NOV 2 3 2000 Mr. Alan Scheere Mr. Bill Hedberg Waste Management ^ R E C E North Weld Sanitary Landfill 2090 E. i 04 Av'. #300 V E® 40,000 We'd Ccun y Road 25 Denver, CO 80233 Ault, CO 80610-9748 RE: North Weld Sanitary Landfill Phase 1 —Module 5 Design Package (Revision 2) Dear Mr. Scheere and Mr. Hedberg, I am responding to your October 12, 2000 letter and the enclosed North Weld Sanitary Landfill (NWSL) revised design submittal listed below: • Phase 1 —Module 5 Construction Plans (drawings revised October 2000) • Technical Specifications for Phase 1 —Module 5 Cohesive Soil Liner and Leachate Collection System (revised October 2000) • Phase 1 —Module 5 Liner System Construction Quality Assurance Plan(revised October 2000) • Phase 1 —Module 5 Detention Pond Drawing No. 1 (revised October 2000) • Section III Technical Specifications and Quality Assurance Plan for Construction of Storm Water Pond(revised October?non) In consultation with the Weld County Department of Public Health and Environment, I offer the following comments regarding the above documents: Phase 1 —Module 5 Construction Plans Based on our November 16, 2000 meeting, it is understood that"K< 1X10-7 SEC/CM"noted on Drawing 6 Detail 2 (Leachate Sump Detail) should instead read "K< 1X10-7 CM/SEC." With this understanding, the Phase 1 —Module 5 Construction Plans (drawings revised October 6, 2000) are approved. 200033%3 Mr. Alan Scheere and Mr. Bill Hedberg November 20, 2000 Page 2 Technical Specifications for Phase 1 —Module 5 Cohesive Soil Liner and Leachate Collection System The Technical Specifications for Phase 1 —Module 5 Cohesive Soil Liner and Leachate Collection System (revised October 2000) are approved. However, where applicable, it is recommended that future specification submittals more explicitly address the permanent sump 5' horizontal perforated pipe section and the solid wall riser pipes (as shown on Drawing 6). Phase 1 —Module 5 Liner System Construction Quality Assurance(CQA) Plan The Phase 1 —Module 5 Liner System Construction Quality Assurance Plan(revise-I Oe*ober 2000) is approved. However, where applicable, it is recommended that future CQA plan submittals more explicitly address the permanent sump 5' horizontal perforated pipe section and the solid wall riser pipes (as shown on Drawing 6). And, please include a future CQA plan requirement that quality control certificates for all high density polyethylene pipes shall be included in an appendix to the construction documentation report. Also, please include a future CQA plan requirement that the record survey to be performed by a Colorado registered professional land surveyor will include the temporary sump top of clay backfill (i.e., outside the trench). Phase 1 —Module 5 Detention Pond Drawing No. 1 In deference to Colorado Department of Transportation(CDOT) concerns regarding NWSL storm water discharge onto CDOT right of way, we are unable to approve this drawing. Also, this drawing does not appear to be properly sealed. Section III Technical Specifications and Quality Assurance Plan for Construction of Storm Water Pond Our office did not receive a document(revised October 2000) entitled"Section III Technical Specifications and Quality Assurance Plan for Construction of Storm Water Pond". Instead, we received a document entitled"Technical Specifications and Quality Assurance Plan for Construction of Stormwater Pond." Contrary to the title, this document appears only to contain specifications. Nevertheless, in deference to Colorado Department of Transportation(CDOT) concerns regarding NWSL storm water discharge onto CDOT right of way,we are unable to approve this document(which references the above drawing). Moreover, this document also does not appear to be properly sealed. Based on our November 16, 2000 meeting, it is my understanding that a revised run-on and run- off control system design submittal is forthcoming. Please submit a drawing(s), specifications and a comprehensive CQA plan that address construction of this required control system. It is recommended that the CQA plan format be similar to that of previous CQA plan submittals. J < - P Mr. Alan Scheere and Mr. Bill Hedberg November 20, 2000 Page 3 In closing, the Hazardous Materials and Waste Management Division of the Colorado Department of Public Health and Environment (Division) is required to bill for its review of technical submittals, pursuant to CRS 30-20-109(2)(b).
