North American Power Group, Ltd., ("NAPG") is planning to construct and place in service by
2003 an electric transmission interconnection project between a new Two Elk Substation located
near Wright, Wyoming and the Public Service Company of Colorado transmission system at a
termination point presently proposed to be the Fort Lupton Substation, north of Denver, Colorado.
The purpose of the project is to increase the north to south transfer capabilities of the regional
transmission system and to reinforce the reliability of the existing system.
The transmission project will consist of new 345 kV overhead transmission lines with taps at Ault
to the Laramie River Station ("LRS") Substation near Wheatland, Wyoming, and the Substation
near Ault, Colorado. A single line map is attached.
An initial planning meeting and review of the technical and electrical engineering aspects of the
transmission project done to date was held May 11, 2000, among NAPG, regional utilities and
other interested parties. The project as proposed is technically feasible and provides an incremental
increase in power transfer capability. Meetings among this technical group will continue to review
the extensive computer modeling/analysis activities and to ensure that this interconnection project
will not adversely impact WSCC electric utility members. This process also provides a potential
opportunity for participating WSCC members to improve their transmission systems. The technical
utility process will not determine the exact alignment of the electric transmission lines.
We are inviting your participation in this process in identifying any existing corridors where the
transmission project might be constructed between its interconnection points to minimize
environmental impact and expedite permitting and approval. In particular, we would like you to
provide us as thorough information as possible concerning:
1. Any existing and unused rights of way;
2. Right of ways with existing transmission lines, but with additional space to
allow the construction of the proposed transmission line; and,
3. Existing transmission line right of ways adjacent to which the new
transmission line could be built.

acceptable. The affected areas for which particular information is sought are as follows:

In order to ensure the timely selection of possible corridors or routes through which the
transmission line would pass, we would appreciate you returning this information to us no later
than May 30, 2000. Your prompt input will help ensure that any impact the routing of the project
may have will be minimized and the property within the affected areas put to the most efficient use.
