DISTRICT - HALL-IRWIN CONSTRUCTION COMPANY
A public hearing was conducted on October 11, 2000, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated September 25, 2000, and duly published
September 28, 2000, in the South Weld Sun, a public hearing was conducted to consider the
request of Hall-Irwin Construction Company for a Site Specific Development Plan and Amended
Use by Special Review Permit #927 for a Gravel Mining Operation in the A (Agricultural) Zone
District. Lee Morrison, Assistant County Attorney, made this a matter of record. Kim Ogle,
Department of Planning Services, presented a brief summary of the proposal and entered the
favorable recommendation of the Planning Commission into the record as written. Mr. Ogle gave
a brief description of the location of the site and surrounding uses. He stated the original Use by
Special Review Permit was approved by the Board on February 27, 1991. The applicart is
requesting a 16-acre parcel be removed from the Permit boundary to be conveyed to the Poudre
Learning Center for development of outdoor learning facilities that focus on the natural geology and
ecology of the local environment. The remainder of the site will be mined by the Weld County
Department of Public Works for an estimated five-year period. Mr. Ogle stated the Poudre River
Trail lies adjacent to the site, north of Weld County Road 62.25. On April 25, 1994, Hall-Irwin
transferred the Mineral Reclamation Permit to Weld County. Mr. Ogle stated 13 referral agencies
reviewed this case. Eight offered comments, five did not respond, and one surrounding p'operty
owner submitted a letter indicating they have no concerns with the proposal.
Chair Kirkmeyer clarified that Weld County is the applicant. No public testimony was offered
concerning this matter.

Commissioner Hall moved to approve the request of Hall-Irwin Construction Company for a Site
Specific Development Plan and Amended Use by Special Review Permit#927 for a Gravel Mining
Operation in the A(Agricultural)Zone District, based on the recommendations of the Planning staff
and the Planning Commission, with the Conditions of Approval and Development Standards as
entered into the record. The motion was seconded by Commissioner Geile, and it carried
unanimously.
This Certification was approved on the 16th day of October 2000.
