The Weld County Public Works Department has reviewed this Change of Zone request.Our comments and
requirements are as follows:
COMMENTS:
The developer will eventually have to obtain ap access permit for this site from the Colorado Department
of Transportation. It would probably be more appropriate that this requirement be part of a site plan review.
RECOMMENDATION: Approval

1. Building permits are required before any buildings or structures, are built, remodeled, moved, or
demolished. Building permits shall be obtained before any excavation.
2. Separate building permits are required for all signs. Signs shall adhere to Section 42 of the Weld
County Zoning Ordinance and Section 2.8 of the Weld County MUD Ordinance as applicable.
Engineering may be required.
3. Electrical permits shall be obtained for all electrical work. For instance, electrical permits are
needed for any site lighting or any irrigation systems.
4. All buildings shall be engineered. Engineered foundations shall be based on a site-specific
geotechnical report or an open hole inspection performed by a Colorado licensed engineer. Any
fill material shall contain no rock or similar irreducible material with a maximum dimension
greater than 12 inches. All fills shall be compacted to a minimum of 90 percent of maximum
density. Engineering reports shall be supplied for all fill material.
5. The allowable floor areas of buildings shall be limited by Section 504 of the 1997 Uniform Building
Code (UBC)
6. All buildings shall maintain distances from property lines and adjacent buildings as outlined in
Section 503 and Table 5-A of the UBC.
7. Fire-protection systems shall be installed as required in Chapter 9 of the UBC.
8. The design and construction of accessible buildings and building elements shall be in accordance
with Chapter 11 and Appendix Chapter 11 of the UBC.

9. The appropriate fire district shall receive a complete set of construction documents prior to the
development of any specific site.
10. Additional requirements or changes may be required when building applications or plans are
reviewed by the Weld County Building Inspection Department or the Union Colony Fire District.

Several days ago I met on site with Intermill Land Surveying about the above recorded exemptions. Based upon that
meeting, CDOT has agreed to allow access to both of these recorded exemptions. The location and design will
determined at a later date once proposed uses are decided.

In consultation with the Natural Resources Conservation Service (NRCS) ,
we have reviewed the above referenced case and have the following
comments .
SOILS/LIMITATIONS: The soils found on the above referenced sites are
classified as Osgood sand. These are deep, well drained soils typical of
the high plains region. The surface layer is typically 22 inches thick
and composed of a grayish brown sand with a subsurface of a sandy loam .
Permeability is moderately rapid with a moderate water holding capacity.
Building construction has only slight limitations but septic systems
have a severe limitation.
PRIME FARMLANDS: This soil is not considered as `prime farmland' .
SOIL EROSION POTENTIAL: Surface runoff is very slow and the potential
for water erosion is slight . The potential for wind erosion, however, is
very high. Any loss of vegetation needs to be dealt with immediately.
Any construction activities need to be limited to small, controllable
areas. Disturbed areas need to be protected as soon as possible .
OTHER:
The District welcomes the opportunity to review and comment on proposals
such as this . Conservation and wise use of our natural resources are
foremost in our goals and objectives . We look forward to working with
