HomeMy WebLinkAbout20002318.tiff RESOLUTION RE: STATEMENT OF OPPOSITION TO PROPOSED AMENDMENT 21 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Colorado Fair Campaign Practices Act, at Section 1-45-117(1)(b)(Ill)(A), C.R.S., authorizes the County's adoption of a resolution and the taking of a position of advocacy on any issue pending before the electorate, and WHEREAS, voters of the State of Colorado will vote on November 7, 2000, on proposed Amendment 21 to the Colorado Constitution, regarding a $25 tax cut to lower each 2001 state and local tax in each tax bill for each utility customer and occupation tax and franchise charge; vehicle sales, use, and ownership tax; income tax; property tax; income and property tax equal to yearly revenue from sales and use taxes on food and drink other than tobacco and alcohol and income tax equal to yearly revenue from estate taxes, and WHEREAS, proposed Amendment 21 would then increase each tax cut by $25 yearly up to the amount of the applicable tax paid, and WHEREAS, if proposed Amendment 21 is approved by Colorado's voters, less money will be available for vital local government services in Weld County, such as fire protection, law enforcement, road maintenance and repair, drainage and flood control, library services, arid other important and necessary services enjoyed by the citizens of Weld County, thereby seriously impacting the local governments' abilities to provide such services, and proposed Amendment 21 does not require the State of Colorado to replace the local tax cuts, and WHEREAS, proposed Amendment 21 does not provide the opportunity for local voter- approved overrides or waivers of the proposed tax cuts, thereby reducing and ultimately eliminating local control of such government services. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that it hereby expresses its opposition to proposed Amendment 21, and hereby urges Weld County's voters to vote "no" on such ballot issue on November 7, 2000 2000-2318 C.'C CH, lrik'Y BC0029 RE STATEMENT OF OPPOSITION TO PROPOSED AMENDMENT 21 PAGE 2 The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 27th day of September, A.D., 2000.
