This document fulfills the statutory requirement pursuant to C.R.S. 31-12-108.5 of filing a one copy with the board of county commissioners governing the area proposed to be annexed. This is a property owner initiated annexation request. The following is the City of Greeley schedule for processing this request. Greeley Area Soil Conservation District F. Weld County Library G. Western Hills Fire District INTENDED/PROPOSED USES The applicant has indicated that he will seek a R-L (Residential Low Density) and R-H (Residential High Density)zoning for the property. The preliminary concept includes approximately 148 dwelling units consisting of single family homes and duplex units with homes in the $100,000 to $130,000 range. COMPREHENSIVE PLAN The entire site lies within the Long-Range Expected Growth and Mid-Range Expected Service area but is outside of the Municipal Service Suitability Area. Comprehensive Plan policy 4.3 states that all development is encouraged to be designed to promote compatibility among neighboring land uses of differing intensity and character. Comprehensive Plan policy 4.13.4 states that all development is encouraged to promote mixed land use development while assuring compatibility between various land uses. The proposed single-family residential land use appears to be compatible with the surrounding residential land uses. Further analysis will occur with the establishment of zoning for the property. Comprehensive Plan policy 4.2 says that residential development is encouraged to be the principal land use adjoining and neighboring elementary schools. East Memorial Elementary school is located approximately 1/3 mile west of the site. Since most of the recent growth of the City has taken place to the west,the annexation will provide geographic balance to the City by extending the city limits east. The Fire Authority has indicated that this site is within the existing fire protection service area. The proposed area to be annexed is not located in any areas of ecological significance. SURROUNDING ZONING North: County R-1 (Single-Family Residential) South: R-L (Residential Low Density), County R-1 (Single-Family Residential) East: County R-1 (Single-Family Residential) West: R-L (Residential Low Density) SURROUNDING LAND USES North: Single-Family Residences, Agricultural South: Agricultural East: Single-Family Residences West: Single-Family Residences Annexation Impact Report 2 Balsam Village Second Annexation ANALYSIS The entire site constitutes 30.49 acres and is located southeast of E. 20th Street and Basswood Avenue. The site is within the Long-Range Expected Growth Area and Mid-Range Expected Service Area, but is outside of the Municipal Services Suitability Area. The applicant has indicated that the estimated number of school age students generated by the proposed residential development to be 86 based upon Weld County demographics obtained from the State of Colorado Demographer's Office. A single-family subdivision in the City is immediately adjacent to the site to the west with a street stubbed into the site. East Memorial Elementary School is about 1/3 mile west of the site. There are single-family rural residents in the County to the north and east. The land to the south is agricultural land. The land use envisioned by the applicant for the site appears to be consistent with the City of Greeley Comprehensive Plan. The annexation of this site into the City would be consistent with present growth patterns and Comprehensive Plan policies. There is clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this requested annexation.
