The final plat drainage study was incomplete (Sections 7.2.8 and 10.12). The pries are not labeled on the plans as requested from the last submittal. 2. The subdivision road plans were not submitted (Section 7.2.9). Various grade changes were requested that may effect the drainage. I am writing this letter to document our conversation with Aaron Thompson, in which I attempted to explain my reasons for requesting this continuance. Health Department \ COLORADO CASE NO.: S525 NAME: Beebe Draw Farms/Jim Fell The Weld County Department of Public Health and Environment has received a response from the applicant regarding comments and recommendations made on March 14, 2000. Phase I of the development was approved without requirements for primary and secondary septic system envelopes and the protection and/or preservation of those envelopes for future use. However these requirements have evolved due to issues with lack of available area for installation of second absorption fields on property with systems that have failed. Although the Department does not oppose the approval of the development, there are strorg concerns regarding future adequate sewage disposal. The Department's intention is to assure adequate area is available for replacement fields as they become necessary. Comments pertaining to septic: systems for the clubhouse, dockmaster, picnic shelter, and equestrian center and stormwater management at the equestrian center are listed as a matter of notification for the owner as anticipated deve opment requirements. The owner must meet all requirements at the time each amenity is constructed. Therefore, the Department recommends that the request be approved with the following conditions. 1. Primary and secondary septic system envelopes shall be recorded on the plat. Primary arc secondary septic system envelopes shall be designated on the plot plan at the time of building permit application. Each envelope must meet minimum current setbacks as specified n the Weld County Individual Sewage Disposal System Regulations. 2. Language for the preservation and/or protection of the second absorption field envelope shall be recorded on the plat. 3. The clubhouse and dockmaster septic system envelopes shall be a minimum of 200 feet from Milton Reservoir. 4. The picnic shelter area shall provide, at a minimum permanent, vaulted restroom facilities. A vaur facility similar to a rest area or park service facility is recommended. Therefore, we will reiterate them as a part cf this referral. They are: 1. The applicant shall obtain water service from the Central Weld County Water District:. 2. In the event that 5 or more acres are disturbed during the construction and developrneat of this site, the applicant shall obtain a storm water discharge permit from the Water Quality Control Division of the Colorado Department of Public Health and the Environment. 3. During development of the site, all land disturbance shall be conducted so that nuisance condition s are not created. If dust emissions create nuisance conditions, at the request of the Weld County Health Department, a fugitive dust control plan must be submitted. 4. In accordance with the Regulations of the Colorado Air Quality Control Commission any development that disturbs more than 5 acres of land must incorporate all available anc practical methods which are technologically feasible and economically reasonable in order tc minimize dus emissions. a) If land development creates more than a 25 acre contiguous disturbance, or exceeds 6 month in duration, the responsible party shall prepare a fugitive dust control plan, submit an air pollution emissions notice, and apply for a permit from the Colorado Department of Public Healtr and Environment. 5. The open space maintenance shall include removal of manure in a manner that will prevent nuisance conditions and not allow runoff into Milton Reservoir. Planning DATE: March 14, 2001 FROM: Pam Smith, W.C. Health Department COLORADO CASE NO.: S525 NAME: Beebe Draw Farms/Jim Fell The Weld County Health Department has reviewed this proposal. As you are aware this case began in the 1980's and was partially reviewed and approved at that time. It is the Department's understanding that the general lot sizes and overall densities were dictated and approved during that process. Therefore, our referral comments will not address these issues. As a result, the Department's comments will attempt to address all other environmentally related issues sealing with the development of the property. On Sheet la and lb of the Amenity Plan there is an Environmental Buffer Zone and an Env ronmental Building Setback Zone between the eastern lots and the Platte Valley Canal. The Department ft concerned with the intent of the Environmental Building Setback Zone and whether septic: s rsterrm construction will be allowed within that boundary. If there will not be any septic system placement within that Environmental Building Setback Zone many of those lots will have difficulty placing a home and septic system(s) on the available area. The Department requests clarification on the i itencied use of the Environmental Building Setback Zone. Because of the remoteness of the amenities and citing Section 3.1 below, restroom facilities are required at the picnic shelter area and the stable area. Section 3.1 of the Weld County Individua Sewage Disposal System Regulations states, in part: "General Sanitation Requirements: The owner of any structure where people live, work, or congregate shall insure that the structure contains an adequate, convenient, sanitary toilet and sewage disposal system in good working order. Under no condition shall sewage or effluent be permitted to be discharged upon the surface of the ground,...." The distance between the picnic shelter area and the nearest public restroom (either the dockmaster o the clubhouse) is approximately 2000 feet according to the provided scale. The engineer is presently working on these correction';. Storm Water: The drainage report and drainage plan are being revised for clarity. The encinE er w,il resubmit these plans by August 21,2000. The plat will need to be modified to include drainage easements for retention ponds and open channels. The Director of Public Works is concerned that the drainage facilities will not be properly maintained,which may result in damage to the residences. Our comments and requirements are as follows: Cull-de-sacs: The cul-de-sacs will require names. If the developer does not wish to names the street, the County will assign names. Several cul-de-sacs have excessive grade breaks at the intersections. The maximum profile grade break, not requiring a vertical curve, is 1 percert. Bike Lanes: The typical section includes a four foot bike lane on only one side. This is nut acceptable. Bike lanes are a minimum of 6 feet wide on both sides of the street. In addition. bike lanes require stripping and signing which is not shown. Local Roads:A typical section was not included for the collector roads. Please submit this typcal section for review. Drainage: The drainage plan was illegible, please resubmit at larger scale. In addition. please include the conveyance number in the pipe description. This will speed the review of the drainage report. I understand no over lot grading will be completed in this phase, roadway grading will be completed and the proposed contours shall be shown. Approved numbers and addresses shall be provided at the commencement of any new construction. Addresses shall be visible and legible from the street or road fronting the property. Streets or roads shall be identified. 