Re: 1998 and 1999 Annual Financial and Population Report
Dear Mr. Warden and Ms. Daniels-Mika:
Amendment to original Service Plan for St. Vrain Sanitation District, as approved by the Board
of County Commissioners, calls for submittal of an annual financial and population report to the
Weld County Planning Commission and Board of County Commissioners. We regret that this
report was not submitted in 1999 (for 1998). The Manager at that time was incapacitated by
sudden and serious health problems. This report therefore, concerns the years 1998 and 1999.
Financial Report.
Assessed valuation has increased as follows:
Budget year 1998, $13,543,100 (previously reported)
Budget year 1999, $23,338,380
Budget year 2000, $32,881,460
The 1999 mill levy (collected in 2000) for general operating purposes is 1.389 mills and
16.546 for general obligation debt. This totals 17.935 mills, and is 7.055 mill reduction
over the past two years, and 17.055 mill reduction over the past five years.
1998 operating revenues were $913,413 and expenditures $698,378. 1999 operating
revenues were $4,426.410 and expenditures $695,584. Year 2000 operating budget calls
for revenues of$8,245,900 and expenditures of$8,605,490.
1998 debt tax revenues totaled $358,144, and debt service was $494,873. 1999 debt tax
revenues were $483,260, and debt service was $497,000. Year 2000 budget for debt tax
reserves is $548,510, and debt service is $498,800.

Reserves at the end of 1999 were $748,081 for debt; $3,913,669 for general operations;
and $32,806 for District governance.
Population Report.
The estimated total daytime population equivalent for the District as of December 31,
1999 was Weld County-2,816, Firestone-261, and Frederick-267, for a total of 3,344.
(Three month treatment plant influent average equates to a population of 2,568.) It
should be noted that as of 4/14/00, tap sales for 2000 indicate that 15% can be attributed
to Weld County, 30% to Firestone, and 55% to Frederick.

Properties (35 acres included 3/10/94) located in Sec 3, TIN, R68W are located south of
Highway 52 (WCR-14). As these properties are within the St. Vrain Sanitation District drainage
basin and within its State of Colorado Department of Health and Environment Areawide Clean
Water Planning Area, they are deemed not a"material modification" to its approved Service
Plan, pursuant to Section 31-1-207 CRS.
