BUDGETARY ACCOUNTING BASIS: The Beebe Draw LEA budgetary procedure uses the following Basis of Accounting. Basis of Accounting refers to when revenue and expenditures or expenses are recognized in the accounts and reported in the. financial statements. Basis of Accounting relates to the time of the measurements made, regardless of the measurement focus applied. The Beebe Draw LEA utilizes the modified accrual Basis of Accounting. Under this method revenue is recognized in the year in which it becomes both measurable and available as net current assets. Revenue susceptible to accrual, that is, measurable and available to finance the district's operations or of a material amount and not received at the normal time of receipt, primarily consists of property taxes assessed in 2000 and payable in 2001. Unbilled charges for services are recorded in the appropriate funds at year end. Expenditures are generally recorded when the related fund liability is incurred.
