The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, August 28, 2000, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Barbara J. Kirkmeyer, Chair
Commissioner M. J. Geile, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Hall moved to approve the minutes of the Board of Social Services meeting of
August 23, 2000, as printed. Commissioner Geile seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of$2,625.35. Commissioner Hall moved to approve the warrants as presented
by Mr. Warden. Commissioner Geile seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Judy Griego, Director of Social Services,
stated the purpose of these revisions is to incorporate summer activities for calendar year 2000, which
were previously approved by the Board. Ms. Griego explained the Diversion Program authorized the
Department of Social Services to pay for up to$75.00 of registration fees for children and youth ages five
through seventeen, and provide work experience activities for youth ages fourteen through fifteen. Ms.
Griego further stated the eligibility requirements, and stated the maximum authorized expenditures for
summer activities is $142,975.00. In response to Commissioner Geile, Ms. Griego stated these services
are coordinated under the Department of Human Services Diversion Program,and they will provide actual
minimum wage jobs with Workers Compensation. Commissioner Baxter moved to approve said revisions.
Commissioner Vaad seconded the motion, which carried unanimously.

CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 8.000, BUSINESS OFFICE POLICES
AND PROCEDURES: Ms. Griego stated the primary purpose for these revisions is to update the
Department's policies and procedures to incorporate State and County changes. Ms. Griego stated the
revisions include changing the numbering sequence of 5.000 to 8.000,and deleting references to common
support functions, which are being transferred to the appropriate section of the Operation Manual.
Commissioner Vaad moved to approve said revisions. Seconded by Commissioner Geile, the motion
carried unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 12.000, TRAINING AND STAFF
DEVELOPMENT POLICES AND PROCEDURES: Ms. Griego stated the primary purpose for these
revisions is to update the Department's Policies and Procedures to incorporate State and County changes.
She further stated the revisions include changing the numbering sequence from 10.000 to 12.000.
Commissioner Vaad moved to approve said revisions. The motion,which was seconded by Commissioner
Baxter, carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
