Goss Dear Members of the Board: We are the owners of the property north of the applicant's property. Our property is part of the West Ridge Subdivision, Zoned R-1 and historically used for agricultural purposes, i.e. pasturing horses and cattle. We have lived in this area for 15 years, are quite familiar with the historical use of the applicant's property and oppose its expanded special use. The legal step of obtaining a special use permit for commercial purposes is significant and has inevitable negative impact on the surrounding residential uses. It is very important to us that the predominant residential use and zoning be protected. In that regard, the proposed commercial operation is much different than the long-time use of the previous owner who maintained only his own horses and cattle. To provide protection and avoid the potentially adverse impact upon ourselves and other owners we request the following conditions be attached to any special use permit: 1 . The allowable number of animals be reduced to no more than 20. The historical use was significantly less than the requested 40 animals. There may have been times when as many as 30 animals were present, but only on a temporary basis. This was confirmed by the previous owner who, incidentally, leased our pasture and therefore had access to much more acreage for his animals. Forty animals are way too many given that only about three acres are available for the animals. We estimate the applicant's pasture is no more than 1/2 acre, certainly inadequate for the animals or their . EXHIBIT Weld County Board of County Commissioners Page Two waste. Provisions for waste disposal are needed. 2. The historical use has been horses with a few calves or steers for roping practice. We request that the permitted animals be limited to horses and cattle, with no more than one-half of the allowed animals being cattle. 3. With a commercial operation, a buffer zone should be established in accordance with Greeley's established criteria quoted in the file. The applicant has not observed any setback from our property nor, we believe, from his neighbors on the east or west. Setbacks of 15 or more feet with vegetation will help protect the existing residential use and zoning of the surrounding properties. We ask that the permit not be approved unless these limitations are included. We hope to attend the meeting to answer any questions you may have.
