RE: Beebe Draw Law Enforcement District 2000 Budget
Dear Board Member's:
The 2001 Final Budget for the Beebe Draw Law Enforcement authority totals $3,024. The
district will have a mill levy of 7.0 mills, raising $3,024 from the assessed value of $432,080.
No other revenues are anticipated.
Expenditures of $3,024 are composed of a law enforcement contract with the Weld County
Sheriffs Office. The contract will fulfill the intent of the creators of providing more adequate law
enforcement for persons residing in the district, to prevent the crime rate from rising therein,
and to better assist law enforcement agencies in the prevention of crime and in the detection
and apprehension of criminal offenders.

NOTICE AS TO PROPOSED BUDGET

NOTICE is hereby given that a proposed budget has been submitted to the Beebe Draw Law
Enforcement Authority District Board for the ensuing year of 2001. A copy of such proposed
budget has been filed in the Office of the Clerk to the Board where same is open for public
inspection. Such proposed budget will be considered at a special meeting of the Beebe Draw
Law Enforcement Authority District Board to be held in the First Floor Assembly Room, 915
10th Street, Greeley, Colorado, on December 13, 2000, at 9:00 a.m.
Any interested elector within such Beebe Draw Law Enforcement Authority District may inspect
the proposed budget and file or register any objections thereto at any time prior to the final
adoption of the budget.

BUDGET MESSAGE
SERVICE:
Service to be delivered by the Beebe Draw Law Enforcement Authority(Beebe Draw LEA) in Weld
County for 2001 will be the provision of law enforcement services through a contract with the Weld
County Sheriff. The contract will fulfill the intent of the creators of providing more adequate law
enforcement for persons residing in the district, to prevent the crime rate from rising within the
district, and to better assist law enforcement agencies in the prevention of crime and in the
detection and apprehension of criminal offenders.
BUDGETARY ACCOUNTING BASIS:
The Beebe Draw LEA budgetary procedure uses the following Basis of Accounting. Basis of
Accounting refers to when revenue and expenditures or expenses are recognized in the accounts
and reported in the. financial statements. Basis of Accounting relates to the time of the
measurements made, regardless of the measurement focus applied.
The Beebe Draw LEA utilizes the modified accrual Basis of Accounting. Under this method
revenue is recognized in the year in which it becomes both measurable and available as net current
assets.
Revenue susceptible to accrual, that is, measurable and available to finance the district's
operations or of a material amount and not received at the normal time of receipt, primarily consists
of property taxes assessed in 2000 and payable in 2001. Unbilled charges for services are
recorded in the appropriate funds at year end.
Expenditures are generally recorded when the related fund liability is incurred.

RESOLUTION TO ADOPT BUDGET
A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR THE GENERAL FUND
AND ADOPTING A BUDGET FOR THE BEEBE DRAW LAW ENFORCEMENT AUTHORITY
DISTRICT, LOCATED IN WELD COUNTY, COLORADO, FOR THE CALENDAR YEAR
BEGINNING ON THE FIRST DAY OF JANUARY, 2001, AND ENDING ON THE LAST DAY OF
DECEMBER, 2001
WHEREAS, the Board of County Commissioners, of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, The Board of County Commissioners, of Weld County, Colorado, ex-officio
Beebe Draw Law Enforcement Authority Board, has appointed the Weld County Director of Finance
and Administration to prepare and submit a proposed budget to said governing body at the proper
time, and
WHEREAS,said Director of Finance and Administration has submitted a proposed budget
to this governing body for its consideration, and
WHEREAS, upon due and proper notice, published or posted in accordance with the law,
said proposed budget was open for inspection by the public at a designated place, a public hearing
was held on December 13, 2000, and interested taxpayers were given the opportunity to file or
register any objections to said proposed budget.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners,ex-officio
Beebe Draw Law Enforcement Authority Board, as follows.
Section1. That estimated expenditures for each fund are as follows:

Section 2. That estimated revenues for each fund are as follows:

Section 4. That the budget hereby approved and adopted shall be signed by the Chair,
Board of County Commissioners, ex-officio Beebe Draw Law Enforcement Authority Board, and
made a part of the public records of the District.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by

A RESOLUTION APPROPRIATING SUMS OF MONEY TO THE GENERAL FUND IN THE
AMOUNTS AND FOR THE PURPOSE AS SET FORTH BELOW, FOR THE BEEBE DRAW LAW
ENFORCEMENT AUTHORITY LOCATED IN WELD COUNTY, COLORADO, FOR THE 2001
BUDGET YEAR
WHEREAS, the Board of County Commissioners, of Weld County, Colorado, ex-officio
Beebe Draw Law Enforcement Authority Board has adopted the annual budget in accordance with
the Local Government Budget Law, on December 13, 2000, and
WHEREAS,said Beebe Draw Law EnforcementAuthority Board has made provision therein
for revenues in an amount equal to or greater than the total proposed expenditures as set forth in
said budget, and
WHEREAS, it is not only required by law, but also necessary, to appropriate the revenues
provided in the budget to and for the purposes described below, so as not to impair the operations
of the District.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners,ex-officio
Beebe Draw Law Enforcement Authority Board, that the following sums are hereby appropriated
from the revenue of the General Fund, to the General Fund, for the purposes stated:

A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE 2001 BUDGET YEAR TO
HELP DEFRAY THE COSTS OF GOVERNMENT FOR THE BEEBE DRAW LAW
ENFORCEMENT AUTHORITY LOCATED IN WELD COUNTY, COLORADO,
WHEREAS, the Board of County Commissioners, of Weld County, Colorado, ex-officio
Beebe Draw Law Enforcement Authority Board has adopted the annual budget in accordance with
the Local Government Budget Law, on December 13, 2000, and
WHEREAS, the amount of money necessary to balance the budget or general operating
expenses is $3,024.00, and
WHEREAS, the 2000 valuation for assessment for the Beebe Draw Law Enforcement
Authority District, as certified by the County Assessor, is $432,080.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners, ex-officio
Beebe Draw Law Enforcement Authority Board:
Section 1. That, for the purpose of meeting all general operating expenses of the Beebe
Draw Law Enforcement Authority District during the 2001 budget year, there is hereby levied a tax
of 7.0 mills upon each dollar of the total valuation for assessment of all taxable property within the
District for the year 2000.
Section 2. That the Chair of the Board of County Commissioners of Weld County,
Colorado, serving as the Chair of the Beebe Draw Law Enforcement Authority Board, is hereby
authorized and directed to immediately certify to the Board of County Commissioners of Weld
County, Colorado, the mill levy for the Beebe Draw Law Enforcement Authority District as
hereinabove determined and set.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 13th day of December, A.D., 2000.

LAW ENFORCEMENT AUTHORITY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, on August 10, 1998, the Board of County Commissioners did convene as
the Board of Directors of the Beebe Draw Law Enforcement Authority, and
WHEREAS, at said meeting, the Board deemed it advisable to set a ballot issue for vote
by the electors of the area located within the jurisdictional boundaries of the Beebe Draw Law
Enforcement Authority in Weld County. Colorado, on November 3, 1998. general election
regarding the Beebe Draw Law Enforcement Authority.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld .
County, Colorado, ex-officio as the Beebe Draw Law Enforcement Authority Board, that the
ballot question for vote by the electors of the area located within the jurisdictional boundaries of
the Beebe Draw Law Enforcement Authority in Weld County, Colorado, on the general election
ballot for November 3, 1998, regarding the Beebe Draw Law Enforcement Authority, shall be as
