Water Rights Information 4 Shares Home Supply Ditch 11.5 Shares of lsh Reservoir Company 1.5 Shares Highlands Ditch Company Proiect Concept A single family residential subdivision of 144 acres with 500 overall lots, with a variety of lot sizes. The subdivision will be designed to the criteria and requirements of the Town of Johnstown. The collector and local street system will be designed to take advantage of the topography of the property, as well as the adjacency to the Stroh Annexation and Development proposed by Ryland Homes. Site Features The annexation petition is for 144 acres, including right(s) of way along Weld County Roads 17 and 44. The majority of the property in question has been used historically for farming. The site consists of terrain and drains northward to WCR 44. The property contains no improvements other than those normally found for farm irrigation. There are no buildings on the property. Existing Land Use & Zoning The land has been used for many years for agricultural purposes. The existing zoning is A-Agricultural in Weld County. The purposed zoning will be Residential SF .1 in the Town of Johnstown. See the attached master plan for the proposed land use and density. Public Use Dedication In order to meet the requirements of the Town of Johnstown, the applicant will dedicate open space of approximately 20 acres of property as part of the plat approval process. Vehicular, Bike & Pedestrian Circulation WCR 17 forms the western boundary of the property. WCR 44 forms the northern boundary of the property. Both roads will have major access points for the collector and local street system. The interior road network will provide access to adjoining properties. Phasing & Scheduling It is anticipated that the project will be built in four phases of between thirty to thirty-five acres per phase. The development will start in the northwest corner and proceed south, then eastward. The phases are projected to occur every eighteen (18) months. The minimum build-out will be four (4) years. Utilities Water and sewer service will be provided by the Town. The water and sewer lines serving the property will come from the Stroh project and were built in anticipation of the property being developed by the Town. Ample capacity exists in both systems to handle the projected demand. Storm water runoff and drainage will also be the Town's responsibility. The developer will meet all Town requirements. Currently, the Little Thompson District as a 3" water line in WCR 17 and a 2" water line in WCR 44. Electric Service will be provided by Poudre Valley REA, and gas will be provided by Public Service. Telephone service will be provided by US West. Service Providers Police, Fire and Public Street maintenance will be the responsibility of the Town of Johnstown. School Services will be provided by Weld County School District RE-5J. Mineral Rights Owners, Lessees, Ditch Companies & Other Encumbrances Mineral Rights - None. Ditch Companies Home Supply Ditch & Reservoir Company, lsh Reservoir Company and Highlands Ditch Company. Other Town of Johnstown, Panhandle Eastern Pipeline Company, US West. School Impact The Weld County School District RE-5J requires a projection of school enrollment at the development's final build out. After design, we expect the numbers to be lower, after road rights-of-way and open space are calculated. The initial submittal is a master plan for 500 units. Elementary School .345 students per SFD (500) - 172 Middle School .170 students per SFD (500) - 85 High School .195 students per SFD (500) - 97 Elementary School - 172 Middle School - 85 High School - 97 Statement of Conformance with the Johnstown Comprehensive Plan The proposed project for Romsdahl conforms to the Comprehensive Plan of the Town of Johnstown. The plan is compatible with the Ryland subdivision to the west in terms of density and lot size. Annexation Impact Report Romsdahl Annexation The proposed Romsdahl Annexation contains approximately 144 acres, currently under single ownership. It is planned to be developed as single family subdivisions under the requirements of the Town of Johnstown in the SF-1 zone. The developer, Romsdahl, expects to create 500 single family lots over a six year development plan. This annexation impact report is designed to meet the annexation requirements of the State of Colorado, as well as the fiscal and infrastructure impact requirements of the Town of Johnstown, Colorado. Romsdahl Annexation Water The property in question will be served by either the existing 24" water distribution system provided by the Little Thompson Water District. It is anticipated that the size of the aforementioned service will make it possible to serve all of the anticipated subdivision development on the Romsdahl Annexation. However, the Town has requested that they be named the service provider because of the extension of service contemplated by the adjacent Stroh/Ryland Development. The owner