This workshop is scheduled to begin at 8:30 a.m. and conclude at 10 a.m. and will take place in CDOT Headquarter's Auditorium. You will notice on the handout materials that some of the STAC's recommendations have been incorporated into CDOT staff's recommendations. Those items remaining as STAC recommendations are noted in bolded, italicized and/or bracketed type. Please call me if you have any questions. My phone number is 303.757.9759. "' • Recognition that judicious expansion of the state transportation system may be necessary to respond to projected growth. Expansion may include increases in current corridor capacity, addition of new corridors, or redesignation of local roads. • Additions to the state system are contingent on: — the availability of funds, — an exchange of facilities with local governments, or wb g#n — partnerships with public and private entities. • Any additions to the state transportation system must be consistent with the role and function of the state transportation system. • CDOT should actively review/comment on the potential impact of proposed land use decisions on the state transportation system. 10/8/00 12 Mat Tiering the Transportation System Proposed Principles ■ Recognize the value of a tiered transportation system Aril:. to aid in optimizing investment. • Support development of performance objectives appropriate to the role facilities play in transportation system. • Refine adopted State Significant Corridors based on transportation investment and asset management programs. c • Work with transportation system stakeholders to define tiers. 10/8/00 14 Transit Policy Proposed Principles • Transit is an integral component of Colorado's transportation { system. • Benefits mobility by preventing congestion, providing an alternative to congested roads, options for travel, energy savings and environmental benefits. • Is necessary to provide transportation access to the jobs, medical services, and educational institutions for population .' groups traditionally underserved by transportation, including Colorado's increasing population 65 years and older. • Support development of a new funding source to supplement local transit capital needs and fund intermodal projects that benefit the state transportation system. 10/8/00 16 { Environmental Strategic Direction Proposed Policy Direction Support pro-active techniques to mitigate impacts of the "= transportation system on the environment by developing creative strategies that: — Comprehensively address anticipated environmental impacts of the state transportation system,er - Enhance affected communities as part of projects in a cost effective manner consistent with the mission of the Department, and - Expedite project development. 10/8/00 18 Small Urban Program Public Comment ■ Small Urban Program should be extended ■ Provides only source of federal funds for small urban areas that can be used off system ■ ORP cannot be used for off system improvements Current/Proposed Policy ■ Small Urban Program will sunset in 2004 ■ Commitment [to create committee] to re-evaluate prior to program sunset utilizing re-evaluation committee of stakeholders ■ STAC representation on re-evaluation committee . 10/8/00 19 Telecommunications rx Proposed Principles ■ Retain current language ■ Clarify that Regional Planning Commissions and Metropolitan Planning Organizations are encouraged to consider ITS projects within their regional transportation plans. ■ ITS projects are eligible for Other Regional Priority funding. • Commitment to coordination and planning among the state, local governments and private providers. .-f` 10/8/00 21 2 Corridor Optimization vrz Proposed Policy Direction Staff does not recommend re-wording the policy guidance at this time. Corridor Optimization guidelines are currently being le drafted with involvement of STAC and others which should assist in clarifying the intent of Corridor Optimization. w 10/8/00 23 Bicycle Shoulder Policy Proposed Principles Staff recommends consideration of the public comments as the Commission's Intermodal Committee continues to develop the High Tier Bicycle Corridors and other bicycle policy issues. 10/8/00 25 Yy:r, Rail Policy Policy Principles x " The State Significant Rail Corridors map has been expanded to be statewide and niidentify currently operating rail corridors on the Eastern Plains and Western Slope. fir: 10/8/00 27 Hello
