Weld County Public Works has reviewed this proposal. This project falls primarily under the purview of the Weld
County Site Specific Development Plan and Special Review Permit(USR)Amendment Standards. My comments
and requirements are as follows:
COMMENTS:
/The applicant states that the access from WCR 2 (168th Avenue)to the existing Hall-Irwin Sand and Gravel Mining
Operation shall be used to access the amended area. No additional accesses will be granted to WCR 2 which
is an arterial status roadway. There will be additional parking areas provided to accommodate the landscape
material sales.
1.All storm water drainage will flow north toward the pit and into the dewatering trenches.
REQUIREMENTS:
/ No parking or staging shall be allowed on the existing access road to the sand and gravel operation adjacent to
the amended landscaping material area, only the designated parking area shall be utilized.

COLORADO CASE NO.; AmUSR-1172 NAME: Hall-Irwin Construction Co.
Environmental Protection Services has reviewed this proposal. The following are the original conditions that
are recommended to be part of any approval:
I) All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects
against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted i this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditioi s.
4) Fugitive dust shall be controlled on this site.
5) The maximum permissible noise level shall not exceei the industrial limit of 80 dB(A), as
measured according to 25-12-102, Colorado Revised Statues.
6) A NPDES Permit shall be obtained from the Water Quality Control Division of the c.�nrado
Department of Health for any proposed discharge into State Waterways.
'7) The applicant shall remove, handle, and stockpile overburden, soil, sand and gravel from the
facility area in a manner that will prevent nuisance conditions.
8) An Air Pollution Emission Notice and emission permit shall be obtained from the Air Pollution
Control Division of the Colorado Department of Public Health for emissions from the mining
operations. The site shall operate in accordance with all applicable rules and regulations of the Air
Pollution Control Division.
9) The operator shall submit a dust abatement plan for approval to both the W.C. Planning
Department and the W.C. Health Department.
10) No permanent structures are proposed for this site. Portable toilets may be utilized on sites which
'1,/ are temporary locations of the working face and portable processing equipment, etc. for up to six
months at each location.
i, 11) Drinking water shall be supplied at the aggregate processing plants by delivered bottled water.
12) The facility must comply with the rules and regulations of the Colorado Division of Minerals and
Geology.

The additional conditions required for the landscaping sales proposal are as followed:
I) All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act,
30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.

5) Adequate toilet facilities shall be provided for the public and employees.

6) An individual sewage disposal system is required for the proposed facility and shall be installed
J according to the Weld County Individual Sewage Disposal Regulations. The septic system is
required to be designed by a Colorado Registered Professional Engineer according to the Weld
County Individual Sewage Disposal Regulations.
7) The applicant shall remove,handle,and stockpile overburden,soil,sand and gravel from the facility
area in a manner that will prevent nuisance conditions.
8) The installation of the septic system shall comply with the Weld County I.S.D.S. floor(plain policy.
9) The facility shall utilize bottled water for the employees and public.

Hi Anne-
I received a call from Shani at uttle Applegate and she mentioned there is a
trailer 100 ' from the proposed trailer for the landscaping business. They
would like to use those bathroom facilities. I would like to change #6
condition to read:
#6) The landscaping business shall use the existing trailer for bathroom
facilities which is located 100' from the proposed trailer. Weld County
Department of Public Health & Environment could not find a permit for the
trailer(s) located on this site. The septic system shall be reviewed by a
Colorado Registered Professional Engineer. The review shall consist of
observation of the system and a technical review describing the systems
ability to handle the proposed hydraulic load. The review shall be submitted
to the Environmental Health Services Division of the Weld County Department of
Public Health and Environment. In the event the system is found to be
inadequately sized or constructed the system shall be brought into compliance
with current Regulations. (1
