HomeMy WebLinkAbout20002717.tiff RESOLUTION RE: APPROVE UPDATE TO 2001 DEPARTMENT OF TRANSPORTATION CONTRACT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Update to the 2001 Department of Transportation Contract between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Colorado Department of Transportation, with terms and conditions being as stated in said update, and WHEREAS, after review, the Board deems it advisable to approve said update, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Update to the 2001 Department of Transportation Contract between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Colorado Department of Transportation be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said update. For 2000, in comparison to proposed estimates in the application the differences are: We will not have fare revenue in Year 2000. Medicaid should be closer to $43,000 vs. $75,000. Grant 5311 will be $62,200 vs. $91,000. Head Start should be $470,000 vs. $540,000. School District should be$21,000 vs. $38,000. TANF should be $17,000 vs. $10,000. In 2001 the proposed changes should be fairly similar, except we will have fare revenues in 2001. NOTE; the Weld County funding is for capital purchases only. The Applicant has the requisite fiscal, managerial, and legal capacity to carry out the Section 5311 project described herein and to receive and disburse Federal funds. B. Some combination of State, local, federal and private funding sources has or will be committed by the applicant in a timely fashion to provide the required local share. C. The Applicant has, or will have by the time of delivery, sufficient funds to operate the vehicles and/or equipment purchased under this project, if applicable. D. The Applicant assures affirmative compliance with Title VT—Nondiscrimination in the Provision of Service O.I A C 4702.1; FTA C 9040.1E; and FTA C 9070.1E). E. The transportation needs of elderly and handicapped persons have been addressed by the Applicant. F. The Applicant has demonstrated and will continue to demonstrate efforts to achieve coordination with other transportation providers and users. G. The Applicant will comply with the applicable provisions of the guidelines relative to charter bus service (49 CFR Part 604) and school bus operations (49 CFR Part 605; 49 USC 5323(f). H. The Applicant has worked to ensure the continued use of existing revenues to complement Section 5311 funds. I. The Applicant has or will establish and implement a system of drug and alcohol testing as required in federal regulations. J. The Applicant will implement policies and procedures to ensure compliance with the provisions of the Americans with Disabilities Act of 1990. K. The Applicant will provide a fair and timely opportunity to private sector operators to participate in the project.
