This 173.7 acre annexation will be considered by the City of Greeley Planning Commission on February 22, 2000, and the City Council on March 21, 2000, where the ordinance will be introduced and the public hearing will be on April 4, 2000. The applicants have indicated the proposed uses at this time include the continuance of existing uses, and a proposed church on a ten acre site. The other owners would maintain their existing uses. COMPREHENSIVE PLAN The site lies within the City's Mid-Range Expected Service Area, within the boundaries of the Long-Range Expected Growth Area, and halfway within the Municipal Services Suitability Area. Generally speaking, the existing land uses are compatible with existing surrounding land uses both within City limits and in unincorporated Weld County. Under the Land Compatibility section of the Comprehensive Plan, the site has slopes between 1.5% - 15%. Access is currently possible from 4th Street, 59th Avenue and 10`h Street. 59th Avenue and 10th Street are designated as major arterial streets, while 4th Street is a major collector. SURROUNDING LAND USES North - Single-Family Residences South - Retail, Residences, Church East - Proposed Residences, Undeveloped West - Hewlett-Packard/Light Industrial SURROUNDING ZONING North - County A (Agricultural) South - County C-3 (Commercial) East - City C-H (Commercial High Intensity) (Agricultural) West - County C-3 (Commercial) ANALYSIS The site is adjacent to existing city limits on three sides, and is fully within the City's Long- Range Expected Growth Area and Mid-Range Expected Service Area, and halfway within the City's Municipal Services Suitability Area. Within City limits immediately to the east of this site is a vacant parcel which is zoned C-H (Commercial High Intensity), an undeveloped PUD, and a developing R-L site. To the south are existing retail establishments in the County. Single-family residential lots exist to the north, and Hewlett Packard is to the west. The land use envisioned by the applicant for this site is the continuation of the existing uses, and the addition of a church in the northwest portion of the site. The annexation of this site into the city would be consistent with present growth patterns and Comprehensive Plan policies, which encourage compact development. There is clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this requested annexation. Attachment D PETITION FOR ANNEXATION /ltL -bpi-y(4' ANNEXATION TO THE HONORABLE MAYOR LAND CITY COUNCIL OF THE CITY OF GREELEY, COLORADO: The undersigned, in accordance with Title 31, Article 12, Chapters• 101 et. seq., Colorado Revised Statutes, 1973, as amended, hereby petition the City Council of the City of Greeley for annexation to the City of Greeley of the togitory.described herein and described and shown on the map designated, " - OnIkf Annexation." The description of the territory hereby petitioned for annexation to the City of Greeley is set forth in Exhibit A attached hereto and incorporated herein by reference. In support of this petition, the Petitioner(s) allege(s) that: 1. It is desirable and necessary that the,above-described territory be annexed to the City of Greeley. 2. The requirements of Section 31-12-104 and 31-12-105 of the Colorado Revised Statutes exist or have been met in that: A. Not less than one-sixth (1/6) of the perimeter of the area proposed to be annexed is contiguous with the City of Greeley. B. A community of interest exists between the territory proposed to be annexed and the City of Greeley. C. The territory sought to.be'annexed is urban or will be urbanized in the near future. D. The territory sought to be annexed is integrated or is capable of being integrated with the City of Greeley. 3. In establishing the boundaries of the territory proposed to be annexed, no land held in identical ownership, whether consisting of one tract or parcel of real estate • or two or more contiguous tracts or parcels of real estate, bas/have been divided into separate parts or parcels of real estate without the written consent of the land owner or land owners thereof, except and unless where such tracts or parcels are already separated by a dedicated street, road, or other public way. 4.
