RE: APPROVE REQUEST TO INCREASE SPEED LIMIT ON WELD COUNTY ROAD 7
AND INSTALLATION OF TRAFFIC CONTROL DEVICES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that the existing "35 MPH" Speed Limit on Weld County Road 7 be stepped up to
"45 MPH" for traffic traveling north or south from Weld County Road 20.5 to ensure safety to
the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install "45 MPH" Speed Limit signs on Weld County Road 7 be stepped up to "45 MPH" for
traffic traveling north or south from Weld County Road 20.5 to ensure safety to the traveling
public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of August, A.D., 2000.

COLORADO SUBJECT: WCR 7 Speed Limit
The Weld County Public Works Department received a request to review the posted 30 mph speed
limit on WCR 7 on September 27, 1999. The request was made by Bill Distel. He belies es �I
speed limit is too low.
The Manual on Uniform Traffic Control Devices has established six considerations for establi≤hmci;t
of a speed zone;
1. Road surface characteristics, shoulder condition, grade, alignment, and sight
distance. The existing road surface is paved, the alignment is straight and thcgraida
is relatively/lit.
2. The 85-percentile speed and pace speed. The Division of Public Works con Lucie(
manual and mechanical speed and traffic counts on October 11 through 13'x'or 19') '.
As a result of those counts, the existing 85"' percentile speed for IL( 7? 7 tics
calculated at 50-55 mph.
3. Roadside development and culture, and roadside friction. A site visit wars dare
on January 5, 2000. The existing roadside development consists of.29 clris cm{i s
within this 1.5 miles stretch of road. Sight distance at each driveway is poor dm ro
large trees immediately adjacent to the right-of-way; however, most O; then
driveways were single family homes, which produce few trips per day.
4. Safe speed for curves or hazardous locations within the zone. There ire ro
curves on this section of roadway.
5. Parking practices and pedestrian activity. There is no on-street parking, ,rncl
pedestrian traffic is minimal.

6. Reported accident experience for a recent 12-month period. The fhiloraing rc f:.c
shows the accidents on this section of roadway.

As you can see, there have been no reported accidents in this area since 1993.
This road is proposed as a four-lane arterial with a painted median in the Mixed Use Development
Plan. Arterial roadways should typically have speeds from 40 to70 mph.
Recommendation:
I recommend the speed limit on WCR 7 between WCR 20.5 and State Highway 11')be step)ed In
the immediate are' f the intersection the speed will be 35 mph. The speed can be stepped i p to 45
mph on the 1 traight scc ions between intersections (see attached drawing).

Subject: County Speed Limits
Mr. Hall,
Please help me understand why speed limits are set so low on S.W. Weld
County roads. I have lived on Hwy 52 west of 125 for 15 years and use
county road 7 as a commute route. Speed limits have recently been
reduced to 35MPH on some sections on road 7. Adjacent roads in Adams
county (N. Huron) under much more populated conditions are set at 45MPH.
45MPH seems a much more reasonable speed. 35MPH speed limits in sparsely
populated areas are just not justified. I have not been recently nor in
the last 25 years been ticketed for speeding. I am just tired of having
motorists tailgate me because I adhere to the ridiculously low speed
limits. I feel like a traffic hazard because I do not speed. I am afraid
that I may incite road rage in some disgruntled motorist for adhering to
these speed limits. I have already been the recipient of some single
finger salutes. This did not happen prior to the speed limit reductions.
Your help and investigation into this matter is greatly appreciated.
Please feel free to share this with the other commissioners.
