This report summarizes the activities of the Weld County Council during the third quarter of the calendar year 2000. July 18, 2000 - Weld County Centennial Center • President Al Roberts reported that the Public Works Department determined that Weld County Road 5 '/ north of Hwy 119, where only half of the road is paved, is currently not a safety hazard. This situation will result in a policy change by th ; Board of County Commissioners that would require developers to pay for at le ar;t three inches of pavement on both sides of a road they are required to pave • Vice President Dwaine Kurtz presented to the Council a compilation of information for use in the Council's task of setting the Commissioners' salaries for years 2003 and 2004. August 15, 2000 - Pierce Town Hall • Kathy Seiler, Supervisor of Weld County Elections Department, was the guest speaker. Ms. Seiler outlined the many duties of the Elections Department. A sampling of the topics she covered is as follows: Registering voters/updating voter rolls; updating/tracking all special districts; coordinating, certifying, printing:. and processing ballots; verifying petitions; establishing precincts and polling places; all forms required for elections; publishing legal notices, maintaining aria delivering all election equipment; testing phones at polling places; test votes; telephone support for local and special elections; working with the Logic and Accuracy Board, the Absentee Ballot Board, and the Canvass Board, processing, certifying, and posting all election results; maintaining statistics required by state and federal governments; keeping abreast of election-related legislation; recruiting and training election judges. • Information from Vice President Dwaine Kurtz regarding the history of Welc', County elected officials salaries and salary ranges of Weld County employees was distributed. September 19, 2000 - Weld County Centennial Center • Employees of the Department of Motor Vehicles including Beverlee Dabney, Cynthia Loftus, and Linda Gustin presented their concerns and questions to the Weld County Council. Topics covered included reevaluation request/comments regarding their salaries; $8,000 salary increase for the County Commissioners. cost of training/retaining employees/inexperienced employees due to low salaries; the stress/challenges/increasing work load/knowledge required to wort, at the Department of Motor Vehicles; 1999 Management/Organizational Study of the Clerk and Recorder's Office; concern that no personnel are in training for ( Srta44 ../ /O . J3 2.000-2576 Weld County Council Report to the People October 17, 2000 °age 2 of 3 south east Weld Motor Vehicles office and that employees working in Greeley may have to commute to man that office; request for guidance for their elected official and "where to go" with their concerns. • The Council voted to request the Board of County Commissioners review the salaries and the staffing of the Clerk and Recorder's Office. • County Attorney Bruce Barker presented to the Council his interpretation of Colorado Revised Statutes and the Weld County Home Rule Charter that there are only two reasons the Council can meet in an executive session: 10 take legal advice or to deal with personnel issues related to staff employed by the Council. • Councilman Dan Oster reported to the Council on his visit with Mr. Broda who is in charge of the pest and weeds component of the Public Works Department. Councilman Oster explained the procedures of Mr. Broda's program and the limits of staffing and supplies to control eight species of noxious weeds. Weld County's policy regarding controlling noxious weeds on private prope-ty was also covered. • The Weld County Council voted the Board of County Commissioners' salary for the year 2003 will be $59,000 and for 2004 will be $61 ,000. A resolution stating this information will be prepared for adoption at the October 17°i meeting of the Council. During the third quarter of 2000, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. Council meetings are on the third Tuesday evening of each month at 6:30 p.m. H the Weld County Centennial Center, Greeley, Colorado or in a Weld County town at a time and place to be announced.
