RE: DECLARE CERTAIN PROPERTY AS SURPLUS PROPERTY, APPROVE
MEMORANDUM OF AGREEMENT, AND AUTHORIZE SALE OF SAME TO
COLORADO DEPARTMENT OF TRANSPORTATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, State statute and the Weld County Administrative Manual require that all
items disposed of be declared surplus by the Board of County Commissioners, and
WHEREAS, the Board has been presented with a Memorandum of Agreement from the
Colorado Department of Transportation, and
WHEREAS, the County has determined that a certain building, described as a 1978
Metal Shop/Garage of 2,658 square feet, being more fully described in said proposal which is
attached hereto and incorporated herein by reference, is no longer required for County use, and
WHEREAS, the Board has been presented with a Memorandum of Agreement from the
Colorado Department of Transportation to buy said building for and in consideration of the sum
of $27,500.00, and
WHEREAS, the Board deems it advisable to declare said building as surplus and
approve said Memorandum of Agreement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the abovementioned building be, and hereby is, declared surplus
BE IT FURTHER RESOLVED by the Board that the Memorandum of Agreement from
the Colorado Department of Transportation in the amount of $27,500.00, be, and hereby is,
approved.

This is my real property limited scope, restricted use, valuation report for the referenced property wit an
effective date of valuation as of May 5, 2000. The purpose of this valuation is to provide an estimate of the
depreciated cost of the subject improvements. This is a restricted use report to be used exclusively by the
State of Colorado Department of Transportation for internal purposes. The attached limited scope, restricted
use valuation report sets forth my conclusions, along with supporting data and reasoning which form:• the
basis of my opinion.
I understand that this valuation will be used in connection with the acquisition of a pole frame metal
building, located on the Colorado Department of Transportation maintenance grounds. This report with
supporting data,analyses,conclusions and opinions is to serve as a basis for negotiating a purchase prix- for
the subject improvements.
The valuation estimate is subject to certain definitions,assumptions and limiting conditions,and certified Lion
of appraiser set forth in the attached valuation report. This report has been prepared only for the internal
use of the Colorado Department of Transportation. This report has not been verified to conform with the
Uniform Standards of Professional Appraisal Practice (USPAP).
Based upon my independent valuation and exercise of my professional judgment, my opinion of the
depreciated cost of the subject improvements as of May 5, 2000 is $27,500, as if unaffected by hazardous
waste or contamination.

Scope of Analysis and Methodology
The subject of this analysis is a 2,658 square foot garage building located on the Department al
Transportation's West Greedy Maintenance yard at 10601 Highway 34 Business. . The building is built kilo,:
owned by Weld County. The land is owned by the State of Colorado DOT.
There is no market information on the sale of similar buildings, where the building is owned by one ent t%
and the land by another. Since the building is being purchased by the landowner, land valuation is not
applicable. Due to the unique nature of the property and transaction, typical appraisal procedures do ni t
apply.

The depreciated cost has been estimated based upon the cost new of the existing improvements, mums
depreciation. The cost new has been determined using cost estimate manuals published by Marshal] 3z Swift, with support fm local contractor estimates. Depreciation has estimated condition ofro

Analysis and Valuation
The subject property is a 2,658 square foot garage building. The construction consists of 5" X 6" wood poles
with metal exterior panels. The building measures 44' X 60.4' with a ceiling height of 17' 3". The structure
was reported to have been built between 1978 and 1980. The building has the following features: three
automatic garage doors measuring 15'wide X 16'tall; two gas operated space heaters; a'/e bathroom;six 3' X
6' sky light panels; three 10' florescent lights; seven electrical outlets; five 2' X 5' single pane windows, a
concrete slab floor;and a 6'X 60.4 sidewalk/garage entry apron.
The subject improvements are of Average Class D construction, in accordance with Marshall & Sv,dit
Valuation Services. The Marshall&Swift Valuation Service indicates a construction cost of$15.39 per square
foot. A local building contractor has indicated a cost of$15.00 per square foot. For purposes of this anal ss
$15.00 per square foot has been selected as the building cost.
In addition to the builder's cost, developers profit has been estimated a 15%,. The developers profit is a
customary charge that accounts for the developers entrepreneurial efforts.
The structure is reported to have been built between 1978 and 1980,indicating an actual age of 20 to 22\ears.
The building appears to have received average to above average maintenance. Marshall & Swift Valuation
Service indicates that Average Class D garage buildings have a life expectancy of 35 to 40 years. Based upon
This information and the physical inspection of the improvements,depreciation is estimated at 45°/
Given the construction cost,developers profit and depreciation, the subject improvements have an estini ded
depreciated cost as indicated on the following page:

Assumptions And Limiting Conditions
The certification of the appraiser appearing in the valuation report is subject to the following condition:, and

1. Only the depreciated value of the subject improvements have been considered in this limited scope,
restricted use,valuation report.
The estimate of reasonable market value and compensation for the property segment to b:• acq.aired

2. The appraiser has not verifies if this report was performed as a complete appraisal, as defined b: the

Dear Mr. Hempen
As your are aware, Weld County has leased a piece of land owned by the Colorado Department of
Transportation, at an area commonly called Treasure Island, for a maintenance shed. The lease
for this piece of property has expired however Weld County did have the option to remove the
bulilding. CDOT has been informed that Weld County does not want to remove the building anc
that if CDOT wanted it, to make an offer.
The purpose of this letter is to offer Weld County the sum of$27,500 for this building. If this
offer is acceptable to Weld County please contact me at the address or phone number listed below