would prefer to be served by the Town. Sewer The property in question will be served by a proposed sewer line(s) currently under design by the Ryland Corporation for the Stroh property. We believe the Ryland system will have the capacity to serve this project. Storm Drainage The developer will submit, along with his subdivision plans, the required technical studies for the Town of Johnstown. This will include both an engineered study and plan for the development of the entire property. Open Space The Town requires a dedication of 3,000 square feet of open space per dwelling unit. The proposed development has anticipated this requirement and will design it into the Project. Any dedicated open space will be maintained and operated by a property owner's association or by the Town of Johnstown. Streets It is planned that the subdivision will contain the requisite hierarchy of public streets to serve the future residents. The system will be planned to connect with future development on adjacent land and will be in conformance with Johnstown's Comprehensive Plan. The interior streets will be built by the developer and owned and maintained by the Town. The Town will receive an increase in its annual allotment of Highway Users from increased sales and property tax once the property in question is annexed. The Town and Weld County will, in the future, work out the maintenance responsibilities for Weld County Roads 17 and 44. Property & Sales Tax Upon annexation, the property will be placed under Johnstown's 4.856 mill levy. This will result in additional revenue to the Town. As development occurs, Johnstown will be able to charge a 2% use tax on building materials. The anticipated subdivision will generate both sales, use and property tax revenues for the Town. Schools The Annexation is in the Weld County RE-5J District. The District will receive an increase from property tax revenue as development occurs. Police Johnstown will provide police services. Fire Protection The Johnstown Fire District will provide fire protection services. The current station is approximately three miles north and west of the annexation. Recreation & Park District The Romsdahl Annexation is not currently within a recreation/park district. The property is served by the Weld County Library District. Fees. The Town has recently established a number of fees and charges. Attached is a master plan showing the proposed development of the property. PUBLIC NOTICE NOTICE IS HEREBY GIVEN that a Petition for Annexation of territories hereinafter described as Romsdahl Annexation Number One (1) and Two (2) have been presented to the Town Board of Johnstown, Colorado and found to be in apparent compliance with the applicable provisions of law and the Town Board has adopted a Resolution to set a public hearing to be held at 7:00 p.m. on Monday, September 18, 2000 in the Town Hall at 101 Charlotte Street in Johnstown, Colorado to determine if the proposed annexation complies with the applicable requirements of law. The Resolution adopted by the Town Board for such purposes is in words, letters and figures as follows: TOWN OF JOHNSTOWN AMENDED RESOLUTION NO. 2000-26 FINDING SUBSTANTIAL COMPLIANCE FOR INITIATING ANNEXATION PROCEEDINGS FOR THE ROMSDAHL ANNEXATION NUMBER ONE (1) AND TWO (2). WHEREAS, a written petition, together with five (5) prints of an annexation map, was heretofore filed with the Town Clerk requesting the annexation of certain property to be known as the Romsdahl Annexation Number One (1) and Two (2) more particularly described as situate in the County of Weld, State of Colorado, to wit: See attached Exhibit A WHEREAS, the Town Board desires to initiate annexation proceedings in accordance with the law. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF JOHNSTOWN, COLORADO: Section 1. That the Town Board hereby accepts said annexation petition, finds and determines that the annexation petition and accompanying map are in substantial compliance with CRS 31-12-107, and desire to initiate annexation proceedings in accordance with law. Section 2. The Town Board shall hold a hearing to determine if the proposed annexation complies with CRS 31-12-104 and 31-12-105, or such parts thereof as may be required to establish eligibility for annexation under the terms of Part 1, Article 12, Title 31, CRS. A hearing shall be held on the 18th day of September, 2000, in the Board meeting room of the Town of Johnstown, 101 Charlotte Street, Johnstown Colorado at 7:00 p.m. Section 3. The Town Clerk shall publish notice of such hearing once per week for four (4) successive weeks in the Johnstown Breeze, with the first publication at least thirty (30) days prior to the date of the hearing. The Town Clerk shall also send a copy of this resolution and the petition for annexation to the Clerk to the Board of County Commissioners, the County Attorney and to any special district or school district within the area proposed for annexation.
