SUBJECT: Policy Guidance Materials for Commission Workshop
Enclosed are the policy guidance recommendations which have been mailed to the
Transportation Commission for discussion at the October 18, 2000 workshop. This workshop is
scheduled to begin at 8:30 a.m. and conclude at 10 a.m. and will take place in CDOT
Headquarter's Auditorium.
You will notice on the handout materials that some of the STAC's recommendations have been
incorporated into CDOT staff's recommendations. Those items remaining as STAC
recommendations are noted in bolded, italicized and/or bracketed type.

Proposed Principles
• Recognize role of alternative modes in congested corridors and
in addressing under-served populations.
• Allow use of Other Regional Priority funds for alt. modes which
have been identified through the regional planning process and
benefit the state transportation system.
• Support utilizing federal and SB1 funding flexibility on strategic
projects where it benefits the state transportation system.

the HUTF and any increases to the HUTF.

transportation revenues with local governments.

Funding for Off-system Roads
Proposed Principles
■ Recognize that the state and local roads are a continuous system that
must be addressed in partnership with local governments
•
■ All funds under Commission jurisdiction must be used on the state
transportation system except:
- where trades are under consideration, and
- where improvements to regionally significant off-system
facilities will directly benefit the state transportation system by
reducing or deferring maintenance and/or expansion costs,
and the proposed improvement is identified as a high priority
for Other Regional Priority funding through the regional
3 planning process.

• Given current resources, continue high priority on preservation,
A enhancement and maintenance of the existing infrastructure.
"' • Recognition that judicious expansion of the state transportation system
may be necessary to respond to projected growth. Expansion may
include increases in current corridor capacity, addition of new corridors,
or redesignation of local roads.
• Additions to the state system are contingent on:
— the availability of funds,
— an exchange of facilities with local governments, or

• Any additions to the state transportation system must be consistent
with the role and function of the state transportation system.
• CDOT should actively review/comment on the potential impact of

Transit Policy
Proposed Principles
• Transit is an integral component of Colorado's transportation
{ system.
• Benefits mobility by preventing congestion, providing an
alternative to congested roads, options for travel, energy
savings and environmental benefits.
• Is necessary to provide transportation access to the jobs,
medical services, and educational institutions for population
.' groups traditionally underserved by transportation, including
Colorado's increasing population 65 years and older.
• Support development of a new funding source to supplement
local transit capital needs and fund intermodal projects that
benefit the state transportation system.

Support pro-active techniques to mitigate impacts of the

— Comprehensively address anticipated environmental impacts

■ Provides only source of federal funds for small urban areas that
can be used off system
■ ORP cannot be used for off system improvements

■ Small Urban Program will sunset in 2004
■ Commitment [to create committee] to re-evaluate prior to
program sunset utilizing re-evaluation committee of
stakeholders
■ STAC representation on re-evaluation committee .

■ Retain current language
■ Clarify that Regional Planning Commissions and Metropolitan
Planning Organizations are encouraged to consider ITS projects
within their regional transportation plans.
■ ITS projects are eligible for Other Regional Priority funding.
• Commitment to coordination and planning among the state,
local governments and private providers.

Corridor Optimization

Proposed Policy Direction
Staff does not recommend re-wording the policy guidance at this
time. Corridor Optimization guidelines are currently being
le drafted with involvement of STAC and others which should
assist in clarifying the intent of Corridor Optimization.
