Western Hills Fire District INTENDED/PROPOSED USES The applicant has indicated that he will seek Residential Low Density (R-L), Residential High Density(R-H),and C-H) Commercial High Intensity zoning for the property. The preliminary concept includes approximately 400 dwelling units consisting of single family homes and duplex units and 15-20 acres of commercial development. COMPREHENSIVE PLAN The entire site lies within the Long-Range Expected Growth(LREGA)but the majority of the site is currently outside of the Mid-Range Expected Service Area(MRESA). The entire site is outside of the Municipal Service Suitability Area(MSSA). The applicant has requested that the entire site be included in the MRESA. Planning Commission reviewed the revised MRESA, which included this site, on February 8, 2000 and the commission tentatively recommended approval of the revision. City Council will review the adjustment of the MRESA later this year. Comprehensive Plan policy 4.3 states that all development is encouraged to be designed to promote compatibility among neighboring land uses of differing intensity and character. Comprehensive Plan policy 4.13.4 states that all development is encouraged to promote mixed land use development while assuring compatibility between various land uses. The land use envisioned by the applicant for the site appears consistent with City of Greeley Comprehensive Plan policies. Further analysis of potential land uses will occur with the establishment of zoning for the property. Since most of the recent growth of the City has taken place to the west,the annexation will provide geographic balance to the City by extending the city limits east. The Fire Authority has indicated that this site is within the existing fire protection service area. The proposed area to be annexed is not located in any areas of ecological significance. SURROUNDING ZONING North: County R-1 (Single-Family), C-3 (Commercial) South: County R-1 (Single-Family) East: County R-1 (Single-Family) West: County R-1 (Single-Family) SURROUNDING LAND USES North: Single-Family Residences, Agricultural, Commercial South: Single-Family Residences, Agricultural East: Single-Family Residences, Agricultural West: Single-Family Residences, Agricultural Annexation Impact Report 2 Cherrywood Annexation ANALYSIS The site constitutes 103.704 acres and is located southwest of E. 20th Street and US Highway 34. The entire site is within the Long-Range Expected Growth Area but the majority of the site is currently outside of the Mid-Range Expected Service Area. The entire site is outside of the Municipal Services Suitability Area. That portion of the site not currently in the MRESA will be considered for inclusion in the MRESA later this year. It is important to note that according to the Development Code the portion of the site outside of the MRESA cannot be developed until the MRESA line is adjusted to include it unless a waiver is obtained. The applicant has indicated that the estimated number of school age students generated by the proposed residential development to be 232 based upon Weld County demographics obtained from the State of Colorado Demographer's Office. The land use envisioned by the applicant for the site appears to be consistent with City of Greeley Comprehensive Plan policies. The annexation of this site into the City would be consistent with present growth patterns and Comprehensive Plan policies. There is clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this requested annexation.
