It is intended that this letter will clarify: • the number of taps serviced • the number of taps sold, • current tap sales, • projected demand, and - • projected capacity. Present Service • The District's facilities currently n-eat the effluent from an estimated 1250 single family equivalents (SFEs). One single family equivalent is the average amount of sewage effluent from a single family residence. Estimates of flow from a single family residence range from 130 gallons per day(gpd)for a • summer cottage to 260 gpd for a luxury home*. Flows for the month of January,2000 averaged 266,000 gallons per day or 53%of rated capacity. As of February 15,2000,the District,since its inception,has issued 1476 SFEs to residents,businesses,and builders. Many of these are commercial/industrial taps which represent multiple SFEs. In addition,the District has issued one tap to Sun Communities which represents no more than 100 SFEs per year for 4 ''A • years. The District currently averages about 50 SPE sales per month. Treatment Plant Capacity The Saint Vrain Sanitation District operates an aerated lagoon treatment plant along the Saint Vrain River approximately 2.5 miles east of 1.25. The rated capacit:'of the treatment plant is.5 million gallons per day (mgd). At that time the District began preparation of a site application for the District's treatment plant expansion. After consulting the Colorado Department of Health and Environment,(CDHE)the District prepared an application for a permit to build a treatment plant with a rated capacity of 4.5 mgd. The plant is to be built in 1.5 mgd increments as needed. The District's site application was reviewed and approved by the North Front Range Water Quality Planning Association on December 2, 1999. Shortly thereafter the application was approved by the Weld County Health Department. The application is now being reviewed by the CDHE. The District expects CDHE site approval within a short time. The District intends to begin construction of the first 1.5 mgd increment of expansion in June of 2000. Population projections have a high degree of uncertainty. Based on projects in some stage of review by land use regulatory agencies, the population within the District's 208 boundary is projected to be 30,000 by the end of 2005. Actual population increase is critically dependant upon the availability of raw water. The District feels the probability is high that the population within its 208 boundary will increase from its present population of approximately 4000 to about 10,000 within the next two years. The District's plans for treatment plant expansion will accommodate the expected growth within the District's 208 boundary.