2. Proper building permits shall be obtained prior to any construction or excavation. 3. Building permits and plan reviews are required for signage for the development. 4. Prior to any demolition work, a building permit must be obtained. 5. Sprinkler systems require permitting and inspections. Installation shall follow the standards its set forth in the 1997 International Plumbing Code (1PC). 6. All principal dwellings require engineered foundations. Such foundations shall be based on a site- specific geotechnical report or an "open hole" inspection made by a Colorado licensed engineer 7. Included in the referral were a Geotechnical Investigation Report prepared by Horizon Construction Services (May 2000) and a Phase III Drainage Report prepared by Milestone Engineering (November 1999). This is the first time CGS has received the geotechnical report. The drainage report was submitted previously but without any maps. 1) Drainage. The drainage report mentions that water retention is planned for the site because storm runoff is not permitted to reach the Platte Valley Canal or Milton Reservoir. There should be some discussion as to how the historic volume of runoffwill be returned to the system. The construction plans for the ponds are not discussed, specifically, whether the ponds will be lined or not. Also, the maps accompanying the report should indicate with arrows the routing of storm water to the ponds. 2) Soil. The Hoi izon report does a good job of characterizing the subsurface soil, identifying problems and providing recommendations. The chief constraints of the soil, which appears to he fairly uniform across the site, are low bearing capacity and extremely fast percolation rates. These concerns can be addressed by adjusting loads and sizing footings appropriately, and installing engineered leach fields, all of which are discussed in the geotechnical report; the recommendations should be followed. Selected soil samples show the potential for volume change, either for swell or collapse. In addition to foundation mitigation for these types of soils, either through overexcavation or by wetting and compacting collapsing soils, management of subsurface water is critical. Subsurface drains should be included in the foundation design, and grading around structures should effect a positive slope so that water does not pond These points are raised in the Horizon report. EXHIBIT 1 17 Beebe Draws Farms,Filing 1 and 2,final Plat, ).2 3) Erosion. One area that was given little attention was erosion control. One sentence is provided in the geotechnical report, and the erosion.control plan included in the drainage report consists of illustrations of how to construct a straw bale and place riprap. While this is important, the fundamental problem has not been addressed. The Soil Survey of Weld County states that the soils are very susceptible to blowing. CGS experience witl sandy soils in other areas has shown that such soils tend to sheet flow during periods of heavy precipitation, and erosion features such as channeling and gullying are very common. With this in mind, I recommend that the site be closely evaluated by the National Resource Conservation Service, if there are no county personnel assigned to administer erosion issues. Some basic erosion control practices would include phasing earthwork activities so that a minimal amount of ground is exposed at one time, constructing temporary sedimentation ponds for exposed areas greater than 5 acres, and establishing a maintenance program In all practices. For example, silt fences are generally installed and then allowed to deteriorate and flap uselessly in the wind. Water conveyance in unlined ditches is likely to create situations where the ditches are breached or widened. This can cause deterioration to lots and to pavement substrate, particularly if high-velocity flows are transmitted. The use of storm sewers should he seriously considered. 4) Environmental Buffer Zone. In the response to comments the applicant states that the environmental buffer zones only prohibit structures and do not affect placement of septic systems. If this is the case, the restrictions need to be reevaluated for future projects. a septic systems may impact sensitive zones as much as structures. In summary, erosion control should be discussed in more detail. Also, there are basic questions that need to be answered involving drainage. It seems quite late in the plattir g process to be raising these issues, but this is the first time that the geotechnical report aid drainage maps have been sent to CGS. My letter of May 25, 1999 states the data deficiencies at the preliminary plat stage. A Phase III Drainage Report prepared by Milestone Engineering (November 1999) was available for review. The final plat material is missing the following: • Plat. There is no topographic base for the plat. • Drainage Report. There are no plan drawings of the drainage basins that are discussed in the drainage report: therefore it is not possible to know where flows are directed. The Drainage Report discusses retention facilities. There should be some mention in the report as to why retention facilities will be used as opposed to detention facilities. The plat does not show locations of the retention facilities. These should be indicated. • Erosion. No erosion control plan was submitted. The soils are composed chiefly of Valent and Vona soils with minor Olney soils. Each of these soil types is erodible and subject to ;oil blowing and water erosion. As such, construction should be phased so that overlot grading is minimized. Sediment basins should be established for construction areas greater than 5 acres, the size where silt fences and straw bales become ineffective. Drainage that is routed to roadside ditches will soon cut channels, causing runoff and sediment to fill individual lots Ditches should be lined with appropriately sized riprap to minimize erosion. • Septic systems. The Weld County Soil Survey states that Valent, Vona and Olney soils are very permeable and in many places, the sandy material does not adequately filter the leachate. In some cases it may be necessary in absorption fields to combine the native soil with a graded sand mix to slow percolation and aid in filtration. Because no subsurface inforniati m was provided on the property, the depth to groundwater is unknown. But Beebe Draw is a paleochannel of the South Platte, and as a consequence, groundwater may be expected to lie fairly shallow. With the development of 800+homes on septic systems there is the likelihood of groundwater contamination, failure of leach fields, and of effluent surfacing in undesirable locations, such as basements. Also, if open space is to be used as a backup area for leach fields,it should be made clear that such areas are restricted from recreational use.
