HomeMy WebLinkAbout20002307.tiff Minutes WELD COUNTY COUNCIL August 15, 2000 Tape 151AB2000 The Weld County Council met in a regular session in full conformity with the Weld County Home Rule Charter at the Pierce Town Hall, 240 Main St., Pierce, CC Tuesday, August 15, 2000, 7:00 p.m. ROLL CALL: The meeting was called to order by President Al Roberts. Vice President Dwaine Kurtz was excused. Councilman Mitchell Martin, Councilman Dan Oster, and Councilwoman Joyce Smock were present, constituting a quorum of the members. Also present: Margaret Smith, Kathy Seiler, Lois Souther, William Hansen, Dixie Hansen and the Council secretary, Bev Thomas. GUEST SPEAKER: Kathy Seiler, Supervisor of Weld County Elections Department, was introduced by President Al Roberts. Ms. Seiler explained that her department 5 handling more than three thousand voters° registrations per month on average. She said that three-fourths of the new registrations and changes come through the Motor Vehicles Department and one-fourth of them are received via mail. Ms. Seiler outlined the many duties of the Elections Department. A sampling of l,he topics she covered is as follows: Registering voters, updating voter rolls, updating and tracking all special districts, certifying ballot content, verifying petitions, establishing precincts and polling places, determining ballot types, programming and ballot layouts. coordinating with the ballot printer, producing and layout all forms required for elections, publishing legal notices, maintaining and delivering all election equipment, testing phones at polling places, overseeing of test votes, processing of absentee ballots, telephone support for local and special elections, working with the Logic and Accuracy Board, the Absentee Ballot Board, and the Canvass Board; processing, certifying, and posting all election results; certifying election results to jurisdictions and tD the Colorado Secretary of State, maintaining statistics required by state and federal governments, keeping abreast of election-related legislation, recruiting and training election fudges, The Election Department is staffed by three employees and the supervisor. During election times ten to twelve temporary employees are hired. The temporary employees often use their personal vehicles to deliver and return election equipment to polling places. Council members asked Ms. Seiler about the number of hours of overtime she worked. She said that previous to the 1998 General Election she worked 235 hours of overtime from the middle of September through the November election. She answered Council members' inquiries about compensation. She stated that because she had a management position she was not compensated for overtime work whereas her 7-1 D y-o2S o2coo 2000-2307 Weld County Council Minutes August 15,2000 Page 2 of 3 employees are compensated. In response to whether she had requested additional help, Mrs. Seiler stated that she had requested an employee two years ago to oversee the warehouse. Presently, one of the Election Department employees continues to oversee the warehouse. President Al Roberts requested that Ms. Seiler send him a breakdown of the ove- time hours of Election Department employees. APPROVAL OF DOCUMENTATION: July 18, 2000 Council Minutes Joyce Smock said she wasn't sure County employees were spraying Canadian T histle as reported in the July 18 Council minutes. She said that County personnel were spraying weeds in District I the day after the June Council meeting. Councilwoman Joyce Smock made a motion that the July 18, 2000 Council minutes be approved with that change. Councilman Mitchell Martin seconded the motion and it carried. APPOINTMENTS: Vice President Dwaine Kurtz had left word that he would attend the September 11 Elected Officials Meeting. Councilman Mitchell Martin said that he would also attend that meeting. Councilman Dan Oster said that he would be attending the morning session of the September 12 Early Warning Budget Work Session. Mr. Roberts plans to attend as many of the Early Warning Budget Work Sessions as possible. COORDINATOR REPORTS: Councilman Dan Oster - Canadian Thistle Councilman Dan Oster will be asking Ron Broda for documentation about where and when Weld County personnel are spraying noxious weeds. Councilman Oster is concerned that property owners get letters about their responsibility to spray noxious weeds, but perhaps the County is not doing its share of spraying. President Al Roberts - Election Department Handouts to Petitioners Mr. Roberts was pleased to report that petitioners are receiving a lot more information than was given to petitioners four years ago. The Kidz Ark President Al Roberts reported that Mr. Littlefield had not requested a special review from the Board of County Commissioners for The Kidz Ark by August 10. Therefore, if the project is to proceed, it would now have to be resubmitted to the Weld County Planning Department. Weld County Council Minutes August 15,2000 Page 3 of 3 UNFINISHED BUSINESS: Information RE: Setting Salaries of Commissioners for Years 2003 and 2004 Information from Vice President Dwaine Kurtz regarding the history of Weld County elected officials' salaries and salary ranges of Weld County employees was distributed. It was noted that according to the Council's salary-setting time line there could be a vote at the September Council meeting regarding the Board of County Commissioners' salaries. NEW BUSINESS: Payment of the Bills Councilman Dan Oster made a motion that the bills are paid as listed. Mileage for President Al Roberts $57.34 Mileage for Councilman Mitchell Martin $31.11 Mileage for Councilman Oster $46.36 Mileage for Councilwoman Joyce Smock $27.45 Mileage for Bev Thomas $11.29 South Weld Sun for Legal Notice $27.88 Councilwoman Joyce Smock seconded the motion and it carried.
