Environmental Health CASE NO.: USR-1248 NAME: Rademacher Family Partnership Environmental Health Services has reviewed this proposal for a Family Fishing Education Center. The following conditions are part of any approval: 1) All liquid and solid wastes (as defined in the Solid Waste Disposal Sites and Facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2) No permanent disposal of wastes shall be permitted at this site. 3) Waste materials shall be handled, stored, and disposed in a mariner that controls fugitive dust, blowing debris, and other potential nuisance conditions. A) Fugitive dust shall be controlled on this site. 5) The maximum permissible noise level shall not exceed the commercial limit of 60db(A) as measured according to 25-12-102, Colorado Revised Statutes. 6) Adequate toilet facilities shall be provided for the public and employees. 7) The restroom facility shall utilize the existing municipal sewage treatment system. (St. Vrain Sanitation). 8) If applicable, a NPDES Permits shall be obtained from the Water Quality Control Division of the Colorado Department of Public Health& Environment for any proposed discharge into State Waterways. 9) The facility shall utilize the existing public water supply. (Left Hand Water District). 10) If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health & Environment, Water Quality Control Division. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site. 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). 12) In the event that 5 or more acres are disturbed during the construction and development of this site, the applicant shall obtain a stormwater discharge permit from the Water Quality Control Division of the Colorado Department of Public Health & Environment. I MEMORANDUM TO: Julie Chester, Lead Planner DATE: November 9, 1999 O FROM: Donald Carroll, Engineering Administrator O.g SUBJECT: USR-1248; Rademacher Family Partnership COLORADO (Eagle Claw Fishing Education Center) Weld County Public Works has reviewed this proposal. This project falls primarily under the purview of the Weld County Mixed Use Development Area(MUD), Site Specific Development Plan, and Use by Special Review Permit standards. Our comments and requirements are as follows: COMMENTS: A portion of WCR 24.5 has been vacated for approximately 870 feet west of the 1-25 right-of-way, being more fully described as the 60-foot wide public road right-of-way located in the East half of Section 3, Township 2 North, Range 66 West of the 6th P.M., Weld County, Colorado. REQUIREMENTS: WCR 24.5, Extended: The collector portion of WCR 24.5 shall be extended from the USR to the entrance of the Barbor Ponds State Recreation Park. Currently, there is 60 feet of right-of-way. The developer shall dedicate an additional 10 feet of right-of-way to accommodate full build out. Future MUD improvements include a north-south road intersecting WCR 24.5 at approximately this location. Internal Roadways/Circulation: The applicant is identifying asphalt parking and curb and gutter islands. The circulation appears to be adequate to accommodate passenger vehicles, school buses, and delivery trucks. Parkinq_ There is adequate passenger vehicle parking available. As a suggestion, there is a widened area adjacent to the east property line within the parking lot which could be identified as "Bus Parking Only." Storm Water Drainage: The site will be graded to accommodate grass-lined swales and wetlands where storm water drainage from the building, parking lot, and surrounding site will drain into the two one-acre ponds. The vegetative swales and wetlands will cleanse and filter the water before reaching the ponds so that pollutants will not harm the fish habitat. The slope of the ponds created should include shallower areas than the proposed 3:1 slope ratio, with a minimum of 5:1 slope ratio to encourage more diverse flora and fauna to inhabit the area. Lining ponds does little to encourage such growth, especially from a fisheries standpoint. Also consider adding underwater topography and structures for the same reasons. The Fire District does not object to the project,provided the project is able to meet the requirements of the Fire District. All applicable codes as they pertain to water supply, fire hydrant locations, street widths and designs, and fire department access must be met. Plans were not included with this submittal. A final site plan and building construction plans for any buildings will need to be submitted to the Fire District for review and approval prior to building permits being issued. Site plans shall show the configuration of access roads and the location of fire hydrants. The Fire District reserves the right to make further comments as development proceeds. Should the project be phased, phasing plans will need to be approved by the Fire District. Nothing in this review is intended to authorize or approve of any aspect of this project that does not comply with all applicable codes and standards.
