Fire Protection District. r.N' h. What is the water source on the property? (Both domestic and irrigation) e 1 Domestic water is provided by a domestic well. The property owner is currently in the process of re-registering the well for the commercial operation on the site. There is no irrigation water associated with this site. i. What is the sewage disposal system on the property? (Existing and proposed) The existing and proposed sewage disposal system is an existing individual septic system. Included within the packet is a copy of the system cleaner checklist and a receipt from Bob's Sanitation Service for pumping the septic tank. The property owner has been in contact with the Weld County health Department concerning the proposed operation. j. If storage or warehousing is proposed, what type of items will be stored? No storage or warehousing is planned within this proposal. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. P % This site has existing vegetation located on the property. No additional landscaping is proposed for this site, at this time. Please see site plan for the location of the existing landscaping on this site. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Reclamation is not applicable to this proposal. The existing structures and fencing are being used on site. The only additions to the site for this proposal are the kennel pens. 8. Explain how the storm water drainage will be handled on the site. This proposal should not affect the existing drainage on the site. The proposal uses the existing structures. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. This proposal does not include any new structures for the site. Existing and new fences and buildings will be used for the kennel operation. n e'+, 10. Explain.where storage and/or stockpile of wastes will occur on this site. Waste well be stored in trash containers and removed from the site once a week by a professional refuge company. r Hello
