HomeMy WebLinkAbout20002319.tiff RESOLUTION RE: STATEMENT OF OPPOSITION TO PROPOSED AMENDMENT 24 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Colorado Fair Campaign Practices Act, at Section 1-45-117(1)(b)(III)(A), C.R.S., authorizes the County's adoption of a resolution and the taking of a position of advocacy on any issue pending before the electorate, and WHEREAS, voters of the State of Colorado will vote on November 7, 2000, on proposed Amendment 24 to the Colorado Constitution, regarding restrictions on local government approval of development, and WHEREAS, if proposed Amendment 24 is approved by Colorado's voters, certain local governments, including Weld County, will only be able to approve development in areas already "committed" to development or within future growth areas in accordance with a voter-approved "growth area map," with certain limited exceptions, and WHEREAS, proposed Amendment 24 specifies that the "growth area map" may only be approved by a popular vote at a regular election; for Weld County that being in November of each year, and WHEREAS, if proposed Amendment 24 is approved by Colorado's voters, no development will occur in areas of Weld County not considered to be "committed" until November 2001, unless the development falls within one of the limited exceptions set forth in proposed Amendment 24, and WHEREAS, such restrictions on development would hinder the ability of the agricultural industry to grow in those areas not considered to be "committed," and may curtail agricultural expansion in the growth areas once the "growth area map" is voted upon by the electorate, and WHEREAS, such restrictions on development would reduce or eliminate local control of growth for at least one year and create uncertainty for landowners in decisions they make with respect to their private properties. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that it hereby expresses its opposition to proposed Amendment 24, and hereby urges Weld County's voters to vote "no" on such ballot issue on November 7, 2oC0 200C-2319 dC eh, Rucc- BC0C29 RE: STATEMENT OF OPPOSITION TO PROPOSED AMENDMENT 24 PAGE 2 The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 27th day of September, A.D., 2000.
