The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, April 26, 2000, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Barbara J. Kirkmeyer, Chair
Commissioner M. J. Geile, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Hall moved to approve the minutes of the Board of Social Services meeting of
April 24, 2000, as printed. Commissioner Vaad seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $12,331.51. Commissioner Baxter moved to approve the warrants as
presented by Mr. Warden. Commissioner Geile seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER MEMORANDUM OF UNDERSTANDING FOR WELD COUNTY COLORADO WORKS
PROGRAM AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Social Services, stated this
Memorandum of Understanding meets the requirement of the annual performance contract for the
operation of the Colorado Works Program. Ms. Griego stated the Department of Social Services
recommends the work participation rates be left blank and accompanied with a narrative that states the
Weld County will meet the Federal participation rates minus the caseload reduction factors. Ms. Griego
further stated the narrative description will primarily reference Section 6.000, Colorado Works in Weld
County and Child Care Policies and Procedures, of the Weld county Social Services Operations Manual,
and be included as part of the Memorandum of Understanding. Commissioner Vaad moved to approve
said Memorandum of Understanding and authorize the Chair to sign. Commissioner Baxter seconded the
motion. Commissioner Geile commended Chair Kirkmeyer and Bruce Barker, County Attorney, for their
work in getting this approved at the State level. Mr. Barker stated at the bottom of page two, there is a
statement marked with two asterisks. He stated discussion at the last meeting was not very clear as to
how the State was going to handle the subtraction of the case load reduction factor. Mr. Barker stated he
feels including this statement will best address the situation. The motion carried unanimously.

Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
