This project falls primarily under the purview of the Weld County Subdivision Ordinance 173-E (Minor Subdivision) for change of zone. Our comments and requirements are as follows: COMMENTS: WCR 19 is designated on the Weld County Transportation Plan Map as a collector status road which requires 80 feet of right-of-way at full build out. There is presently 60 feet of right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning Ordinance (Ordinance 89, as amended), the required setback is measured from the future right-of-way line. Refer to the typical cross section, provided in the packet, which identifies existing and future right-of-way setbacks and 60 feet of dedicated right-of- way. REQUIREMENTS: In my memo of December 22, 1998, I recommended that the applicant redesign the access road as it created a problem with traffic running parallel to the collector road. Relocation of the entrance to the opposite end creates a separation between the collector status road and the internal road that is approximately 90 feet wide (equivalent to 7.5 lane widths)with additional landscaping and fencing. This appears to be an adequate separation. All internal lots shall access off the internal road system with no direct access to WCR 19. On the plat, the applicant shall place a typical cross section with dimensions which reflect the internal road system. The applicant shall submit a storm water drainage report prepared by a Colorado licensed professional engineer. • This report shall be certified and stamped. The engineer is required to use material published by a generally accepted authorized source approved by Weld County Engineering which must be referenced as a part of the submittal information. Weld County does not publish technical data or storm water drainage design manuals. During the past several months Platteville has been working on a new comprehensive plan. There have been two factors,which have been identified as part of this plan,first is to discourage flagpole annexations, second to identify agricultural buffers between Platteville and it's neighbors. It does us little good to pursue these goals if the rest of Weld County is to become a collection of one to five acre estate home sights. It is our understanding that Weld County has identified as part of it's mission to protect and promote agriculture. Allowing prime farm land to be turned into one to five acre home sights is contrary to this mission. If the county is truly interested in preserving agriculture this type of development needs to be discouraged and the inevitable growth needs to be directed to the towns where higher density will mean less agricultural land being forever taken out of production.
